Abstract

Parking management by the Pekanbaru City Transportation Agency is planning activities in preparing empty parking location determination materials, checking and monitoring the existence of traffic order in the form of regulating motorized vehicles in the parking location by the parking attendant in accordance with the parking attendant's obligations, as well as monitoring and cracking down parking attendants illegal (not registered). However, in the implementation of parking by a parking attendant in the field it was found that parking attendants did not have parking facilities, such as identification, identity and tickets in parking fees.The purpose of the study was to find out the parking management by the Pekanbaru City Transportation Agency (violation study of the implementation of tasks by parking attendants in Tampan District in 2017). The research method used is descriptive qualitative method with data collection instruments including interviews, observation, and documentation studies related to the research objectives.The results of the study illustrate that parking management by the Transportation Department of Pekanbaru City (violation study of the implementation of duties by parking attendants in Tampan District in 2017) has not run optimally, where planning begins with preparation of vacant parking location determination materials by surveying parking location determination or not yet there are still potential parking locations that have not been managed. The execution of duties by the parking attendant is found that the parking attendant is not in accordance with the provisions (parking attendant obligations) in carrying out tasks, such as parking without a ticket, parking attendant without parking (ID card and vest). The inhibiting factors that affect the management of parking by the Department of Transportation of Pekanbaru (violation study of the implementation of duties by parking attendants in Tampan District in 2017), among others; limited staff / personnel and operational resources of the Civil Service Office in supervising the implementation of parking attendant duties. Abstract

Importance of taxes for the State to improve local finance. Analyzing the tax management of the earth and rural and urban buildings, the government expects the tax revenue to be more optimal and achieve predetermined targets. This study aims to provide an overview of the management of local revenue from the tax on the earth and rural and urban buildings in kuantan singingi regency in 2014-2015. This research is a descriptive research using qualitative approach as a tool of its analysis. This research was conducted in Kuantan Singingi Regency and took sample data in Revenue Service of Kuantan Singingi Regency. Getting information in this research is primary data and secondary data obtained through documentation and direct interview with informant in this research.Results show that the management of Tax On the Earth and Rural and Urban Buildings in Kuantan Singingi Regency 2014-2015 has not been run efficiently. As the lack of socialization is done to the public so that the taxpayers' interest from the people who are lacking, the lack of staff in managing the taxes of the earth and rural and urban buildings and economic capacity of the people themselves who can not afford to pay local taxes. The government should improve the performance of employees in the management of rural and urban taxes on rural and urban areas in kuantan singingi regency such as holding training in the management so that human resources of employees will become more productive, and prepare funds for socialization to the public so that public awareness in paying Tax increases so that the set targets are achieved.Keywords : Management, Tax On the Earth and Rural and Urban Buildings, Kuantan Singingi

Abstract

Industrial waste pollution sago which is still going on until now caused Responsible Business does not do waste management corresponding environmental quality standards, industries sago which have yet to Installation Wastewater Management (WWTP) so that the waste material waste dumped directly into rivers and seas, a phenomenon the other is still a lot of sago industry do not yet have permission Environmental Management and Environmental Monitoring effort (UKL-UPL). Based on the phenomenon that occurs, the formulation of this research is how the Environment Agency Monitoring Implementation of the industrial waste sago and any factors that hinder the implementation of the surveillance. This study aims to find out How fatherly supervision of the Environmental Agency of the sago industry waste and its management. This study uses qualitative descriptive type of research analysis. Tekinik data collection is interview, observation and documentation. Key informants of this research is the Environmental Agency Kepuluan Meranti district in the supervision of industrial waste sago and responsible for the business. Based on the results of the study show that not maximal supervision and has not touched all existing sago industry. This is evident from the breach responsible for the business of the management of waste that is not suitable environmental quality standards, the issue of environmental permit, waste pollution phenomenon unresolved, Settings responsible for the business in the reporting of Environmental Management Document every persemseternya. And a lack of traction sanction given to the industries sago wrongdoing. as well as effective supervision have not influenced the inhibiting factors such as factors supporting means of supervision, the number of competent personnel and experts, access and long distances, as well as the commitment of the person in charge of the effort. Abstract

The background of this study was the identification of the policies issued by the City of Pekanbaru in implementing the issuance of business licenses Modern Stores that are centered to Supermarkets and Retail as Indomaret and Alfamart in Pekanbaru. Then this study to analyze in depth related to the implementation of the supervision conducted by the City of Pekanbaru in this case carried out by the Department of Industry and Trade of the City of Pekanbaru. This research is descriptive. This study aimed to describe the real situation in the field accurately and systematically related research analysis and facts, as well as field observations and data or information obtained. Methods of data collection is carried out by means of observation, documentation, and interviews through field research.The results showed that the policies issued by the government in this case as Regional Regulation Pekanbaru No. 7 of 2000 on location permit, Government Regulation Number 112 of 2007 on Business Permit Modern Stores and later established by Regional Regulation Pekanbaru No. 9 of 2014 About Business License Modern Stores are rated not quite optimal in implementing the perturan. It is seen from some of the data provided by the Department of Industry and Trade of the City of Pekanbaru which in these data since the establishment of policies and regulations regarding business licenses Modern Store only 162 Modern Stores are owned Business Modern Stores (IUTM) with the distribution of 137 outlets Indomaret , 2 outlets Alfamart and 23 Supermarkets in the city of Pekanbaru. Thus the results of this study indicate that of the data that has been described in this study that the number of modern stores that have a business license Modern Store is not directly proportional to the number of modern stores in the city of Pekanbaru.Keywords: Controlling, Policy, Self-Service and Retail.

