Abstract

This research is motivated by the issuance of Dumai Mayor Relegation No 15 of 2014 about Motor Car Testing and Motorized Emission Test of Motor Vehicle Disposal. Since the regulation was issued, in the implementation of the emission test policy regulated in the Mayor Regulation Dumai No. 15 of 2014 is still encountered various problems, especially on two-wheeled and four-wheeled vehicles. As the result of the information gained, public awareness of Dumai City on the implementation and emission test obligations on the two-wheels and four wheels is still low and there are still many motor vehicles that have not followed the emission test resulting in not achieving the established retribution targets. The purpose of this study is to determine the content of policies and inhibiting factors in the implementation of emission test policy on two-wheeled and four-wheeled vehicles in Dumai City in 2015 - 2016. The method used in this research is descriptive research with qualitative approach method. The type of research data is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Technical analysis of data used is descriptive qualitative data analysis. The results showed that the implementation of the emission test policy on twowheeled and four-wheeled vehicles has not been run in accordance with the contents of the regulations that should be the guidance of policy implementation by UPT. PKB and Dinas Perhubungan of Dumai City. The inhibiting factors in the implementation of emissions test on two-wheeled and four-wheeled vehicles are not yet firmly implemented policies, socialization has not been done optimally, weak of supervision by the Dumai City Council and there has been no public or private garage shop that became the implementer, so that in the implementation process becomes ineffective and inefficient. The right solution to overcome these problems is to improve the socialization effectively and improve coordination and communication between relevant implementing agencies, so that its implementation in accordance with what has been stated in the Dumai Mayor Relegation No 15 of 2014. Abstract

The background of the problem in this study is Ministerial Regulation No. 51 / M-DAG / PER / 7/2015 clearly regulating the prohibition on the import of used clothing, but in reality, the distribution of imported used clothing is still found in Tembilahan City. The formulation of the problem in this study is how the Enforcement and Investigation by the Madya C Tembilahan Customs and Excise Office on smuggling imported used clothing in Indragiri Hilir district in 2014-2015. This type of research uses a qualitative approach. The purpose of this study was first, to find out about the prosecution and investigation by the Customs and Excise Office of smuggling imported used clothing in Indragiri Hilir district in 2014-2015. Secondly, to find out the findings obtained by the customs and excise office in 2014-2015 and third, to find out the obstacles and evaluation of the Tembilahan Customs and Excise office in conducting prosecution and investigation. The results of this study indicate, even though the C Customs and Excise type office of C Tembilahan has carried out its duties well, by tightening investigations and prosecution, there are still efforts by smugglers to find loopholes to smuggle used clothing into the Tembilahan area. In carrying out its duties in the field of investigation and prosecution of smuggling of imported used clothing, the Customs and Excise office of the C Tembilahan type also has obstacles. Abstract

Implementing services is one form of implementation of local government authority, because in this case local governments have the authority and institutions to regulate it, including the authority associated with the budget. In this case, the Department of Transportation of Communications and Informatics Pekanbaru Municipality has the authority to provide the best service to every compulsory test vehicle operated in Pekanbaru City including Transportation City type Oplet.Any public transport carrying the transport of persons and / or goods shall have a license in the form of contract documents and or electronic cards consisting of a decree, statement letter, and a supervisory card. Transport City of oplet type in Pekanbaru City still far behind. Oplet in Pekanbaru City many of which are not feasible road but still operate. Lack of good service licensing system provided by the Department of Transportation Communications and Informatics Pekanbaru City became one of the reasons oplet owners are reluctant to take care of extension permit. The purpose of this study to determine the form of licensing services to public transportation type oplet implemented by the Department of Transportation Communications and Informatics Pekanbaru City.The concept of theory that researchers use is the Ministry. This research uses qualitative approach with descriptive method. In data collection, researchers used interview techniques, documentation and observation.The results of the authors of the study is the licensing service of the city of oplet type transportation in Pekanbaru City has not run optimally and still there are unscrupulous people who utilize licensing services to get more money than the set fee.Keywords: Service, Licensing

