Abstract

This study aims to analyze local governments' efforts in promoting and implementing policies issued during COVID-19. It can also be seen what instruments are used by the government in the socialization of the policy, and the communication between local government officials and the media, society, and business can be seen. The method used in this research is descriptive with a qualitative approach to see the stages of communication in their role in socializing the Tangerang City Government's policies. The results showed that a policy's socialization had gone very well through various socialization of communications such as online media, print media, and electronic media. This type of socialization media is the main instrument of the Tangerang local government in disseminating policies. Another type of socialization is direct media or outreach to each village. It is recommended that the Tangerang City Government improve its performance in disseminating policies to achieve the resulting policy objectives to build public order towards the policies taken.

Abstract

This study formulates a model for resolving disputes over election violations through the Election Supervisory Body and the Constitutional Court in Indonesia. This research analyses juridical and normative theories, policies, and legal decisions, as well as studies of cases of election violations in 2014 and 2019. This research method uses qualitative research with a grounded theory approach and a normative juridical approach. The data sources comprise primary and secondary legal materials. The results of this study show that 1) Problems with violations of the electoral process and disputes over election results have not been resolved properly. 2) The model of resolving violations of the electoral process and disputes over election results is with a settlement model approach through the Application of the Critical Attitude Model of Public Militancy and Law Enforcement Militancy by the Election Supervisory Body and the Constitutional Court.

Abstract

Reasoning has been extensively studied by many experts. However, Research on student reasoning in trigonometric problem solving, particularly those related to logical thinking skills is still sorely needed. This study aimed to explore students' reasoning in solving trigonometric function problems regarding logical thinking skills. The research was conducted using a qualitative approach. The research subjects involved high school students in Palopo, Indonesia. Based on the logical ability test results, three subjects were selected, namely students with high, medium, and low logical abilities. Research instruments in mathematical problem-solving tasks and interview guidelines are valid and reliable. Data collection was carried out through task-based interviews and think-aloud. The results of the study: (1) the reasoning subjects with high and moderate logical abilities in solving trigonometric function problems are the same in every type of question, always starting with inductive reasoning and then doing deductive reasoning (2) the reasoning of subjects with high and medium logical abilities is different in solving trigonometric function problems in the initial identification. Subjects with low logical ability showed no mental activity in solving trigonometric function problems. The research finding is that the subject has a high logical ability and is solving trigonometric function problems first by inductive reasoning and then deductive reasoning. In general, it is concluded that students with high and moderate logical abilities use inductive and deductive thinking patterns interchangeably in solving trigonometric function problems.

Abstract

Thailand's digital government agenda, anchored by the Public Sector Digital Government Development Act, B.E. 2562 (2019), has established a robust national mandate, yet its translation into consistent sub-national outcomes remains uneven, particularly in rural provinces facing infrastructural and human-capital constraints. Existing scholarship has predominantly benchmarked digital readiness at the outcome level, leaving the structural and process-level determinants of implementation variation underexamined, while classical implementation theory—developed outside technology policy—has rarely been extended to the infrastructure- and expertise-dependent character of digital governance. This study addresses that gap through a qualitative single-case design centered on Kalasin Province, selected as a critical case for its sustained exposure to centrally driven digital initiatives in the continued absence of an independent provincial digital strategy. Employing thematic content analysis and structural actor-mapping across five triangulated sources spanning statutory, administrative, provincial, and operational tiers, the study traces implementation fidelity along the full policy chain. Findings reveal that strategic authority remains centrally concentrated despite formal multi-tier actor representation, while resource adequacy is markedly constrained—evidenced by a 27.15% year-on-year budget decline and the absence of dedicated provincial digital personnel. These constraints correspond with attenuated outcomes: only 766 villages connected under the Net Pracharat program and merely 12 of 38 provincial ICT centers upgraded to full Community Digital Center status, four permanently closed. These results substantiate the proposed Area-Based Digital Policy Implementation Framework, demonstrating that territorial outcomes are mediated by implementation capacity and coordination structure rather than policy input alone. The study contributes a theoretically grounded, empirically anchored account with direct implications for strengthening provincial digital capacity and horizontal coordination across comparable decentralized governance contexts.
