Abstract

Background of the study: The Center for Preservation and Media Transfer of Library Materials of the National Library of Indonesia (PNRI) is also responsible for restoring various types of collections. It is necessary to increase and develop competence in handling these collections, considering the various conditions and types of library materials. Preservation of the physical and information needed to make the collection last longer. Purpose: To formulate the strategies for improving and developing the competence of preservation human resources in this unit. Findings: Based on the SWOT analysis, this unit is in quadrant I, meaning that it has great strengths and opportunities to improve and develop competencies. The recommended strategies are: a) facilitating staffs to gain knowledge through education, training, comparative studies, workshops and other conservation events, b) facilitating Preservation Human Resources certification, c) development of managerial and sociocultural competencies, for Head of Working Group, Sub Head of Working Group and staff who are also members of the facilitators/teachers, d) establish various preservation SOPs, e) work closely with the Education and Training Center to accommodate preservation staff training needs, f) create plans for improving and developing well-structured resources, g) sharing knowledge independently among preservation staff. h) Massive socialization of Preservation Performance Competency Standards (SKKNI) to preservation human resources, so that the standards can become a reference for preservation human resources in their work. Conclusion: Competency improvement and development is needed so that preservation activities at the National Library of Indonesia can run even better, so that they can be more beneficial in society.

Abstract

The Regional Revenue Agency of Bekasi City, a government body providing public services, exhibits a competency gap between the civil servants' (ASN) current skills and those required by the organization. This study aims to identify the factors causing this gap and develop strategies to enhance ASN competencies at the agency. Employing a qualitative descriptive approach, the research utilized interviews, observations, and literature review. The analysis, based on theories by Zwell and West, identified Belief, Skills, Experience, Personality Characteristics, Motivation, Emotional Issues, Intellectual Abilities, and Creativity as key competency factors. The findings indicate that the primary gaps are in Skills, Employee Characteristics, and Intellectual Abilities. In contrast, Belief, Experience, Motivation, Emotional Issues, and Creativity are strengths supporting competency improvement. Based on these insights, the study proposes a competency enhancement strategy for the Bekasi City Regional Revenue Office. This includes redesigning job competency standards, conducting competency assessments, allocating budget for competency development, implementing educational and training programs, and evaluating the effectiveness of these initiatives in improving competencies. Keywords: Competence, Human Resources, Strategy

Abstract

The high unemployment rate is a challenge in achieving sustainable economic growth and social welfare. With the increasing population, dominated by people of productive age, Tangerang City is currently experiencing a demographic bonus. Therefore, this research aims to analyze the factors that influence the unemployment rate from the conditions of employment opportunities in Tangerang City. From the identification of these factors, it is important to formulate an optimization strategy to reduce unemployment on the impact of the demographic bonus. This research uses a descriptive and qualitative approach using primary and secondary data. The research results show that factors such as disparities between demand and availability of labor, conditions of employment opportunities, and barriers to finding work influence the unemployment rate in Tangerang City. Apart from that, there are also factors such as stakeholder involvement, job market needs, and the quality of human resources which play a role in influencing the unemployment rate. This research provides insight and policy recommendations to reduce the unemployment rate in Tangerang City.

Abstract

This study aims to identify and formulate strategies that have not optimized the implementation of the Jakarta Entrepreneur Program Categorization for Micro, Small and Medium Enterprises (MSMEs) in the Special Region of Jakarta. In this study, based on Merilee S Grindle's policy implementation theory which includes the content of policy and context of implementation. This research method uses a descriptive and qualitative approach with data collection conducted by interviews and document review. In the analysis process using SWOT analysis as the main instrument in its preparation, then the next step to determine alternative strategic issues is used with the litmust test, with the most strategic issue obtained by strengthening the government's commitment to implementing MSME categorization in the jakpreneur program to improve the quality of MSME actors. From the results of this identification, several problems were found faced by the government and micro, small and medium enterprises (MSMEs) in improving the quality of MSMEs from beginner entrepreneurs to medium-sized entrepreneurs to established entrepreneurs.This research is important to identify the challenges and obstacles faced by MSME actors to be an important step in designing the right strategies and programs to improve the business conditions of MSME actors.

Abstract

The Central Statistics Agency (BPS) 2021 stated that only 48.48% of households had their own houses in Jakarta throughout 2021 while the rest were still in irregular status. The selection of the study area is supported by several problem issues, including Tambora has a high density of 49,841 people/km2, into extreme poor areas and there are still physical problems in the residential, social and economic environment. The DKI Jakarta Provincial Government in overcoming the problem of settlement arrangement has issued a program Community Action Plan (CAP) and Collaborative Implementation Program (CIP). The analysis of the research was carried out by analyzing factors based on the approach of Ansell and Gash (2008), Edward DeSeve and H. Moore (2009) and Nabatchi and Leighninger (2015) and then formulated the best strategy using IFE and EFE analysis, SWOT and QSPM. The conclusion drawn is that it is not optimal Collaborative Governance caused by several factors that have not performed well, namely public participation factors, governance Governance, commitment to goals and access to resources while good factors are transparency and accountability. Optimization strategy Collaborative Governance which were formulated include 1) Partnership, 2) Policy Integration, 3) Political Commitment, 4) Human Resources Improvement and 5) Upgrade Program.

Abstract

This study aims to analyze the onboarding process of new IT employees at the Center for Education Data and Information Technology (UPT Pusdatin Pendidikan), under the Education Office of DKI Jakarta Province. The study further examines the factors influencing the success of IT employee onboarding and identifies strategies for implementing effective onboarding practices. A qualitative research approach was employed, with data collected through interviews and document analysis. Data analysis involved data collection, reduction, presentation, and conclusion drawing. The findings reveal that the onboarding process for IT employees at UPT Pusdatin is still passive and poorly structured. This is evident from the lack of formal training, absence of written guidelines, and a reliance on individual initiative for adaptation. Four main factors influencing onboarding success were identified: self-efficacy, role clarity, social integration, and knowledge of organizational culture. These aspects face ongoing challenges due to limited organizational support, suboptimal communication, and the lack of a formal socialization system. To enhance onboarding effectiveness, a shift toward a more proactive, systematic, and sustainable approach is recommended. The proposed strategies include the development of structured onboarding programs, implementation of mentoring or buddy systems, regular evaluations with two-way feedback, and activities fostering social and cultural integration within the organization. Successful implementation of these strategies requires strong commitment from UPT leadership to consistently welcome, support, and guide new employees to enable quick adaptation and meaningful contribution in the workplace.

Abstract

This study aims to analyze career development for civil servants and strategy based on merit system at Depok Metro Resort Police of Metro Jaya Regional Police. The research method uses qualitative research. Data collection is carried out through interview techniques and document review. The results showed that (1) the ideal merit- system-based career coaching strategy at the Depok Metro Resort Police of Metro Jaya Regional Police must include 4 important aspects in career development of civil servants using HR management theory from Sutrisno (2019) which includes aspects of planning, organizing, actuating and controlling. (2) In order to realize the civil servant career development strategy, Indonesian National Police must first compile types of structural and functional positions specifically intended for civil servants to clarify the position of career paths for civil servants in Indonesian National Police by applying 3 (three) other aspects according to Mondy's theory (2005) which includes educational qualifications, competencies and optimal performance to ensure that the management of civil servants resources in Indonesian National Police is carried out properly. In order for the Depok Metro Resort Police to implement a career development strategy, by prioritizing qualification, competence and performance for all civil servants, supported by the budget to improve the civil servants quality of Depok Metro Resort Police. With the improvement of the quality of civil servants evenly, organizational goals can be realized effectively and efficiently.
