Implementation of program ekonomi kerakyatan in fisheries Kabupaten Kampar 2011-2013, the providence of rolling fund in Desa Koto Mesjid encounter some problem, one of them is the process of fund return of the rolling fund that is not coherse with the villagers expectation. The goal of the spirit of implementation of program ekonomi kerakyatan that point to Tri Sukses that is, success in the distribution, success in the achievement, and success in the return. This is the reason that i become interested to study in my research. The main problem in my research is “why the implementation of program ekonomi kerakyatan in fisheries, providence of the rolling fund in Desa Koto Mesjid Kecamatan XIII Koto Kampar still not implemented effectively.The goal of this research is to understand the process mechanism of the implementation of the program ekonomi kerakyatan in fisheries Kabupaten Kampar 2011-2013, providence of rolling fund in Desa Koto Mesjid, and than to analize the implementation of program ekonomi kerakyatan in fisheries, and than study about the obstacle in the implementation. This research is done in Desa Koto Mesjid Kecamatan XIII Koto Kampar Kabupaten Kampar. This research is using quantitative research metode with descriptive metode in collecting data. Researcher using the method of interview, observation, and dokumentation with a key informan as the main resource of information and using multiple question to the informan with observing the fenomenon that exist in the legality of the datas.Based in the research that is concluded that the process of the implementation and the obstacle in program ekonomi kerakyatan in fisheries Kabupaten kampar 2011-2013, providence of the rolling fund is not implemented efectively and not coherse with the guide provided in Peraturan Bupati Nomor 7 Tahun 2013 about the guide of the implementation of the rolling fund program ekonomi kerakyatan kabupaten kampar.Keywords : Program Ekonomi Kerakyatan, Providence of the rolling fund, Fisheries Agency Kabupaten Kampar.

Entertainment tax income from the internet cafes at the region of Simpang Baru, Tampan Regency has not been at maximum level because in the past 3 years of administration, only Rp. 7.354.898 that has been stored to the goverment as entertainment tax from internet cafes .The income of tax is not proportional with the amount of internet cafes that are in the refion of Simpang Baru, Tampan Regency. The main cause of this case is tax infringement by many of the internet cafes that was explained beforehand by the state goverment.The issue of this research is: how does the city administration reacts to the internet cafe phenomenon thats happening in Pekanbaru (Simpang Baru, Tampan Regency Research 2012-2014)?The type of this research is quantitative research, and using interviews, documentation reviews, observation to gather data that is used in this research. The source of data in this research is from primary and secondary datas.The results of this research is, PP No. 5 Year 2011, concerning the Entertainment Tax, is a form of goverment regulation for internet cafes in Pekanbaru City by administration. With this regulation, state goverment can optimize the state income from the entratainment tax. Optimization of the entertainment tax in Simpang baru, Tampan Regency, Pekan Baru is to discipline the tax evading internet cafes by doing pengsan. Techically, the goverment has supervised and has been doing soscialization about the regulation to the community especially internet cafe owners that are residing in Pekan baru, particulary in Simpang baru, because 2 of the biggest universities in Riau is at Simpang Baru, therefore Simpang Baru is a big potential place for internet cafes to thrive.Keywords : Regulation, Optimization, Tax Income, Internet cafe.

PT. Ology Karimun Bumi Sukses are subsidiaries of the Company Karimun regency has the right to manage the General Fuel Filling Stations in Karimun. because PT. Ology Karimun Bumi Sukses Has a 51% stake, while the regional government only has 49%. In the Year 2013-2014 General Fuel Filling Stations in Karimun experienced shortages.This study aimed to describe or explain how the mechanism of distribution of fuel oil in the General Fuel Filling Station Karimun and the factors that influence on the scarcity of fuel oil (Premium) is. As well as any efforts made by the Government in addressing the scarcity happened.From the research results can be found constraints or factors inhibiting the mechanism of distribution of fuel oil as a constraint to bad weather, quotas limited mileage far enough and the behavior of traders who hoard fuel oil being filled back and forth in the Station General Fuel Filling. So also with the regional government, many of the policies issued from purchase restrictions, placing the security forces in General Fuel Filling Stations up to hold one more unit of the General Fuel Filling Stations are new.Keywords: Scarcity, Distribution Mechanism

The city of Pekanbaru as a metropolis has a lot of strategic places to install billboards, both billboards and boards and even more sophisticated that is a giant Laser Compact Disk (LCD) screen or also called megatron billboard. Currently, many unresolved billboard issues, ranging from illegal billboard issues that do not have a license until advertisement tax acceptance, so as to reduce the Original Regional Income.The purpose of this study is to know the implementation of Pekanbaru City Government Policy About Reklame Tax Year 2015-2016 and to know the obstacles in Policy Implementation Pekanbaru City Government About Reklame Tax Year 2015-2016. The method used in this research is Qualitative Research Method. The subjects in this study are the Head of Tax Division, Head of Sub Division of Advertising Tax, Ground Water, Street Lighting and Non-Metal Mineral, Sub Division Staff of Advertisement Tax, Ground Water, Street Lighting and Non-Metal Mineral and Advertisement Users in Soekarno-Hatta street Kecamatan Tampan.The result of the research shows that the implementation of Pekanbaru City Government Policy on advertisement tax of 2015-2016 can be said to be less well, firstly, the communication is not good enough. Secondly, the resources in the implementation of policy of this regulation is still lacking, the lack of human resources and facilities supporters in the implementation of the policy of this regulation. Third, the bureaucratic structure in the implementation of the policy of this law has not gone well. Fourth, in terms of disposition itself has gone well. So, it can be concluded that the implementation of policy Perda Pekanbaru City No. 4 of 2011 About Reklame Tax has not gone well. The obstacles in Pekanbaru City Government Policy Implementation on the advertisement tax of 2015-2016 are the insufficient number of supervisory officers from Bapeda, the limited operational vehicle and the lack of public awareness to manage the advertisement permit.Keywords: Implementation, Advertising Tax

