Abstract

Community empowerment programs that are effective, right on target, and provide solutions to community problems are programs planned based on data and information in the field and designed in a participatory manner by involving stakeholders. This research aims to discover local communities' issues and phenomena, mainly social, economic, and environmental, through social mapping studies and design community empowerment programs for sustainable development. The method used in this research is descriptive. Data collection techniques are carried out using the Rapid Rural Appraisal (RRA) method with household survey techniques, Focus group Discussions (FGDs), and semi-structured interviews. They involve three villages affected by mining activities, which are recipients of CSR funds. From the results of the analysis and discussion obtained, information that the level of stakeholder participation in the identification of issues for community empowerment is a high-level category. This is shown in their involvement in the process of FGD activities. Identified issues and community empowerment programs include agriculture, animal husbandry and fisheries, health, public infrastructure, education and human resources, social and religious areas, and youth or youth organizations. Strategic issues as a reference in implementing sustainable community empowerment programs are encouraging the improvement of the regional economy and community income, developing agriculture, livestock, and fisheries, sustainable community empowerment programs based on stakeholder recommendations, strengthening institutions and partnerships, and developing infrastructure and improving essential health services.

Abstract

This study aims to determine and analyze the communication techniques of extension workers in counseling the use of organic fertilizers for farmers, and to know the knowledge of farmers in the use of organic fertilizers in Matabubu Village, Poasia District, Kendari City.This research was conducted in July 2023. The population in the study will be informants, because kale farmers in Matabubu Village amounted to 7 people, as well as 1 extension agent in charge of Matabubu Village. Data collection techniques consist of observation, in-depth interviews, documentation and literature. The focus of the research includes: extension communication techniques (informative communication, persuasive communication and instructive communication), farmers' knowledge during related extension (source/content of organic fertilizer, benefits of organic fertilizer, how to make organic fertilizer and use of organic fertilizer). The analysis used in this research is qualitative descriptive analysis. The results showed that the communication techniques used consisted of informative, persuasive and instructive communication techniques that had been implemented by extension workers. As well as, farmers' knowledge in the use of organic fertilizer for kale vegetables in general have known, but the process of making organic fertilizer, farmers do not know

Abstract

Penelitian ini bertujuan untuk menganalisis: (1) pengaruh kapasitas sumber daya manusia terhadap modal sosial penyuluh; (2) pengaruh kapasitas sumber daya manusia terhadap kinerja penyuluh; dan (3) pengaruh modal sosial terhadap kinerja penyuluh pertanian di Kabupaten Konawe. Sampel penelitian ini adalah seluruh populasi dalam penelitian, yaitu seluruh penyuluh pertanian yang berstatus Aparatur Sipil Negara (ASN) di Kabupaten Konawe yang berjumlah 113 orang (pengambilan sampel menggunakan metode sensus). Penelitian ini menggunakan variabel eksogen dan variabel endogen. Variabel eksogen dalam penelitian ini adalah kapasitas sumber daya manusia dan modal sosial penyuluh. Variabel endogen dalam penelitian ini adalah kinerja penyuluh pertanian. Analisis data penelitian ini menggunakan statistik deskriptif dan inferensial. Statistik deskriptif untuk menggambarkan atau mendeskripsikan keadaan variabel dan analisis statistik inferensial untuk menganalisis pengaruh atau hubungan antar variabel. Teknik analisis data statistik inferensial dalam penelitian ini menggunakan Partial Least Square (PLS). PLS merupakan model persamaan Structural Equation Modeling (SEM) dengan pendekatan berbasis varians atau berbasis komponen structural equality modeling. Hasil penelitian menunjukkan bahwa kapasitas sumber daya manusia berpengaruh positif signifikan terhadap kinerja penyuluh pertanian. Kapasitas sumber daya manusia juga berpengaruh positif signifikan terhadap modal sosial penyuluh pertanian. Modal sosial penyuluh berpengaruh positif signifikan terhadap kinerja penyuluh pertanian. Semakin baik kapasitas sumber daya manusia dan modal sosial penyuluh, maka kinerja penyuluh pertanian di Kabupaten Konawe akan semakin baik.
