Abstract

STRATEGI PELAYANAN PEMBAYARAN MOBILING OPERASI SIMPATIK (OPS) REKLAME PERMANEN INDOOR DI DINAS PENDAPATAN DAN PENGELOLAAN KEUANGAN KOTA SURABAYA Yuyun Eka Kartika Sari S1 Ilmu Administrasi Publik, FIS, UNESA (yuyuneka.kartika@gmail.com) ABSTRAK Pelayanan pembayaran mobiling Operasi Simpatik (OPS) reklame permanen Indoor merupakan pelayanan publik administratif sistem jemput bola. Pelayanan ini dilakukan untuk memudahkan pembayaran pajak reklame permanen indoor oleh Wajib pajak. Tujuan dari penelitian ini adalah untuk mengetahui strategi pelayanan pembayaran mobiling Operasi Simpatik (OPS) reklame permanen Indoor di Dinas Pendapatan dan Pengelolaan Keuangan Kota Surabaya. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Fokus dari penelitian ini yaitu strategi ekspansi oleh Wechsler dan Backoff (kekuatan pengaruh faktor eksternal, lokasi pengendalian strategik, modus operandi tindakan strategik, fokus strategi, perubahan kecenderungan, cakupan strategi, intensitas tindakan strategi dan sasaran umum strategik). Sumber data dalam penelitian ini adalah kordinator Operasi Simpatik (OPS) reklame permanen indoor, staff penetapan pajak reklame, tim survey, staff pelayanan pajak reklame, dan staff administrasi. Teknik pengumpulan data dalam penelitian ini yaitu wawancara, observasi dan dokumentasi. Analisis data yang digunakan dalam penelitian ini yaitu model interaktif Miles Huberman yang terdiri dari reduksi, penyajian dan verifikasi data. Hasil penelitian ini menunjukkan bahwa terdapat satu variabel dari strategi ekspansi yang tidak sesuai yakni kekuatan pengaruh faktor eksternal. Pada teori strategi ekspansi seharusnya kekuatan bersifat lemah namun hasil lapangan menyatakan bahwa kekuatan bersifat kuat. Dimana faktor eksternal mempengaruhi proses dan jadwal pelaksanaan pelayanan. Hal ini diperlukan adanya regulasi khusus yang mengatur reklame permanen Indoor agar kekuatan hukumnya bersifat jelas dan memaksa. Selain itu, diharapkan terdapat pihak keamanan yang menjaga uang hasil pemungutan pajak dan pembagian tanggung jawab kordinasi mall. Abstract

Indonesian Migrant Workers (PMI) abroad often face various social, legal, and cultural challenges that can increase their vulnerability in everyday life. One effort to minimize these vulnerabilities is through the establishment of regional community organizations as a platform for solidarity, advocacy, and cultural identity preservation. This community service activity aims to assist in the formation of the Ikatan Warga Ponorogo di Hong Kong (IWPH) — an association of PMI from Ponorogo working in Hong Kong. The methods employed include community needs assessment, facilitation of organizational meetings, formulation of organizational statutes and bylaws, and basic community-based advocacy training. The results of this activity showed high enthusiasm among PMI from Ponorogo to participate in this community as a forum for sharing information, social protection, and preserving regional cultural traditions abroad. Moreover, IWPH has begun to actively voice issues faced by PMI, such as overcharging, gender-based violence, and unclear employment contracts. The establishment of IWPH is expected to serve as a model for strengthening social networks and advocacy based on regional community groups, enhancing the bargaining power of Indonesian migrant workers abroad. This activity also reflects the contribution of higher education institutions in supporting the protection and empowerment of Indonesian migrant workers in various destination countries.

Abstract

The Nyanggring cultural tourism village in Tlemang Village, Lamongan, is a local wisdom-based tourism development initiative with a focus on environmental sustainability. Synergy between local communities and managers is key to creating this sustainability. However, challenges in implementing environmentally friendly management and actively involving the community are still faced. This study uses a qualitative approach with in-depth interview techniques and participatory observation. Research informants consisted of local communities, tourism village managers, and policy makers. Data were analyzed using thematic analysis techniques to identify supporting and inhibiting factors in sustainability-based cultural tourism management. The findings show that collaboration between the community and managers in preserving culture and the environment is very significant. The community is involved in maintaining cultural sites, managing cultural tourism villages, and developing local tourism products. However, there are still challenges such as lack of capacity training and minimal incentives for communities who are active in management. The synergy between the local community and the Nyanggring tourism village managers in Tlemang Village has made a positive contribution to environmental sustainability, but requires more support in terms of training and policies to optimize the results.