Abstract

The research looked at how the winning team or coalition strategy Joko Widodo - Jusuf Kalla in winning the presidential and vice presidential elections in Pelalawan in 2014. The main problem that became a phenomenon in this study is to see Pelalawan is one of the bases of the Golkar party, but in the general election of President and Vice President in 2014 was won by the pair Joko Widodo - Jusuf Kalla in the stretcher by PDI, by because it contained irregularities and because also the strategy undertaken by the winning team Jokowi - Jusuf Kalla in the general election of President and Vice President 2014. This study used qualitative methods as a means of collecting primary data proving the hypothesis is done logically and rationally through the opinions, theories or laws are accepted as true, either rejecting or supporting the research. By because the researchers used interviews with key informants know about the problems that are considered to be observed and documents that are considered important in the completion of this study. The theory used in this study is the concept of Newman and Shet, there are four options strategies as follows: Reinforcement Strategy (strengthening strategy), rationalization Strategy (rationalization strategy), Inucement Strategy (strategy persuasion), Confrontation Strategy (strategy persuasion). Judging from the figures Joko Widodo or better known as Jokowi, a phenomenal figure in a few years before the 2014 presidential election takes place. Jokowi in daily shows kesederhaannya attitude and proximity to the people judged by many observers meruapakan one of the things that factor into the increasing level of popularity and elektabilitas (desirability) community to Jokowi. Then through the role of the media, namely issues and public policy through programs of each pair of candidates try to be promoted to the public. At this time the television is no longer a tertiary goods (luxury), but almost all people in Indonesia from the middle-upper kebawa have a television, so that the issues and programs of each pair of candidates obtained directly by the people who will have an impact on the movement of opinion sesusai public with the information that people get, Based on the results of the study the researchers did that winning Jokowi-JK in the 2014 Presidential Election in Pelalawan, field-JK Jokowi Campaign Team uses a strategy of strengthening and persuasion strategies are also assisted by volunteers and media. In addition Jokowi figure is also very important in influencing the community to select the pair number two (Joko Widodo - Jusuf Kalla) in the 2014 Presidential Election and the impact on the couple's victory in the area which is known as the Golkar Party base.

Abstract

In the 2014 legislative elections last year, an increase in the acquisition of a very significant noise experienced by Indonesia Movement Party in Pekanbaru., As seen in the comparison of votes Great Indonesia Movement Party in 2009 which won 2.22% of the vote, whereas in 2014 Indonesia Movement Party gained 9.49% increase in noise is.Political facts above, the key problem that arises in this study is what the Great Indonesia Movement Party strategy to improve the sound in the legislative elections in 2014 in the city of Pekanbaru. This study used a qualitative approach that is intended to collect the data as much as possible and the facts are then taken to a conclusion.Great Indonesia Movement Party strategy to increase the number of votes in the legislative elections of the most dominant Pekanbaru is through recruiting qualified candidates, engage with the community, doing useful activities such as gymnastics, mutual cooperation, pemasagan banners and billboards and deliver material quality. Abstract

The problem of provertyin Indonesia is a challenge faced by the government from time to time, poverty is a complex problem and requires special handling and programs.one of the government program to accelerate poverty reduction is a family of hope program, issued based on presidential regulation No. 15 of 2010 Concerning the acceleration of poverty reduction. Kota Lama sub-district Kunto Darussalam district Rokan hulu regency is one of the villages that has quite a number of KPM which is 175 KPM,  but the poverty rate in the Kota Lama village is still increasing.               The purpose of this study was to determine the implementation of the family hope program activities in the kota Lama village and to determine the factors that influence the implementation of the family of hope program (PKH) in the Kota Lama village. The concept of the theory that I use is the implementation of policies according to Van Metter and Van Horn. This research uses a qualitative approach with descriptive methods. In data collection, the writer uses interview and documentation techniques.               The results of the author’s  research is the implementation of the family of hope program in the Kota Lama village has not been running effectively. The result of this study can be seen from the six indicators of successful implementation, the first the size and objectives of the policy are still not in accordance with established standards, namely the objectives of the policy are still not on target. Second, there are still constraints on financial resources, namely the need for additional sources of funds and time resources that often experience delays in the distribution of aid funds. Third, the characteristics of the program implementing agents are running well. Fourth, the communication delivered by the implementor has not been maximized, namely socialization to the community about the family hope program that has not gone well so that the public does not fully know about this program. Fifth, the disposition of the implementor’s response from the implementing officer was very positive. Sixth, supportive social, political, and economic environment in the implementation of the family of hope program.    Keywords: Program implementation, Hope Family Program (PKH).