Abstract

Researchers formulate the problem of research that is why there is no policy of Kampar regency government in empowering keramba farmers in Koto Panjang hydropower reservoir. This research uses qualitative research methods with descriptive research type, which can be interpreted as problem-solving process investigated by describing the state of the research subject based on the facts that appear during the study which then continued with based on the existing theories. Based on the results of the research is known Empowerment of fishery business by the Regional Government of Kampar regency on fish farmers in Koto Panjang hydropower dam does not run as empowerment in other areas. It is seen that there is no assistance and programs that run and is destined for fish farmers in Koto Panjang hydropower reservoir. Empowerment of fishery business is not maximally done by local government especially in fishery potential in Koto Panjang hydropower reservoir, less maximal cost or budget for empowering fishery businessKeywords: Policy, Empowerment, Fish Farmers

Abstract

Implementation of Qanun Number 11 Year 2002 on Aqidah, Worship and Islamic Shia in West Aceh district aims to maintain faith, increase understanding and practice of worship and revive and enliven activities to create atmosphere and Islamic environment, expected to be implemented by Kaffah.This research was conducted in West Aceh district. The purpose of this study is to know how the implementation of Qanun Number 11 Year 2002 and what are the obstacles faced in the implementation of Qanun Number 11 Year 2002 in West Aceh District. The benefits of this study is expected to serve as a basis for further research of the same kind. In this research use descriptive qualitative research method where data source come from Primary data and Secondary data.The results of the implementation of Qanun Number 11 Year 2002 on Aqidah, Worship and Shi'ar Islam in West Aceh District can be said to not be implemented Kaffah based on Qanun Number 11 Year 2002, this is marked by the many violations committed by the community and related parties even the violation is done repeatedly. In this study, researchers used a descriptive research with a qualitative method approach. This research is located at the Technical Implementation Unit of the District Education Office Handsome Pekanbaru. For the research informants using purposive sampling techniques. Abstract

Village government management is a process that consists of planning, organizing, financial management, coaching and development, decision making, management and supervision programs. Village government management in the UED-SP program to accelerate the level of community welfare development in Tanjung Leban Village.This study aims to: (1) To describe the Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP) of Tanjung Leban Village. (2) To find out what factors become obstacles in the process of implementing Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP) of Tanjung Leban Village. This research uses a qualitative research method with a descriptive approach, which can be interpreted as a problem solving process that is investigated by describing the state of the research subject based on the facts that appear during the research which is continued based on existing theories. Data analysis is performed by data reduction, data presentation, and drawing conclusions or verification. The subjects of this research are the Village Head, Chair of the Village Consultative Body (BPD), UED-SP manager, Village Assistant, Community Leaders, and United Blessed UED-SP Members.The results of this study indicate that the existence of Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP), should be able to improve the arrears that occur in the UED-SP Berkah Bersatu, but in reality this arrears still occur due to several factors namely weak leadership village head, inadequate facilities, low mindset of the community, and Weak Supervision from the village government, this is an inhibiting factor in carrying out the process of village government management in the implementation of the UED-SP Berkah Bersatu

Abstract

One of the political parties in Indonesia that participates in the contestation in every political event, namely Partai Amanat Nasional. Partai Amanat Nasional in the legislative general election in Pekanbaru City in 2019 there was an increase of 57.58 percent or as many as 22,466 votes compared to the vote in 2014 which obtained 30,503 votes, where in 2019 the National Mandate Party was able to collect 52,969 votes.            The purpose of this research is to find out the Partai Amanat Nasional strategy in increasing vote acquisition in the Pekanbaru City legislative general election in 2019. This study uses descriptive qualitative techniques. In collecting data, the author uses interview and documentation techniques.            The results of this study indicate that the Partai Amanat Nasional strategy in increasing vote acquisition in the 2019 Pekanbaru City legislative general election, it was based on the use of the strategy proposed by Petter Schroder, namely offensive and defensive strategies. Partai Amanat Nasional used strategy offensive proven by each electoral district can get one seat. In theelectoral district IV, the one who gets one seat is the new member who registers with the Partai Amanat Nasional this shows that new members become the Partai Amanat Nasional strategy in increasing vote acquisition in the legislative general election in Pekanbaru City in 2019. It is proven that legislative candidates campaign in various ways, one of which is using mass media and the Partai Amanat Nasional does not discriminate in accepting members but remains selective in accordance with the applicable AD/ART rules. Keywords: Strategy, Offensive, Defensive, Legislative Election.

Abstract

This study aims to explain the fulfillment of political rights of prisoners and the factors that cause the political rights of most prisoners of Class IIB Pekanbaru to fulfill their political rights during the 2018 Riau Governor and Deputy Governor Election.This research was conducted at Class IIB Rutan Pekanbaru, Pekanbaru City, Riau Province. The method used is a qualitative research method with descriptive research type, analysis. The technique used in data collection is by conducting in- depth interviews with several informants as well as from other sources related to this research. The data obtained will be reduced based on the needs, then collected and concluded to be presented. This research uses the theory of democracy and electoral management.The results of this study indicate that the law has protected prisoners in fulfilling political rights (the right to vote). In holding the election for the Governor and Deputy Governor of Riau in 2018, it is considered that it has not been carried out properly and optimally. Because there are still many prisoners who have not received the right to be able to vote in the election for the Governor and DeputyGovernor. There are still problems found in the field due to several factors, both from internal sources such as the absence of appropriate regulations from the KPU in fulfilling the political rights of prisoners. Then external factors such as the narrow space for prisoners to take care of various requirements to be able to exercise their political right to vote.Keywords: Political Rights, Prisoners, Election for Governor and DeputyGovernor.
