Abstract

Gender mainstreaming in the formulation of regional revenue and expenditure budgets in Bulukumba Regency has dynamics in its preparation. This research aims to analyze the policymakers' understanding of gender mainstreaming and the process of pulling interests in formulating the regional revenue and expenditure budget in Bulukumba Regency. The author conducted a case study research with a qualitative research base. Data was collected by interviewing key informants who could explain the process of formulating the regional revenue and expenditure budget regarding gender mainstreaming in Bulukumba Regency. The results of this study explain that there is a lack of institutional strengthening, especially in understanding gender mainstreaming. The budget is minimal and has not been able to cover all gender mainstreaming issues. Gender mainstreaming has not been a priority scale in government. The executive has been unable to reduce the budget for other programs, so the budget cannot cover gender mainstreaming. The preparation of the regional revenue and expenditure budget in Bulukumba Regency is inseparable from the role of several elites. This elite involvement then gave rise to several dynamics in the process of formulating the regional revenue and expenditure budget.

Abstract

This research discusses the phenomenon of street children in Makassar City through a political sociology approach and Henri Lefebvre's theory of space production. The research identifies the causes of street children's emergence and analyzes the government's countermeasures. Massive urban development by the government and capitalists has created social inequality, dividing urban space into abstract space, which the state and capital owners utilize for business interests, and social space, which people use to live and do activities. This study aims to evaluate the effectiveness of street children handling policies through repressive and preventive approaches implemented by the Makassar City Government. This research uses a qualitative approach with a literature study method and descriptive-critical analysis. The theory of poverty and urbanization is used to explain that inequality is part of a capitalistic structure that places capital above people's social rights. The results show that government and community efforts in dealing with street children still face various structural barriers. Therefore, more inclusive and spatial justice-based policies are needed to solve this problem sustainably.

Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mendukung keberlanjutan dinasti politik di Desa Banrimanurung, Kecamatan Bangkala Barat, Kabupaten Jeneponto. Fenomena ini menarik perhatian karena dinasti politik sering dianggap bertentangan dengan prinsip demokrasi modern, tetapi di Banrimanurung, keluarga Karaeng berhasil mempertahankan kekuasaan mereka selama beberapa generasi. Masalah utama yang diangkat adalah bagaimana tradisi dan struktur sosial mendukung keberlanjutan dinasti politik dalam konteks demokrasi lokal. Metode yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam dengan tokoh masyarakat, keluarga dinasti politik, dan warga setempat, observasi partisipatif, serta studi dokumentasi. Analisis data dilakukan secara tematik dengan menggunakan kerangka teori hegemoni Antonio Gramsci dan patron-klien untuk menjelaskan dinamika kekuasaan dan legitimasi dinasti politik. Hasil penelitian menunjukkan bahwa keberlanjutan dinasti politik di Desa Banrimanurung didukung oleh empat faktor utama: legitimasi tradisional yang berasal dari simbol kekaraengan, pengaruh nilai-nilai adat seperti pangndakkang, hubungan patron-klien yang menciptakan ketergantungan ekonomi, dan fleksibilitas keluarga Karaeng dalam beradaptasi dengan sistem demokrasi modern. Temuan ini menunjukkan bahwa dinasti politik di tingkat lokal dapat bertahan melalui sinergi antara nilai-nilai tradisional, kontrol ekonomi, dan strategi adaptasi politik. Studi ini memberikan wawasan penting tentang bagaimana tradisi dan demokrasi lokal dapat hidup berdampingan di Indonesia.

Abstract

This study discusses the dynamics of nightlife tax policy in Makassar City, particularly in the Nusantara Street area, which is known as a center of nightlife activities and a location for covert prostitution. Using a descriptive qualitative approach, this study examines how Local Regulation No. 1 of 2024, which stipulates a 75% increase in nightlife tax, functions not only as a fiscal instrument to increase Local Own-Source Revenue (PAD), but also as a social regulatory instrument. The results of the study show that this policy has dual implications: on the one hand, it strengthens the political legitimacy of the city government in responding to the moral demands of the community, but on the other hand, it gives rise to unexpected consequences in the form of new negotiations between the government, nightlife entrepreneurs, and sex workers. High taxes actually encourage the capitalization of sex workers' bodies, widen the economic dependence of the surrounding community on the nightlife industry, and open up space for informal political compromise between entrepreneurs and officials. This study confirms that fiscal policy is never neutral, but is always linked to local social, political, and economic dynamics. The necessary follow-up is strengthening alternative policies based on a humanistic and inclusive approach, such as providing formal employment, economic empowerment programs for women, and more transparent and accountable supervision. Abstract

This research analyzes the political dynamics in determining the location for the construction of a Waste-to-Energy Power Plant (PLTSa) in Makassar City. Although existing regulations, such as Makassar Mayor Regulation No. 1 of 2021 and Makassar City Regional Regulation No. 4 of 2015, have designated the Tamangapa Landfill as the construction site, the city government instead proposed an alternative location in the Tamalanrea District. This has sparked controversy among the community, the Regional People's Representative Council (DPRD), and business actors, as well as causing conflicts of interest among various stakeholders. With a descriptive qualitative approach, this research reveals that spatial planning decisions are not only influenced by technical and environmental aspects but also by political and economic considerations. The shifting of development locations reflects the contestation of power in urban spatial governance, where the interests of political elites and investors are often prioritized over the aspirations of the community. This research highlights the importance of transparency and public participation in spatial planning to avoid social conflicts and ensure spatial justice in infrastructure development policies.