Supervisory control of hospital sewage in the city of Pekanbaru aims to identify and anallyze the supervisory control of hospital sewage in the city of Pekanbaru. In fact there are many hospital that have not complied with such as have no means of wastewater treament but get permission. Study of phenomena, the formulatioon of the problem of this research is how the supervision and control of hospital sewage in the city of Pekanbaru and the factors that influence the supervision and control of hspital sewage in the city of Pekanbaru. This study uses the theory of Sukanto.This study used a descriptive analysis method. Data collection technique is the observation, interviews, and library research. Key informents of this study is the Badan Lingkungan Hidup In Pakanbaru, the hospital and the community.The results showed that not maximal supervisory control of hospital sewage in the city of Pekanbaru is carried out by the Badan Lingkungan Hidup in Pekanbaru. It looks there are still hospitals that do not have control permit process wastewater and waste properly. As well as not optimal implementation factors that influence the Supervision and Control of hospital sewage in the city of Pekanbaru is the lack of qualified human resources and experts to go into the field so there are still many hospitals that have not done direct monitoring. Regional culture is a nation's wealth that needs to be considered and handled seriously, especially in entering regional autonomy and the era of globalization. Believe it or not, the importance of the existence of local culture, because this culture in fact gives a huge contribution to the establishment of national identity, and also for the regeneration of our nation. The inheritance must be maintained so as not to fade or disappear so that it can be studied and preserved by the next generation. Although the culture of each society is not the same, as in Indonesia which consists of different ethnic groups, but every culture has the same characteristics or traits. Therefore it is necessary efforts of the Department of Culture and Tourism with Malay Customary Institutions Riau Rokan Hulu regency in the preservation of regional culture. The purpose of this study is to find out how the efforts of the Department of Culture and Tourism with Malay Customary Institutions Riau Rokan Hulu regency in the preservation of regional culture in 2015. Type of research used is descriptive qualitative research methods. Data collection techniques in this study is to use interviewing techniques and documentation. Based on the results of research can be concluded that the efforts undertaken by the Department of Culture and Tourism with Malay Customary Institutions Riau Rokan Hulu regency in the issue of preservation of local culture has not run optimally. There are internal factors that are internal factors in Malay Customary Institutions Riau Rokan Hulu regency such as not intensive communication and lack of effective coordination. This research entitled "the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the tambang district of Kampar District in 2016-2018" This research was motivated by the existence of Minister of Home Affairs regulation number 39 of 2010 concerning village owned enterprises in Article 1 paragraph 6 , which states that village owned enterprises are village businesses formed / established by village governments whose capital ownership and management is carried out by village governments and communities. As for the formulation of the problem in this study is "how is the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the Tambang District of Kampar District in 2016-2018”. The method used in this study is a qualitative method that describes data descriptively. Data collection techniques used were interviews and documentation. whereas, the source of the data used is the primary data obtained from the location of the study in the form of research informants and subsequently supported by secondary data in the form of data documents. The results of this study indicate that the condition of BUM Desa Tarai Bangun Village has been running in accordance with the purpose of forming BUM Desa and has been able to help in contributing Village Original Revenue. In the village of Parit Baru it has been running according to the purpose of forming BUM Desa and has not been able to contribute Village Original Income. However, there are still obstacles in the management of BUM Desa Bangun and Parit Baru Villages, such as the types of businesses that are run are still limited, limited human resources that manage BUM Desa and low community participation in their low knowledge.Keywords: BUM Desa, Community Managers, BUM Desa Business Units

With the enactment of Law Number 6 of 2014 concerning Villages, it is a great opportunity for every village throughout Indonesia to be able to develop their potential independently in accordance with the needs of each village in realizing the welfare of their community. The existence of the Village Head is very important in developing the village's potential to improve village developmentThis study aims to: 1) know and understand the motivations of prospective Village Heads to win the Position of the Village Chief. 2) knowing and understanding the steps taken by the Village Chief Candidates to win the Position of the Village Chief. This study uses a qualitative approach with a type of descriptive research. Data collection techniques used in this study were interview observation and documentation.Research results from the motivational variables of the researchers used an approach from Maslow's Theory consisting of 5 Needs. While the steps taken by prospective researchers carried out 2 approaches, namely an approach to the community and youth and an approach through close relatives. From the results of the study, the motivation of the four prospective village heads was tiered. Plantation sector, especially oil palm and rubber make a significant contribution to the economy Palalawan, oil palm plantations are in all districts in Pelalawan with oil palm acreage in 2014 was recorded 118,262.02 ha. However, oil palm companies also have a negative impact on the environment if not properly supervised dikeola to the maximum. One of the negative impact that the environmental pollution caused by waste oil palm production. This study aims to determine the synergy describe supervision, develop surveillance, discovered the concept of supervision of industrial waste in Pelalawan.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Supervision conducted by the Environment Agency on industrial waste in Pelalawan attached and bound, so there is a schedule of visits and sanctions for violations. Besides monitoring can also be administered by LSM and community to provide a better comparison of results again in industrial waste management. However, the lack of synergy between the government and society in monitoring industrial waste. Obstacles encountered in monitoring industrial waste that internal factors (lack of personnel, facilities and infrastructure support) and external factors that limited companies and testing laboratories wastes very few in number.Keywords: Implementation, Monitoring, Synergy, Industrial Waste
