Abstract

The Indonesian Government releases the Law 6/2014 on Village. Since then, there are lively discussions about its implementation. In its 7th years of implementation, this paper intends to analyse on how and to what extent the implementation of the Village Law has determined village development in Indonesia. This paper is based on case study approach, which is conducted in seven selected villages in East Java Province. Data is collected by series of interviews with village heads, member of village council, women and youth representatives. This paper presents that there are three main popular sectors of village development in Indonesia namely institutional reform, local economic development and applied technology. On this, the paper argues that applied technology is less problematic than the other two. Institutional reform and local economic development are two sector that many problems (social and political) are identified. This relates to existing social-political structures of traditional Javanese village as well as problem of capacity.

Abstract

The escalating demand for Edelweiss flowers as souvenirs due to tourism development threatens their availability and economic value, impacting the indigenous Tengger community, which relies on these flowers for irreplaceable traditional offerings. The Hulun Hyang farmer group was established in 2017 under the guidance of the national park to conserve Edelweiss flowers, and subsequently obtained a cultivation permit from the Ministry of Environment and Forestry. However, the sustainable management of Edelweiss Park necessitates bolstering the group's institutional capacity as a critical agent in its development. This research examines the endogenous growth and active participation of the Hulun Hyang farmer group to strengthen their institutional capacity, enabling the establishment of deeply rooted and locally responsive mechanisms. Community development initiatives aim to foster economically and socially independent communities by enhancing agroecological management capacity by employing a strategic group development approach. Findings indicate that the institutional capacity of farmer groups is directly influenced by member dynamism and participation and indirectly impacted by leadership, member capacities, the role of extension workers, external support, and farmer characteristics. Consequently, efforts to augment the group's institutional capacity focus on promoting member dynamism and active engagement in group activities.

Abstract

This research evaluate the potential of developing a coffee tourism strategy focused on the unique Liberica coffee plantations in Poncokusumo, Malang, Indonesia. By highlighting the distinctive sensory profile, Liberica coffee provides an opportunity to differentiate Poncokusumo as a specialized coffee tourism destination. This research will be designing a coffee tourism strategy that can be applied to the Poncokusumo Liberica coffee plantation, Malang. This research uses a robust SWOT analysis to examine the potential strengths, weaknesses, opportunities, and threats associated with leveraging Liberica coffee for tourism based on cupping score and perception panelist. The findings underscore the critical role of sustainable agricultural practices in enhancing economic benefits while conserving local ecosystems.  This research highlights the importance of aggressive strategies that can be carried out for this location aligning tourism initiatives with local cultural and ecological contexts to ensure long-term success. Educational tourism can be implemented in the Jajang Hamlet coffee plantation, Poncokusumo District, or outside the coffee plantation by collaborating with coffee shops or coffee shops in Malang. Through educational tourism, tourists will deeper their knowledge and increase their interest in liberica coffee; in addition, interactive classes can also improve skills and understanding of liberica coffee.
