Abstract

Kolonialisme dianggap sebagai tesis awal yang mengetengahkan meluruhnya kebudayaan maritim nusantara. Kendati demikian, dalam kerangka mengembalikan kebudayaan maritim itu sendiri, pertanyaan terkait representasi peluruhan itu di dalam masyarakat masih perlu dielaborasi lebih jauh. Artikel ini menyajikan proses peluruhan kebudayaan maritim di wilayah Banten, baik dari sisi historis maupun representasi dalam konteks praktik sosial melaut kekinian di masyarakat dalam perspektif sosiologi.Kata Kunci: Kebudayaan, maritim, sejarah, representasi, dan praktik sosial

Abstract

The problem of the high social gap in Papua, which is the cause of marginalization and discrimination against the Papuan people, and the different perceptions of some Indonesians at home and abroad towards armed separatist conflicts are push factors to corner the Indonesian government. In addition, the issue of internationalization of the 1969 referendum mechanism, violations of human rights, and the management of natural resources by multinational companies that do not have an impact on improving the welfare of the Papuan people also complement the opinion of the government's failure. Against the background of these problems, this study uses a quasi-qualitative research method. We collected research data through focus group discussions (FGD), in-depth interviews, and direct discussions with various informants (academics, practitioners, bureaucracy, and community leaders), completed with literature review as secondary data. The results of this study recommend the development of an Integrated Food Estate (IFE) in stages according to customary areas in Papua, which will indirectly support the realization of territorial resilience and the Universal Defense System (Sishta). In conclusion, with all implementation of recommendations, it is hoped the completion of peaceful and prosperous Papuan people will come true.

The results of this study recommend the development of an Integrated Food Estate (IFE) in stages according to customary areas in Papua, which will indirectly support the realization of Territorial Resilience and the Universal Defense System (Sishta). Furthermore, to ensure that all these processes are carried out properly and continuously, this study recommends the establishment of an Integrated Solution Center (ISC). With the implementation of these recommendations, it is hoped that the peaceful and prosperous Papuan people will soon be realized.

Abstract

Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches. The results reveal that firstly, potential asymmetrical threats at sea include former WWII mines, underwater fibre cables, and nuclear submarines belonging to foreign countries such as America, Russia and China. Secondly, problems related to welfare include theft of natural resources like coral reefs and fish, and drug smuggling activities, all which add to the burden and duties of various parties. Thirdly, asymmetrical Narcoterrorism is very prominent in Colombia where drugs from Cannabis plants are sold to buy weapons. This is also happening in the Philippines and in Aceh, Indonesia. Narcotic activities are also increasingly worrying – particularly their effects on younger generations. Lastly, coordination by affiliated parties that help guard the sea is highly expected. Adequate maritime border patrol management must be carried out so that together, different marine security institutions can maintain the sovereignty of the state. Therefore, the following are recommended: a) regional diplomatic cooperation within ASEAN, b) ensuring of military capability, power, and readiness for placement, and c) the utilization of unmanned technology to aid in securing the archipelagic state.