Abstract

Selection of Penghulu carried out simultaneously and surging throughout kepenghuluan in the region Rokan Hilir district. pemerilan pemulu here means the election of the village head where the village rokan hilir called the village with kepenghuluan and village chief called penghulu this is based on the efforts of the district government in order not to loss of unidirectional value for the society rokan downstream.The author conducted a research background on the election conducted in kepenghuluan sekeladi where in followed by five candidates, where each candidate to get a sound that is almost balanced there is only one candidate who get very low when compared with other candidates. Candidates who get a very low vote earning here is an incumbent candidate. This is what makes us as the authors want to conduct research to cause low incumbent candidate votes in the selection of penghulu.This study we as the authors review with two indicators of voter behavior and political marketing (strategy kompanye). Choosing Behavior Simply defined as the decision of a voter to vote for a candidate or a particular in the election. While Political Marketing is a political campaign strategy to form a certain set of political meanings in the minds of the voters.This research uses "multiple method" that is merging between quantitative and qualitative methods, in this case is the spread of questionnaires and interviews. Types of research data are primary data and secondary data, Data collection techniques used are questionnaires and interviews, Data analysis techniques used in this study using quantitative descriptive methods Data analysis techniques in this study is also reinforced by qualitative data.The results show that incumbent candidate is seen from the aspect of voter behavior and kompaye strategy has not been able to influence society to choose it. Abstract

Mining Without Permission (PETI) is a mining business done by an individual, group, or company in its operations did not have permission from the appropriate government agency regulations that apply. This study aims to determine the relationship and impact of the relationship between government and society daerag in illegal gold mining activities in the Village Petapahan District of Gunung Toar Regency Kuantan Singingi years 2013-2015.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Relationship between local government and the community in illegal gold mining activities in the Village Petapahan District of Mount Toar Regency Kuantan Singingi years 2013-2015 seen the relationship between authorities and entrepreneurs in getting financial benefits on illegal gold mining activities. Authorities and entrepreneurs the main actors in illegal gold mining activities and involve several public figures who are considered able to provide comfort to the entrepreneur. Impact of relationships that occur very many negative than positive. Abstract

Supervision of the Department of Transportation and CommunicationInformation in Public Transport Passenger curb Illegal Year 2011-2013 inKuantan Singingi District.Informants in this study were Apparatus Information and CommunicationDepartment of Transportation, Traffic Police Unit officers Regency KuantanResort Singingi, and the owner of freight or passenger public transport driversillegal, based on the type of four-wheeled vehicles that rode in Kuantan SingingiDistrict, which is determined by purposive according to research needs.This study aims to determine the cause of the Transport Department ofInformation and Communications is not able to regulate the public transport ofpassengers Illegal Year 2011-2013 in Kuantan Singingi District. In this study,researchers used qualitative methods to analyze the data is descriptive analysis.Data collection techniques in this study is the observation and interview, whiledata analysis technique that is use qualitative analysis, by analyzing theexpression or records available or observed behavior. Qualitative analysis wasperformed on the data, in this case the qualitative data in the form of information,a description in the form of prose language, then linked with other data to obtainclarity on the truth.Conclusions from the study regarding the supervision of Department ofTransportation and Communications in Information Public transport passengercurb Illegal Year 2011-2013 In Singingi Regency Kuantan is still less than themaximum , because they have not been able to curb illegal entire public transportpassengers in Kuantan Singingi District are caused by several factors in amongthese are the lack of rigor officer at the time of supervision and lack of firmnesssanctions applied so as not to make the driver feel afraid or transit abundant inaction, as well as lack of awareness of the driver and the passenger transportillegal.Keywords: Monitoring, Control and Demolition.

Abstract

Parking problems have become a public problem in pekanbaru city. Pekanbaru city is the capital of Riau Province, which acts as the center of government,education,industry and trade,thus giving birth to urbanization. Furthermore, the high flow of urbanization and the rapid growth in the standard of living in urban areas has caused Pekanbaru city to always experience an increase in population, resulting in a increase in the quantity and complexity of vehicles. Therefore, in order to reduce the level of parking congestion in the city of Pekanbaru, parking supervision must be carried out on parking facilities which will be supervised by the regional technical implementation unit (UPTD) for Parking at the transportation service of Pekanbaru city.This study aims to describe the supervision of the parking area technical implantation unit of the transportation service towards the manage district, then also to find out the inhibiting factors of not optimal supervision of the parking area technical implementation unit of the transportation service on the management of the Pekanbaru city parking facilities in the district Pekanbaru city in 2019. The location of the research city, first at the transportation service office, the second on several roads in Pekanbaru city sub-district. Furthermore, data collection techniques are carried out by interview anda documentation.The result of this management is that the supervision of the regional technical implementing unit of the transportation service towards the Pekanbaru city parking facility in the Pekanbaru city sub-district as an effort to monitor parking in Pekanbaru city has not been running optimally. This is due to several factors such as the lack of parking supervision personnel at the UPTD, operational resources, and the behavior of users of parking services of and inadequate facilities. Keywords: Supervision, and Management of Parking Facilities
