Abstract

Penelitian ini bertujuan untuk menguji dan menganalisis pengaruh Pemanfaatan Teknologi Informasi terhadap Kualitas Sumber Daya Manusia dalam Mewujudkan Kualitas Penatausahaan Pelaporan Keuangan pada Satuan Kerja Perangkat Daerah (SKPD) Kabupaten Garut. Metode yang digunakan dalam penelitian ini adalah metode eksplanasi dengan teknik evaluasi. Sampel populasi dalam penelitian ini adalah sebanyak 75 orang Kepala Sub Bagian Keuangan di Satuan Kerja Perangkat Daerah (SKPD) Kabupaten Garut. Hasil Pengujian terhadap hipotesis utama menunjukan hasil positif dan signifikan sehingga dapat disimpulkan bahwa pemanfaatan teknologi informasi berpengaruh terhadap kualitas sumberdaya manusia dalam mewujudkan kualitas penatausahaan pelaporan keuangan pada SKPD Kabupaten Garut, kemudian variabel pemanfaatan teknologi informasi berpengaruh terhadap kualitas penatausahaan pelaporan keuangan dan variabel kualitas sumber daya manusia berpengaruh terhadap kualitas penatausahaan pelaporan keuangan pada SKPD Kabupaten Garut

Abstract

Tujuan Penelitian Adapun tujuan dari penelitian ini adalah untuk menguji dan menganalisis Pengaruh Pelaksanaan Kebijakan Patroli Sabhara Terhadap Manajemen Patroli Sabhara Dalam Mewujudkan Kinerja Anggota Satuan Sabahara Polres Garut Guna Mencegah Gangguan Kamtibmas pada Satuan Sabhara Polres Garut. Metodologi Penelitian yang dipergunakan adalah metode analisis deskriptif dengan teknik survey, Hasil Penelitian menunjukkan bahwa pengaruh pelaksanaan Kebijakan Patroli Sabhara secara nyata dan positif terhadap variabel Manajemen patroli dan variabel Kinerja Anggota Satuan Sabhara Polres Garut Guna Mencegah Gangguan Kamtibmas

Abstract

This research aims to examine the impact of gender equality and work flexibility on self-actualization in various groups of female workers through multigroup analysis and Importance-Performance Map Analysis (IPMA). The research method uses qualitative and quantitative approaches. Primary and secondary data were collected through direct observation, in-depth interviews, and literature reviews. The respondents for this research consisted of 200 women who worked in various sectors, with each occupational group represented by 20 individuals. The analysis method uses SmartPLS for quantitative data processing and NVIVO for qualitative data analysis. The research results show that work flexibility plays a significant role in supporting gender equality and women's self-actualization in their careers. These findings underscore the importance of more inclusive and effective work policies to improve the welfare and productivity of female workers. The sub-criteria of work flexibility and gender equality were identified as the main priorities in supporting self-actualization. Qualitative analysis with NVIVO strengthens the quantitative results by providing in-depth insights into the experiences and perceptions of female workers regarding work flexibility and gender equality. This research provides valuable insights for policymakers and practitioners in designing policies that are more responsive to the needs of female workers so that they can contribute to improving the overall welfare and productivity of the workforce.

Abstract

This study analyzes public satisfaction with population administration services in the Banyuresmi District using Expectancy Disconfirmation Theory (EDT). The research model examines the influence of expectation (EX), performance perception (PK), and confirmation/disconfirmation (KD) on satisfaction (KP) using Partial Least Squares-Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The results indicate that confirmation/disconfirmation serves as the primary mediator in the relationship between expectation and satisfaction and between performance perception and satisfaction. Performance perception has the most significant impact on satisfaction compared to initial expectations. These findings suggest improving service quality, speed, and transparency can enhance public satisfaction. However, this study has limitations, including a restricted research area and a quantitative approach that has not explored the subjective aspects of user experience. Future research should conduct comparative studies in multiple regions, use qualitative methods, and incorporate external variables such as government regulations and digital literacy to gain a more comprehensive understanding. Thus, this study provides a foundation for improving policies and enhancing the quality of population administration services.

