Abstract

The deletion of property belonging to this area is carried out in the absence of the ruler or the power of the user of the goods who has been transferred to the ownership of the destruction that has occurred or for other reasons, this deletion is carried out in the presence of a regional head who makes a decision and acts as the manager of the goods. Regional ownership (BMD) is a problem that is considered insignificant. The purpose of this study was to determine the effectiveness of the elimination of regional property on finance at the Secretariat of the DPRD City of Bandung, the obstacles and efforts to minimize these problems or obstacles. The theory used by Dunn for adequacy and responsiveness. Researchers used a qualitative research method with a descriptive approach. Primary data sources used were field surveys and interviews; secondary data used is directly from the Head of Asset and Household Section and Asset and Household Staff. The data analysis technique used was the Miles and Hubberman model. The results of this study show that the effectiveness of the elimination of regional property in finance is eliminated by means of an auction / tender; barriers to delivery of goods are severely damaged, lost or unknown, the goods to be written off are no longer intact; efforts have been made to minimize these obstacles or problems. namely the same as the explanation in the first point by way of the auction / tender.

Abstract

This research is motivated by the existence of market openness which results in the number of products in the form of goods and services increasing and causing too many people to compete in the market. One of them is Waterboom Tirta Sumber Jaya Cipangalun, a company engaged in the tourism sector that competes with an emphasis on the loyalty of its visitors so that they have an interest in visiting again by paying attention to important factors in the marketing field such as sense experience and feel experience. The purpose of this study was to determine the effect of sense experience and feel experience on the interest of returning tourists at Waterboom Tirta Sumber Jaya Cipangalun Ciamis partially and simultaneously. The research method used is a descriptive verification method with a quantitative approach. This type of data includes all variables that are closely related to the influence of sense experience and feel experience on the interest of returning tourists. Data collection techniques were obtained from questionnaires and literature studies. The sample used in this study amounted to 100 respondents of tourists from Waterboom Tirta Sumber Jaya Cipangalun Ciamis using a non-probability sampling method. The results of the analysis using multiple linear regression where these results indicate that sense experience and feel experience have a positive and significant effect on the interest of returning tourists. The results of the partial analysis using the t-test showed that for the sense experience variable, tcount > ttable (7.578 > 1.984) with a significance value of 0.000 <0.05. For the feel experience variable, tcount > ttable (4.978 > 1.984) with a significance value of 0.000 <0.05. The results of simultaneous hypothesis testing using the F test showed that the value of Fcount > Ftable (170,204 > 3.09) with a significance value of 0.000 < 0.05. From the calculation of the coefficient of determination (R2), the result is 0.778 or 77.8%. While the remaining 22.2% is influenced by other variables not examined in this study.

Abstract

The use of natural fiber as composite material is growing rapidly due to excellent characteristics, environmentally friendly quality and low price. For this reason, natural fiber breaks the dominance of synthetic fiber composite previously used in industries, especially in automotive manufacturing. The purpose of this study is to determine the effect of fiber orientation on the flexural and tensile strength of water hyacinth-sugarcane fiber composite with epoxy matrix. The composite then be tested as an alternative to doortrim. Fiber orientation applied to specimens was random for sugarcane fiber, but continuous on water hyacinth fiber with angle variants of -45/45, 45/90, 45/45, and 90/90. Specimen standard for flexural test is ASTM D790-15 and ASTM D638-14 for tensile test. The study results show that the highest average value for flexural strength is 51.7 MPa of the 45/90 variant, while the lowest average value of 16.6 MPa is the 45/45 variant. Both 45/90 and -45/45 variants have the highest tensile strength of 30 MPa. The 90/90 variant records the weakest tensil strength value of 20 MPa. The highest flexural and tensile strength values exceed minimum score of the SNI 01-4449-2006 and equal the values of panel assy backdoortrim. This experiment proves that fiber orientation affects mechanical properties of composite materials, especially in terms of flexural or tensile strength.

Abstract

Defense refurbishment projects require effective management practices to achieve project objectives within predetermined time, cost, and quality constraints. This study analyzes the implementation of planning, organizing, actuating, and controlling (POAC) functions and their contribution to project performance effectiveness in the refurbishment project of KRI Fatahillah (361) at PT Len Industri (Persero) using a qualitative descriptive approach based on in-depth interviews with the Project Controller and descriptive-interpretative analysis. The findings reveal that POAC implementation contributes to project effectiveness through schedule control, resource coordination, operational execution, and performance monitoring, while major challenges arise from procurement specification mismatches, contract-to-execution delays, changing technical requirements, consortium coordination complexity, and limited specialist personnel. Adaptive responses, including replanning, intensive monitoring, risk documentation, strengthened consortium coordination, and managerial escalation, enabled the project to maintain performance objectives despite operational uncertainties. The study proposes an adaptive POAC model that emphasizes responsiveness to technical changes, procurement risks, and stakeholder dynamics as a critical determinant of effectiveness in defense refurbishment projects.

Abstract

This study is conducted based on the importance of preparing Official Travel Accountability Reports (SPJ) in accordance with administrative regulations to support accountable financial management. The need for a well-structured accountability system has become increasingly relevant in line with the growing demands for transparency and accountability in regional financial management. The study aims to examine in depth the mechanism for preparing SPJ documents for official travel at the Department of Industry and Trade of West Java Province. This research employs a descriptive qualitative approach with data collection through direct observation, interviews, and documentation. The findings indicate that the SPJ preparation mechanism is carried out in a structured and systematic manner through document preparation by the activity executor (PPTK), verification by the verifier, examination by the disbursement treasurer, further verification by the budget administration official (PPK-SKPD), and approval by the budget user (PA). Each stage functions as a distinct control point while remaining interconnected within an internal control system that ensures document validity and completeness. The mechanism not only serves an administrative purpose but also functions as an important instrument for maintaining financial accountability in local government. Therefore, the effectiveness of each stage becomes a determining factor in ensuring transparent and accountable financial administration.

Abstract

This study aims to analyze the influence of budget realization and administrative management on the effectiveness of human resource development at BJB University. A qualitative approach with a case study design was employed through observations conducted during an internship in the operational division. Data were collected from direct observations of budget realization monitoring using the Internal Information System (SID), administrative documentation, and literature review. The findings indicate that budget realization has generally been implemented effectively, particularly for primary operational expenditures, although delays remain in several supporting budget components due to document verification, administrative completeness, and inter-unit coordination. Administrative management supported by the internal information system has improved document monitoring, yet its effectiveness is still influenced by the quality of administrative processes. The study concludes that budget realization and administrative management jointly contribute to enhancing the effectiveness of human resource development by strengthening organizational operational support.
