Abstract

This article or writing aims to describe the implementation of the Direct Cash Assistance (BLT) program which has been carried out in Urung Purba Village, Purba District, Simalungun Regency, as well as identifying inhibiting factors in its implementation. The problem focused on the Implementation of the Direct Cash Assistance Program, to approach this problem, a theoretical reference from Edward III's theory of policy implementation is used, which has 4 indicators, namely communication, resources, disposition, and bureaucratic structure. Data was collected through data collection techniques through observation, interviews, and documentation and analyzed qualitatively. This study concluded that the implementation of the Direct Cash Assistance (BLT) Program in Urung Purba Village showed positive results through effective communication between village officials and aid recipients. Even though human resources are fully involved in distribution, the quality still needs to be improved. The friendly disposition of implementers supports community acceptance, and the bureaucratic structure is by SOPs. However, obstacles such as a shortage of data collectors and unequal distribution of aid create social synchronization, especially due to less-than-optimal data collection systems and oligarchic practices. Improvements in resource management and data collection systems are needed to improve the situation.

Abstract

Village Government is an institution tasked with protecting and regulating communities in certain areas, by Law Number 6 of 2014 concerning villages. One of the important roles of village government is to support the empowerment of children, which is an important aspect in achieving community welfare. This study aims to illustrate the role of village government in empowering children in Ononamolo Talafu Village, Nias Regency. The focus of this research is to understand how the role of village government in supporting learning houses as a basis for empowering children and supporting factors. The theory on which Mintzberg (1989) bases Role theory, which includes interpersonal roles, informational roles, and decision-making roles. With a qualitative approach, this study uses observation, interviews, and documentation as data collection techniques. This study concludes that the active role of village government has a major influence in supporting the empowerment of children through learning houses.

Abstract

The development of the brick industry MSMEs continued to increase in Tanjung Mulia Village, Pagar Merbau Subdistrict, making the government's role very important for empowering brick industry MSMEs. The purpose of this research was to identify and describe the government's role in empowering brick industry MSMEs in Tanjung Mulia Village, Pagar Merbau Subdistrict, and to analyze the inhibiting factors in the empowerment of MSMEs in the brick industry. The theory used in this research was the theory of government roles by Yusuf Ilyas (2014), employing a qualitative methodology. Data collection techniques were carried out through observation, interviews, and documentation. The results showed that the government’s role in empowering brick industry MSMEs in Tanjung Mulia Village was effective, as evidenced by the government's role as a regulator, contributing to business licensing and capital. The government's role as a dynamizer was seen in its collaborative programs with partnerships, and its role as a facilitator provided marketing facilities through partnerships. The obstacles in empowering brick industry MSMEs were the lack of available capital, the brick production process that had not fully utilized technology, and the competitiveness of brick sales.

Abstract

The resolution of labor disputes is a crucial aspect in maintaining the stability of industrial relations in Indonesia. The Manpower and Transmigration Office plays an important role in providing quality labor conflict resolution services, which affects the level of community satisfaction. This study aims to analyze the influence of service quality on community satisfaction in resolving labor disputes in North Sumatra Province. A quantitative approach was used with a survey method on 234 randomly selected respondents. Data analysis was carried out using descriptive and inferential statistical techniques, including regression tests to identify relationships between research variables. The results showed that service quality had a significant effect on community satisfaction, with an R Square value of 42.9%. Therefore, improving the quality of services, such as transparency and responsiveness, needs to be a priority to increase public trust in the government in resolving labor disputes.

Abstract

This study aims to analyze the implementation of the Family Hope Program (PKH) in alleviating poverty in Kampung Mesjid Village, Kualuh Hilir Subdistrict, Labuhan Batu Utara Regency. The study employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation, involving key informants such as the village head, PKH officers, and program beneficiaries. George C. Edward III's implementation theory was used as the analytical framework, focusing on communication, resources, disposition, and bureaucratic structure. The results show that the implementation of PKH in Kampung Mesjid Village has had a positive impact, particularly in improving access to education and healthcare for poor families. However, several challenges remain, including inaccurate beneficiary data, limited resources, and the apathetic attitude of some program participants. This study provides recommendations to enhance program effectiveness, including optimizing data collection, improving human resource capacity, and strengthening communication among stakeholders.

Abstract

This study aims to analyze the implementation of village government policies in supporting the development and empowerment of Micro, Small, and Medium Enterprises (UMKM) through the Village-Owned Enterprise (Badan Usaha Milik Desa/BUMDes) Bumi Pertiwi in Laut Dendang Village, Percut Sei Tuan Subdistrict, Deli Serdang Regency. The background of this study is the high number of UMKM actors in the village and the existence of village policies aimed at strengthening the local economic sector. This research employed a descriptive qualitative approach with data collected through in-depth interviews, observation, and document analysis. The results indicate that the implementation of BUMDes programs in supporting UMKM has not been optimal due to several obstacles, including delays in loan repayments caused by low borrower discipline, weak recipient selection systems, limited program outreach, and inadequate managerial and administrative capacity of BUMDes managers. These obstacles have affected the effectiveness of the program and led to declining community trust in BUMDes. Nevertheless, BUMDes still holds potential as an instrument for strengthening the village economy if accompanied by continuous capacity building, improved governance, strict selection systems, and enhanced human resource capacity. These findings contribute to the strengthening of community-based local economic institutions and support sustainable village development.
