Abstract

The problem of the high social gap in Papua, which is the cause of marginalization and discrimination against the Papuan people, and the different perceptions of some Indonesians at home and abroad towards armed separatist conflicts are push factors to corner the Indonesian government. In addition, the issue of internationalization of the 1969 referendum mechanism, violations of human rights, and the management of natural resources by multinational companies that do not have an impact on improving the welfare of the Papuan people also complement the opinion of the government's failure. Against the background of these problems, this study uses a quasi-qualitative research method. We collected research data through focus group discussions (FGD), in-depth interviews, and direct discussions with various informants (academics, practitioners, bureaucracy, and community leaders), completed with literature review as secondary data. The results of this study recommend the development of an Integrated Food Estate (IFE) in stages according to customary areas in Papua, which will indirectly support the realization of territorial resilience and the Universal Defense System (Sishta). In conclusion, with all implementation of recommendations, it is hoped the completion of peaceful and prosperous Papuan people will come true.

Abstract

In addition, the issue of internationalization of the 1969 referendum mechanism, violations of Human Rights (HAM), and the management of Natural Resources (SDA) by multinational companies that do not have an impact on improving the welfare of the Papuan people also complement the government's opinion of failure. Against the background of these problems, this study uses a quasi-qualitative research method and an exploratory approach with soft systems methodology (SSM) as a data analysis technique to answer the formulation of the problem and research questions. Research data were collected through Focus Group Discussions (FGD), in-depth interviews, and direct discussions with various informants (academics, practitioners, bureaucracy, and community leaders), plus a literature review as secondary data. The results of this study recommend the development of an Integrated Food Estate (IFE) in stages according to customary areas in Papua, which will indirectly support the realization of Territorial Resilience and the Universal Defense System (Sishta). Furthermore, to ensure that all these processes are carried out properly and continuously, this study recommends the establishment of an Integrated Solution Center (ISC). With the implementation of these recommendations, it is hoped that the peaceful and prosperous Papuan people will soon be realized.

Abstract

This study discusses the TNI-Polri Cooperation strategy and the Jakarta Provincial Government in accelerating handling of COVID-19. This Study using the theory of Organizational Resources from George R. Terry. The aim is to describe Cooperation regulations, activity methods, readiness of human resources and the availability of infrastructure facilities in accelerating the handling of COVID-19. The method used is an observational case studies method with both quantitative and qualitative approaches (mix method) and uses SWOT and AHP for analysis. As a result, the first strategy is to create cooperation policy regulations, the second strategy is to increase public awareness of implementing Health protocols, the third strategy is to create superior human resources, and the fourth strategy is to realize the readiness of facilities and infrastructure.

Abstract

Situasi keamanan di Papua belakangan ini kembali menunjukkan eskalasi dan cenderung memanas. Menanggapi ekskalasi dan kekerasan yang terjadi di Papua beberapa waktu ini, Menteri Koordinator Bidang Politik, Hukum dan Keamanan (Menko Polhukam) Mahfud MD memastikan pemerintah telah mengkategorikan Kelompok Kriminal Bersenjata (KKB) Papua serta seluruh organisasi dan orang-orang yang tergabung di dalamnya, dan yang mendukung gerakan tersebut, sebagai teroris. Situasi keamanan yang meningkat di wilayah Papua menjadi urgensi diperlukannya pendekatan yang komprehensi antara TNI, Polri, Satkowil, Pemda, K/L untuk bersinergi dalam rangka meredam konflik Papua. Teori yang digunakan dalam menganalisa persoalan ini adalah teori optimalisasi, sinergisitas, kontra insurjensi, konsep terorisme, dan konsep pertahanan negara. Metode yang peneliti gunakan adalah metode kualitatif dengan pendekatan fenomenologi, berdasarkan pengalaman peneliti selama bertugas di Papua. Hasil dari penelitian ini menunjukkan bahwa sinergisitas antara lembaga / kementerian telah terselenggara baik dalam bentuk dialog, pendekatan soft power dalam kerangka OMSP, maupun pemberdayaan terhadap masyarakat setempat dengan bersinergi bersama pemerintah lokal. Namun, dengan masih berlangsungnya konflik dan beberapa ekskalasi yang terjadi, hal ini menunjukkan sinergsitas tersebut masih belum cukup optimal.

