Abstract

The Siwaluh Jabu Traditional House is one of the cultural heritages from the ancestors of the Karo people from the past. This traditional house is located in Desa Lingga (Lingga Village), Karo Regency, North Sumatra, Indonesia. The interest of tourists in visiting this traditional house has made the local government make Desa Lingga a cultural village. Traditional houses and other cultural heritage symbolize the greatness of the Batak Karo ancestors in the past. Nevertheless, the "remains" (inheritance) of greatness seems to have less attention anymore. This paper was created with the aim of examining the existence of cultural heritage with tourism potential of the Siwaluh Jabu Traditional House in Desa Lingga and providing architectural design solutions as a form of Karo Cultural preservation by creating a Rumah Budaya that provides lodging facilities and cultural learning facilities in order to preserve Karo Culture. The research was conducted using a qualitative descriptive method where the authors obtained the data by observing and describing th eenvironmental conditions of the object. Referring to the research results, it was found an idea for an design that has a cultural program where visitors and tourists can enjoy the atmosphere of Lingga Village, which is unique to its Karo Culture while learning about this culture. The design of this cultural learning facility will impact the Siwaluh Jabu Traditional House because this traditional house will experience preservation which is expected to lead to an increase in tourist visits to the Desa Budaya Lingga.

Abstract

Era globalisasi membawa perkembangan pesat dalam teknologi telekomunikasi, menciptakan ketergantungan masyarakat terhadap layanan telekomunikasi. Namun, hubungan antara konsumen dan pelaku usaha telekomunikasi sering menghadapi ketidakseimbangan, khususnya dalam pemberian ganti rugi saat terjadi kelalaian. Penelitian ini menganalisis prinsip keadilan dalam pemberian ganti rugi pada sengketa telekomunikasi di Indonesia dengan menggunakan pendekatan hukum normatif. Hasil penelitian menunjukkan bahwa pemberian ganti rugi kepada konsumen sering kali tidak mencerminkan prinsip keadilan karena adanya klausula eksonerasi, norma hukum yang tumpang tindih, dan lemahnya posisi konsumen. Analisis hukum menunjukkan perlunya harmonisasi regulasi dan penguatan peran lembaga penyelesaian sengketa untuk menjamin keadilan dalam pemberian ganti rugi.

Abstract

Effective and efficient Hajj services require a structured performance management system. This study aims to identify and analyze the stages of performance management, including planning, management, evaluation, and appreciation, in the Hajj services at the Office of the Ministry of Religious Affairs of Kubu Raya Regency. A qualitative approach with a descriptive method was employed. Data were collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. Data validity was ensured through triangulation. The findings indicate that Hajj services have been implemented systematically in accordance with performance management stages, beginning with the preparation of a Performance Agreement (PERKIN) as the planning stage, routine management by the head of the organizer supported by the Integrated Hajj Computerization Information System (SISKOHAT), and structured evaluations for continuous improvement. Employee performance is appreciated through awards in the form of certificates or plaques. These findings imply that a comprehensive performance management implementation can enhance the quality of public services, particularly in the administration of Hajj and Umrah. The novelty of this study lies in the integration of digital information systems throughout all stages of Hajj service performance management at the regency level.