Abstract

The Russo-Japanese War (1904-1905) was an essential milestone in war history in the 20th century, especially in Asia. For the first time in a modern war, Japan, which was positioned as the representative of the colored nation (Asia), succeeded in defeating Russia, which was considered to represent the white nation (Europe) which was identical to the face of imperialism-colonialism. Departing from this reality, this study intends to specifically analyze the history of the Russo- Japanese war and its influence on the rise of Indonesian nationalism. Regarding methodology, this research uses a qualitative approach with critical discourse analysis, which critically-synchronously examines the discourse of the history of the Russo-Japanese War. The collecting data using references and Forum Group Discussion (FGD) by inviting five experts. The results of this study appointment: (1) the spirit of nationalism movement when it is loaded with cosmopolitanism, which is influenced by the global geopolitical constellation; (2) Japan’s victory in the Russo-Japanese War was used by national movement figures to raise nationalism against colonialism; and (3) The strategy and superiority of Japan provided the basis for inspiration on the importance of modernity and the insight of the Indonesian nationality to be equal with European nations. This study implies that in building Indonesian nationalism, Sukarno adopted the spirit of Japanese modernization as part of his strategic culture. On the other hand, Sukarno also gave a critical view of imperialism and the expansionist movement of the Japanese “Lebensraum” in Asia.Perang Rusia-Jepang (1904-1905) merupakan tonggak penting dalam sejarah perang di abad ke-20, terutama di Asia. Untuk pertama kalinya dalam perang modern, Jepang yang diposisikan sebagai wakil bangsa kulit berwarna (Asia), berhasil mengalahkan Rusia yang dianggap mewakili bangsa kulit putih (Eropa) yang identik dengan wajah imperialisme- kolonialisme. Berangkat dari kenyataan tersebut, penelitian ini bermaksud menganalisis secara khusus sejarah perang Rusia-Jepang dan pengaruhnya terhadap kebangkitan nasionalisme Indonesia. Dari segi metodologi, penelitian ini menggunakan pendekatan kualitatif dengan analisis wacana kritis, yang mengkaji secara kritis wacana sejarah Perang Rusia-Jepang. Pengumpulan data menggunakan referensi dan Forum Group Discussion (FGD) dengan mengundang lima pakar. Hasil kajian ini mengangkat: (1) semangat gerakan nasionalisme yang sarat dengan kosmopolitanisme, yang dipengaruhi oleh konstelasi geopolitik global; (2) Kemenangan Jepang dalam Perang Rusia-Jepang dimanfaatkan oleh tokoh-tokoh pergerakan nasional untuk membangkitkan nasionalisme melawan kolonialisme; dan (3) Strategi dan keunggulan Jepang menjadi dasar inspirasi pentingnya modernitas dan wawasan kebangsaan Indonesia sejajar dengan bangsa Eropa. Kajian ini menyiratkan bahwa dalam membangun nasionalisme Indonesia, Sukarno mengadopsi semangat modernisasi Jepang sebagai bagian dari budaya strategisnya. Di sisi lain, Sukarno juga memberikan pandangan kritis terhadap imperialisme dan gerakan ekspansionis “Lebensraum” Jepang di Asia.

Abstract

Indonesia bukan salah satu negara claimant, tetapi provokasi Cina melalui kapal nelayan yang dikawal oleh kapal Chinese Coast Guard telah melanggar hak berdaulat Zona Ekonomi Ekslusif Indonesia di Laut Cina Selatan (LCS) yang berpotongan dengan Nine Dashed Line (NDL).Sampai saat ini sinergi antar instrumen kekuatan maritim Indonesia untuk menjaga hak berdaulat Indonesia di LCS masih terlihat lemah, sehingga  rumusan masalah penelitian ini adalah bagaimana sinergi instrumen kekuatan yang berwenang pada domain maritim Indonesia dalam menghadapi Klaim Cina atas LCS. Analisa sinergi dilihat dari tiga aspek yaitu perspektif, kebijakan, dan Rules Of Engangement (ROE) yang diterapkan pada operasional. Penelitian ini menggunakan metode kualitatif untuk mengeksplorasi pertanyaan penelitian secara mendalam, dengan teknik analisa Soft System Methodology untuk melakukan pendekatan terhadap permasalahan dengan perbandingan sistem berpikir dan dunia nyata secara terstruktur, dan dibantu dengan NVivo untuk proses triangulasi data. Hasil penelitian menunjukkan instrumen kekuatan maritim di Indonesia belum memiliki perspektif yang selaras terhadap NDL. Penelitian ini juga menunjukkan bahwa kebijakan dari pembuat kebijakan dan turunan strategi dari pembuat strategi Pemerintah Republik Indonesia belum diharmonisasi, sehingga ROE pada level operasional yang tepat untuk menghadapi provokasi Cina atas LCS belum dirumuskan dengan menyesuaikan antara wewenang dengan kapabilitas instrumen. Secara keseluruhan, penelitian menemukan bahwa sinergi instrumen kekuatan maritim Indonesia masih perlu dioptimalkan untuk menghadapi Klaim Cina atas wilayah yurisdiksi Indonesia di LCS. Abstract