Abstract

The issue of overlapping poverty data among government agencies in Garut Regency has led to ineffective policy implementation. This study aims to analyze the factors influencing data governance and design an integrative strategy to optimize poverty programs through a System Dynamics Modeling (SDM) approach. Using a qualitative method, this research develops a stock-flow diagram to capture structural mechanisms in data governance. Data collection was conducted through interviews with key informants, historical data analysis, and a fuzzy scale, then analyzed using Vensim software. The model refers to Abraham's Data Governance Theory, which includes Data Scope (Traditional Data and Big Data), Domain Scope, Antecedents (Internal and External), Structural Mechanisms, Relational Mechanisms, and Procedural Mechanisms. The simulation results show that improving data quality, metadata management, effective communication, and strengthening roles and responsibilities across agencies significantly reduce data discrepancies. Additionally, better decision-making coordination and performance monitoring mechanisms enhance data accuracy. The findings emphasize the importance of integrating data governance strategies through cross-sector collaboration, consistent policy implementation, and a sustainable monitoring system. This integrative approach effectively addresses data overlaps and improves the accuracy and efficiency of poverty alleviation programs, serving as a model for other regions facing similar challenges.

Abstract

This study investigates the essential yet frequently ignored function of trust in data governance networks for poverty alleviation programs in Garut Regency, Indonesia, based on Actor-Network Theory (ANT). The research employed a qualitative method which included 35 in-depth interviews with government officials from Social Service, Regional Planning Agency, and Baznas together with beneficiary community members and Focus Group Discussions with Regional Government Organizations and Village Heads. The research demonstrates that poor trust between human actors (government-community) and non-human actors (Poverty Data) creates major obstacles for essential poverty alleviation programs including Non-Cash Food Assistance and the Family Hope Program. The main obstacles that emerged during the study included strong sectoral egos, uncoordinated and non-unified data systems and unclear data management transparency practices. According to ANT "translation" analysis the network faces important challenges at interest and enrollment stages which prevent successful mobilization. The research reveals two potential trust-building approaches through the productive training provided by Baznas and the local Lapad Ruhama initiative, but success depends on better coordination and community participation. The research contributes new understanding through its analysis of poverty alleviation networks using ANT while addressing a major theoretical and empirical gap about data governance in Indonesia. This study proposes three practical recommendations to boost poverty alleviation program effectiveness in Garut Regency: data integration improvement, inter-organizational synergy promotion, continuous community empowerment training and enhanced data  verification transparency through community involvement.

Abstract

Background. Stunting remains a serious issue in Kabupaten Garut despite various intervention efforts. Aims. This study analyzes the effect of competence and compensation on the performance of the Tim Pendamping Keluarga (TPK), with motivation as an intervening variable. Methods. The research employs Partial Least Squares-Structural Equation Modeling (PLS-SEM) with 375 respondents selected using the Slovin technique. The Importance Performance Map Analysis (IPMA) approach was used to identify variables that greatly impact performance but need improvement. Result. The study results show that competence significantly affects motivation, with a path coefficient of 0.549 and an f-square of 0.506 (high). Compensation also significantly positively affects motivation, with a path coefficient of 0.288 and an f-square of 0.139 (moderate). Motivation significantly affects performance, with a path coefficient of 0.367 and an f-square of 0.311 (high). Competence significantly influences performance, with a path coefficient of 0.503 and an f-square of 0.649 (high), while compensation moderately affects performance, with a path coefficient of 0.153 and an f-square of 0.079. Upsilon (υ) indicates that motivation mediates the relationship between competence and performance, with an Upsilon (υ) value of 0.076 (moderate), while for compensation and performance, the Upsilon (υ) value is 0.002 (low). Conclusion. IPMA identifies that motivation has the highest impact on performance, followed by competence and compensation. Recommendation. Recommendations include enhancing competence through technology training and implementing fairer compensation policies to improve motivation and performance in TPK for accelerating stunting reduction efforts.
