Abstract

Asesmen Nasional Berbasis Komputer (ANBK) merupakan instrumen kebijakan strategis dalam sistem pendidikan Indonesia yang bertujuan memetakan mutu pembelajaran secara objektif, adaptif, dan berbasis data. Kebijakan ini lahir sebagai bentuk transformasi evaluasi pendidikan yang lebih berorientasi pada penguatan literasi, numerasi, dan karakter. Penelitian ini bertujuan untuk menganalisis Asesmen Nasional Berbasis Komputer (ANBK) sebagai instrumen evaluasi mutu pendidikan menggunakan perspektif teori evaluasi kebijakan Dunn dan Vedung. Penelitian ini menggunakan metode studi kepustakaan dengan analisis deskriptif kualitatif terhadap berbagai artikel ilmiah, dokumen kebijakan, dan hasil penelitian empiris yang relevan. Hasil analisis menunjukkan bahwa Asesmen Nasional Berbasis Komputer (ANBK) cukup efektif dalam mengubah paradigma evaluasi pendidikan menuju pembelajaran berbasis kompetensi, efisien dalam konteks satuan pendidikan yang siap secara teknologi, serta responsif terhadap tuntutan reformasi pendidikan abad ke-21. Namun, tantangan masih muncul dalam aspek keadilan akses dan pemanfaatan hasil asesmen di tingkat sekolah. Dengan pemerataan infrastruktur dan penguatan literasi data, Asesmen Nasional Berbasis Komputer (ANBK) berpotensi menjadi instrumen evaluasi kebijakan pendidikan yang berkelanjutan dan inklusif.Keywords: Asesmen Nasional, Evaluasi Kebijakan, Mutu Pendidikan, Kebijakan Publik, Rapor Pendidikan

Abstract

Islamic boarding schools increasingly function not only as religious educational institutions but also as drivers of local economic development. This study aims to analyze the implementation of Triple Helix Governance in strengthening Islamic boarding school–based agribusiness through the Trubus Sentra Agrobisnis (TSA) Producer Cooperative in Paser Regency. This research applies a qualitative case study method using interviews, observation, and document analysis to explore collaboration among government institutions, business actors, and research organizations. The results show that the development of TSA is supported by strong collaboration among key stakeholders. Government institutions provide policy support and facilitation, research institutions contribute technological innovation, while business actors and zakat-based organizations strengthen economic networks and production capacity. This collaborative governance model enhances institutional capacity and supports sustainable agribusiness development. The study demonstrates that Islamic boarding schools can transform into community-based economic institutions through cooperative mechanisms. The integration of religious values, innovation, and policy support makes TSA a replicable model for strengthening local agribusiness governance and sustainable regional development.

Abstract

Public pressure is an inherent feature of modern democratic governance and represents a managerial challenge for state institutions. This article analyzes the public management responses of the government and the House of Representatives (DPR) to the 17+8 demands following the major demonstrations of August 2025 in Indonesia. The study employs a qualitative approach with a document-based case study design, drawing on demand documents, official government and parliamentary statements, and national media reports. The findings reveal three main patterns of state response: communication response, policy response, and coordinative response. Communication responses dominated the initial phase, aiming to maintain stability and legitimacy, yet tended to be normative and defensive. Policy responses were selective and short-term, reflecting crisis management rather than structural reform. Meanwhile, coordinative responses remained ad hoc and lacked institutional consolidation. Analysis through the lenses of public responsiveness, accountability, and policy management indicates that the state was procedurally responsive in the early phase, but not yet optimal in integrating public pressure into a coherent and sustainable policy management cycle. Theoretically, this study contributes to public management scholarship by positioning public demonstrations as managerial challenges within democratic governance. Practically, it offers insights for policymakers to design more integrated, substantive, and sustainable responses to public pressure.