Abstract - Illegal Immigrant is a common problem between Indonesia and Australia. However, in handling the problem in sea border, Indonesia take a humanitarian approach while Australia take security approach through Operation Sovereign Border that had resulted to diplomatic confrontation. Therefore, this study focus on analyzing synergy of the two countries in dealing with illegal immigrant in sea border area. This study uses national security, migration as security issue to analyze national interest. Cooperative security, defense diplomacy, synergy concept and naval diplomacy theory to analyze defense diplomacy implementation as a whole. The approach of this study is qualitative method through data collection processed by software NVivo which are beneficial for coding, triangulation, and finding relations among interviewees while Soft System Methodology used as data analysis technique consist of seven steps that are very comprehensive in explaining the whole study. The results of this study showed the two countries have not synergized yet. Indonesia and Australia have common non-traditional security interests and different traditional security interests because Indonesia has a territorial importance base opposed to Australian immigration interests. Indonesia and Australia have been doing bilateral defense diplomacy through 2 + 2 Dialogue, Defense Ministers Meeting and Navy to Navy Talk but have not produced a concrete solution, therefore sharing responsibility and Confidence Building Measures have not been achieved. Thus, naval diplomacy is required to support defense diplomacy through coordinated patrols that Standard Operating Procedure and Standard Exercise Procedure must be formulated in order to achieve interests of both countries.Keywords: Illegal Immigrants, National Security, Defense Diplomacy, Synergy, Soft System Methodology

Abstract

Abstrak – Imigran ilegal adalah permasalahan bersama antara Indonesia dan Australia. Namun, dalam penanganannya di wilayah perbatasan laut, Indonesia melakukan pendekatan kemanusiaan dan Australia melakukan pendekatan keamanan melalui Operation Sovereign Border yang berdampak pada konfrontasi diplomatik kedua negara. Fokus studi ini adalah menilai sinergi kedua negara dalam upaya menangani imigran ilegal di wilayah perbatasan laut. Kerangka teoritis studi ini adalah konsep keamanan nasional dan migrasi sebagai isu keamanan untuk membahas kepentingan nasional kedua negara. Konsep cooperative security diplomasi pertahanan, dan teori naval diplomacy serta konsep sinergi untuk menganalisis implementasi diplomasi pertahanan secara keseluruhan. Metode penelitian ini adalah kualitatif dengan teknik pengolahan data dilakukan dengan software NVivo yang sangat bermanfaat untuk coding, triangulasi data dan menemukan relasi data dengan narasumber, sedangkan Soft System Methodology digunakan sebagai teknik analisis data yang terdiri atas tujuh tahap penelitian yang sangat komprehensif dalam menjelaskan penelitian. Hasil studi ini adalah kedua negara belum bersinergi. Indonesia dan Australia memiliki kepentingan keamanan non-tradisional yang sama dan kepentingan keamanan tradisional yang berbeda sebab Indonesia mempunyai basis kepentingan teritorial yang bertolak belakang dengan kepentingan imigrasi Australia. Indonesia dan Australia telah melaksanakan diplomasi pertahanan secara bilateral melalui 2+2 Dialogue, Pertemuan Menteri Pertahanan dan Navy to Navy Talk tetapi belum menghasilkan solusi konkrit sehingga sharing responsibility dan Confidence Building Measures belum tercapai. Dengan demikian dibutuhkan naval diplomacy untuk mendukung diplomasi pertahanan melalui patroli terkoordinasi yang harus dirumuskan SAP dan SEP agar kepentingan kedua negara dapat tercapai.Kata Kunci : imigran ilegal, keamanan nasional, diplomasi pertahanan, sinergi, soft system methodologyÂ
