Abstract

Abstract

Participation literally means participation. in a political context this refers to citizens' participation in various political processes. Political participation can also be understood as the process of citizen involvement in all stages of policy, from decision making to decision evaluation, including the opportunity to participate in the implementation of decisions. Widespread political participation is a hallmark of political modernization. The term political participation has been used in various meanings related to behavior, attitudes and perceptions which are an absolute requirement for political participation. Huntington and Nelson have written it in their book No Easy Choice: Political Participation in Developing Countries which is interpreted as “By political participation we mean activity by private citizens designed to influence government decision making. Participation may be individual or collevtive , organized or spontaneous , sustained or sporadic , peaceful or violent , legal or illegal , effective or ineffective”. From the above definition we can conclude that political participation is the activity of citizens acting as individuals, which are intended to influence decision-making by the government. Furthermore, from the above definition it can also be concluded that participation can be individual or collective, organized or spontaneous, continuous or sporadic, peaceful or violent, legal or illegal, effective or ineffective.

Abstract

This research aims to determine the increase in community participation in the 2020 election in Central Sulawesi and find out the factors that influence the increase in community participation in the 2020 election. This research is also to find out how community participation in the 2020 election in Central Sulawesi is and what factors influence it. influencing increased public participation in the 2020 election. The method used in this research is mixed methods (combination method), which combines quantitative methods and qualitative methods to be used together in this research activity so that comprehensive, valid, reliable, and objective data is obtained. This year's regional head elections are very different from previous regional elections because this is the first time regional head elections have been held in the midst of the COVID-19 pandemic. With regard to the simultaneous regional elections in 2020, which also coincide with the COVID-19 pandemic, the government is also swiftly and precisely thinking about and anticipating that these regional elections must still be carried out. The simultaneous regional head elections will be held in 2020. With the COVID-19 pandemic, this will be less than optimal, and it is feared that it will limit the performance of the Pilkada implementers, which could also have an impact on the implementation of the Pilkada itself. The potential for regional election fraud to occur during the pandemic is very large.

Abstract

Article 18 paragraph (3) of the 1945 Constitution of the Republic of Indonesia stipulates that provincial, regency, and municipal governments each have a Regional People’s Representative Council (DPRD) whose members are elected through general elections. The DPRD works with the regional executive—namely, the regional head—within a system of checks and balances. One manifestation of this system is the DPRD’s supervisory function, including oversight of the implementation of regional regulations. This study employs normative legal research, a documentary approach that analyses legal sources such as statutes, court decisions, legal doctrines, and legal principles. The DPRD of Central Sulawesi Province exercises its supervisory function over regional regulations through two mechanisms: preventive supervision and repressive supervision. These oversight activities aim to ensure that regional regulations are implemented in conformity with applicable laws and the principles of good governance.
