Dalam Model Pengembangan Desain Pelatihan ADDIE (Analysis, Desaign, Develop, Implement, Evaluate), evaluasi merupakan salah satu tahapan penting yang berfungsi sebagai tolak ukur keberhasilan penyelenggaraan kegiatan pelatihan. Salah satu model evaluasi program pelatihan adalah model Kirkpatrick yang secara konseptual berpedoman pada tahapan belajar (reaction, learning, behaviour, result). Evaluasi reaksi pelatihan di Balai Besar Pemerintahan Desa di Malang belum sepenuhnya dilakukan secara maksimal. Selama ini, evaluasi reaksi yang telah dilakukan hanya bersifat normatif dan belum dapat menyajikan sebuah analisis yang dapat digunakan sebagai langkah kebijakan. Model SERVQUAL yang menitikberatkan pada 5 dimensi (Tangibles, Reliability, Responsiveness, Assurance, Empathy) diadopsi sebagai kerangka penelitian untuk mengukur tingkat kepuasan peserta pelatihan. Kuesioner disebarkan kepada 90 orang peserta pelatihan untuk kemudian dianalisa dengan menggunakan Importance Performance Analysis (IPA) guna mengetahui atribut apa saja yang perlu menjadi perhatian utama untuk dikaji dan diperbaiki dalam rangka meningkatkan pelayanan pelatihan. Dari hasil IPA diperoleh bahwa terdapat 3 atribut yang termasuk dalam kuadran I (concentrate here) meliputi TG.1 (Tangible) dengan pernyataan Ruangan kelas selama proses pelatihan dirasakan nyaman oleh peserta, TG.3 (Tangible) dengan pernyataan Pengajar menggunakan media pembelajaran yang modern dan menarik, dan AS.4 (Assurance) dengan pernyataan Pelatihan ini berdampak menumbuhkan rasa percaya diri peserta dalam menjalankan tugas kerja. Dari ketiga atribut tersebut ditelurusi kondisi riil di lapangan untuk dianalisa guna menghasilkan rekomendasi yang tepat. Evaluation of training reactions at the Balai Besar Pemerintahan Desa in Malang has not been fully implemented optimally. So far, reaction that have been carried out has only been normative and has not been able to present an analysis that can be used as a policy step. The questionnaire was distributed to 90 training participants to then be analyzed using Importance Performance Analysis (IPA) to find out what attributes need to be the main focus to be reviewed and improved in order to improve training services. From the results of IPA, it was obtained that there were 3 attributes included in quadrant I (concentrate here) including TG.1 (Tangible) with the statement The classroom during the training process was felt comfortable by the participants, TG.3 (Tangible) with the statement The teacher used modern and interesting learning media, and AS.4 (Assurance) with the statement This training has an impact on increasing participants' self-confidence in carrying out work tasks. From these three attributes, real conditions in the field were traced to be analyzed in order to produce appropriate recommendations.