Abstract

Babinsa dan Bhabinkamtimbas memiliki peran yang strategis dalam meningkatkan partisipasi masyarakat untuk memperkokoh pertahanan Negara. Salah satu kegiatan yang berpotensi untuk menjadi cara meningkatkan partisipasi masyarakat adalah kegiatan sambang desa yang dilakukan secara berkala, yang merupakan tugas dan fungsi Babinsa dan Bhabinkamtibmas. Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam mempekokoh pertahanan Negara dan menganalisis sinergi Babinsa dan Bhabinkamtibmas pada sambang desa. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Pengambilan sampel dilakukan menggunakan purposive sampling. Hasil menunjukkan: 1) Partisipasi masyarakat masih perlu ditingkatkan. Hal ini berkaitan dengan belum efektifnya sistem informasi manajemen yang diterapkan pada Babinsa dan Bhabinkamtibmas guna meningkatkan partisipasi masyarakat dalam rangka memperkokoh Pertahanan Negara; 2) sinergi Babinsa dan Bhabinkamtibmas belum optimal karena kemampuan Babinsa dan Bhabinkamtibmas yang belum optimal, sistem dan metode (piranti lunak) yang belum optimal, serta pembinaan kewilayahan pada bidang geografi, demografi dan kondisi sosial yang juga belum optimal. Solusi dari penelitian ini yaitu: 1) mengembangkan dan memperkuat sistem informasi manajemen; 2) meningkatkan kemampuan Babinsa dan Bhabinkamtibmas, 3) restrukturisasi SOP; 4) mengembangkan pemetaan wilayah.

Abstract

Increasingly sophisticated technological innovations encourage Indonesia to continue to modernize defense equipment and all things that support military activities. One of them is ownership of unmanned aircraft (PTTA) or drones. This unmanned aircraft in the military world is called the Unmanned Aerial Vehicle (UAV) which functions as an air reconnaissance machine as well as a weapon. This article discusses in detail the UAV regulations and their development agencies in Indonesia and the future needs of the Defense and Security Agency by using a descriptive qualitative approach. UAV technology can be used for environmental and security monitoring, weather monitoring, meteorological research, agriculture, mineral exploration, and mining even for military purposes. In Indonesia, the development of UAVs must be optimized by utilizing the Defense Industry that is owned regarding the needs of defense and security tools in the future.

Abstract

Konsep perang semesta yang pertama kali dicetuskan oleh Clausewitz, dalam perjalanannya telah mengalami perkembangan yang sangat signifikan sejak pertama kalidigunakan oleh Napoleon. Strategi perang semesta masih banyak digunakan oleh negara-negara di dunia, bahkan ketika dunia sudah memasuki era peperangan generasi ke-5. Indonesia yang telah menetapkan strategi perang semesta sebagai pedoman dalam penyusunan strategi pertahanan negaranya juga harus terus mengembangkan dengan ciri khas yang berbeda dengan pengertian perang semesta yang dikenal secara umum. Dalam konsep strategi perang semesta, kegiatan kerja sama internasional di bidang pertahanan menjadi salah satu elemen penting, terutama dalam membangun kekuatan untuk mempertahankan negara. Termasuk dalam strategi perang semesta yang diimplementasikan oleh Indonesia, kerja sama internasional di bidang pertahanan digunakan untuk membangun kekuatan nasionalnya dalam menghadapi ancaman militer maupun nir-militer. Kajian terhadap literatur yang terkait dengan perang semesta ini, berupaya melakukan penelitian kualitatif secara mendalam terhadap sumber referensi sekunder dalam rangka menyampaikan lebih jauh tentang pengertian perang semesta, terutama yang berlaku di Indonesia. Berdasarkan kajian yang dilakukan kemudian dapat dipahami adanya hubungan yang erat dalam melakukan kerja sama internasional di bidang pertahanan dan strategi perang semesta di Indonesia.

Abstract

Efforts to build an independent defense industry is a strategic goal in strengthening national identity. The aim of this research is to find out the Defense Economic Strategy in Realizing the Independence of the Indonesian Defense Industry. The results of the study show that one indicator of the independence of the defense industry is to produce its own defense and security equipment without any intervention from other countries. The Indonesian government must be able to make the independence of China's defense industry a spirit model for the development and independence of the Indonesian defense industry by consolidating and strengthening capital for the domestic defense industry, increasing competitiveness in producing defense products in global trade competition, and conducting collaborative technology transfer cooperation. to increase the ability of the national defense industry to realize the independence of the defense industry.
