Abstract

The implementation of e-government in DKI Jakarta Province has begun since 2001 which then gave rise to the concept of Jakarta Smart City public services. One of the uses of this concept is in regional development planning of DKI Jakarta Province through the e-musrenbang application. The research method used in this study a qualitative approach. Data collection through interviews and reviewing document. Based on the results of the analysis and research conducted, it can be concluded that the implementation of e-musrenbang in the DKI Jakarta Provincial Government, Especially in the Kebon Kacang Kelurahan Office as a whole has been going well (effectively) and has been able to accommodate the aspirations of the community even though there are still shortcomings in the implementation process. In an effort to optimize the implementation of electronic development planning meetings or e-musrenbang at the Provincial Government of DKI Jakarta, the process of input, output and outcome should be considered more and further policies are needed for the Provincial Regulation of DKI Jakarta Province Number 14 of 2011 concerning Planning, Development and Integrated Budgeting, can be in the form of Regulations or Decrees of Governors governing the e-musrenbang system.

Abstract

This research discusses collaborative governance in the handling of public rallies at the House of Representatives, focusing on the role of collaboration between the Police, Internal Security (Pamdal) of the House of Representatives, Members of the House of Representatives and Action Participants. This study uses Ansel and Gash's theory of collaborative governance which uses a participatory approach to manage rallies peacefully and productively. The study analyzed coordination mechanisms between stakeholders, public communication strategies, and challenges in maintaining openness and security. The results show that effective collaboration can increase the legitimacy of the aspiration process while minimizing the risk of conflict escalation and damage to public facilities.

Abstract

The Central Statistics Agency (BPS) 2021 stated that only 48.48% of households had their own houses in Jakarta throughout 2021 while the rest were still in irregular status. The selection of the study area is supported by several problem issues, including Tambora has a high density of 49,841 people/km2, into extreme poor areas and there are still physical problems in the residential, social and economic environment. The DKI Jakarta Provincial Government in overcoming the problem of settlement arrangement has issued a program Community Action Plan (CAP) and Collaborative Implementation Program (CIP). The analysis of the research was carried out by analyzing factors based on the approach of Ansell and Gash (2008), Edward DeSeve and H. Moore (2009) and Nabatchi and Leighninger (2015) and then formulated the best strategy using IFE and EFE analysis, SWOT and QSPM. The conclusion drawn is that it is not optimal Collaborative Governance caused by several factors that have not performed well, namely public participation factors, governance Governance, commitment to goals and access to resources while good factors are transparency and accountability. Optimization strategy Collaborative Governance which were formulated include 1) Partnership, 2) Policy Integration, 3) Political Commitment, 4) Human Resources Improvement and 5) Upgrade Program.

Abstract

This study investigates the implementation of inclusive education at SDN Sukabumi Selatan 07 in West Jakarta, where participation of students with special needs continues to increase. Despite this positive development, the school’s education report, particularly in terms of inclusivity climate has not shown corresponding improvement. Using a qualitative approach, the research draws on interviews, observations, and supporting secondary data, guided by Van Meter and Van Horn’s policy implementation theory. The findings reveal that the implementation of inclusive education remains suboptimal, largely due to limitations in resources and the technical capacity of implementers, both in terms of the characteristics of implementing agents and their tendencies or dispositions. Key resource challenges include the unavailability of Special Education Support Teachers, lack of targeted budget allocations, and insufficient accessible infrastructure. In addition, gaps in teacher’s understanding and technical ability to apply differentiated and adaptive teaching methods hinder effective inclusion. These issues hinder the development of a supportive school environment for maximizing the potential, interests, and talents of these students with special needs. To address these issues, the study recommends a series of strategic actions: optimizing the allocation and use of BOP and BOSP funding to support inclusive services, expand collaboration networks with higher education institutions through internship programs for pre-service teachers, and enhance the utilization of the resource room to function as a Learning and Intervention Center for students with special needs.

Abstract

Latar belakang penelitian didasarkan pada pentingnya penerapan SPIP sebagai instrumen good governance untuk memastikan efektivitas, efisiensi, akuntabilitas, dan transparansi pengelolaan keuangan negara. Meskipun SPIP telah diimplementasikan secara nasional, hasil evaluasi Badan Pengawasan Keuangan dan Pembangunan (BPKP) menunjukkan bahwa tingkat maturitas SPIP di DPN masih berada pada level 3 (terdefinisi), belum mencapai target level 4 (optimal). Penelitian ini bertujuan untuk menganalisis implementasi Sistem Pengendalian Intern Pemerintah (SPIP) di Dewan Pertahanan Nasional (DPN) serta mengidentifikasi hambatan yang menghambat pencapaian tingkat maturitas optimal. Penelitian ini menggunakan pendekatan kualitatif dengan analisis deskriptif berdasarkan teori implementasi kebijakan Thomas B. Smith, mencakup empat variabel: kebijakan ideal, kelompok sasaran, organisasi pelaksana, dan faktor lingkungan. Hasil penelitian menunjukkan bahwa kendala utama meliputi kurangnya monitoring dan evaluasi, belum optimalnya internalisasi kebijakan, serta keterbatasan sumber daya manusia dan dukungan teknologi. Simpulan penelitian ini adalah bahwa implementasi SPIP di DPN masih belum optimal dan memerlukan strategi perbaikan yang terfokus. Penelitian ini merekomendasikan penguatan kapasitas pegawai, pemetaan tindak lanjut, dan pemanfaatan teknologi informasi untuk meningkatkan efektivitas SPIP di DPN.
