Abstract

Pekanbaru city plays a role as the center of government, education, industry and trade. It increases the population extremely. This is one of the triggers of increasing the amount and complexity of waste.  In order to minimalize the amount of waste, some of terms have done by waste bank and compost houses. Waste management is one of the authorities of City Environment and Sanitation Service Department of Pekanbaru. It aims to cover the solid waste problem by increasing, encouraging and facilitating the provision of facilities and infrastructure, as well as growing public awareness in waste management. However, there are some sources pertinent to the waste management. They are the unable infrastructure and facilities, lack of the public awareness and the less strictness of both Regional and Mayor Regulations and Circular on waste management.The recent research aimed to identify the implementation of waste management by the government of Pekanbaru in 2018 by using descriptive qualitative method. Furthermore, the data were collected by using documentation and interview. They were analyzed by collecting the information, data reduction, and data presentation. Additionally, the theory of policy implementation was applied.The result found that the implementation of waste management by the Pekanbaru Government in 2018 has not been running optimally. The lack of facilities, supervision of the government and socialization of the regulation have resulted the waste problem hard to solve. Keyword: Waste management, policy implementation

Abstract

Abundant yields and high competition make it difficult for farmers to find a market that is willing to accept a fair price. It takes a wider market share and raw fish processing techniques to make it durable for consumption. One of the efforts currently being made by farmers is to diversify the product into smoked fish and fillets. However, to be able to do this, of course, requires a large amount of capital as well as adequate support and infrastructure, which is difficult for farmers to do. The purpose of this study was to see the role of the Fisheries Service and the obstacles faced in community empowerment at post-harvest catfish processing centers in Koto Mesjid Village, XIII Koto Kampar District, Kampar Regency.            This research use desciptive qualitative approach. Then the data collection techniques used were interviews, observation and documentation. While the data analysis technique is carried out by collecting information through interviews, data reduction and data presentation.            Based on the results of the research, it was found that the role of the Fisheries Service in community empowerment at post-harvest catfish processing centers in Koto Mesjid Village was in the form of facilities and infrastructure assistance as well as training and coaching programs. Meanwhile, the obstacles faced in carrying out activities were intrinsic constraints which included low public awareness and budget constraints. Meanwhile, extrinsic controls include the price of raw materials, the cost of production which is increasing over time, product durability related to mileage, product standards and licensing. Keywords: Role, Community Empowerment and Post Harvest.

Abstract

Supervision can be interpreted as a process for implementing what work is planned, assessing it and if necessary correcting it with the intention that the implementation of the work is in accordance with the original plan. The Riau Provincial Cultural Office carries out guidance and supervision of the main Nila Museum. Supervision is carried out through an assessment of Museum institutions and Museum management. But supervision has not been carried out optimally by the Culture Service, because the main Nila Museum has lost some rare collections. The loss of several collections of items in the Museum is the formulation of the problem in this stud.             The purpose of the this research is to find out the supervision of the Riau Provincial Cultural Office on the main Sang Nila Museum and to find out the inhibiting factors for the Culture Service in supervising the main Sang Nila Museum in Pekanbaru City. This research approach uses a qualitative approach, the type of research used is qualitative research. Data collection techniques used in this study are interwiews and documentation, of data analysis techniques used are descriptive qualitative analysis.             The result of this research is that supervision is carried out through an assessment of the institution and management of the Museum. This shows that the supervision carried out the Museum institution is in accordance with the applicable rules. By carrying out supervision of government agencies will not be separated from obstacles or obstacles. In supervising th Riau Provincial Cultural Office, ther are also obstacles in supervising the main Nila Museum. One of the obstacles faced by the Riau Provincial Cultural Office is human resources. In organizing this the department experienced a shortage of staff, then the obstacle faced by the department of Cultural in supervising the Museum was the budget. Keywords: Supervision, Culture Service, Museum

Abstract

The research on the development of uninhabitable housing rehabilitation, in this case in the Tebing District Karimun Regency to poor households is important to do, because the house is one of the basic human needs to be met, not only has the physical function, namely as a place of refuge but also has strategic value as the center of activities in which to implement its functions, especially the function of the children's education and coaching members of his family. Based on that, each family has always sought to have decent housing, even though objectively the whole family can not fulfill his desire. This was due to several factors, mainly economic factors family because of poverty and about the function of the house itself. This research aims to see about the implementation of the development activities uninhabitable housing rehabilitation including latrines/ sanitation family and factors that hinder the implementation of development activities uninhabitable housing rehabilitation including latrines/ sanitation family by Local Government Karimun Regency in Tebing District in 2012.This research was conducted using a qualitative approach. Techniques used in data collection are interviews, documentation and observation. The primary data source is obtained from the beneficiers, social services officials, DPRD, the companion, districts officials, and village officials. Sources of secondary data obtained from the reports, official documents, archives and other data as well as a complement of the primary data.The results of this research showed that the implementation of development activities uninhabitable housing rehabilitation can be said to run well. Because most beneficiaries have been able to feel the benefits and this activity has a positive impact on meeting the needs of the home, social and psychological conditions although in practice there is still a shortage. The factors that hinder the implementation is one of the building material supply delays, because the manager is less responsible for his work. By looking at the problems that occur are expected to Local Government must be responsive, coordinate with other Government agencies and to the future implementation of the rehabilitation RTLH still need to be optimized with regard to strengthening the executive team, and the amount of the disbursement of funds, management team, and synergy with the various sectors.Keywords: House, Development, Rehabilitation RTLH

Abstract

Restaurant tax is one of the biggest local original government revenue in Tanah Datar district. The potential of restaurant tax revenue in Tanah Datar Regency exceedsmore than 1 billion, but it is still not optimal yet. There are still several restaurants that do not pay the tax. In addition, there are still arrears in tax payments. Then, many restaurants are not recorded in the Local Government Finance Office of Tanah Datar. Those problems indicate that Tanah Datar District government regulation is still not up to date in terms of managing restaurant tax collection.Management restaurant tax collection in Tanah Datar Districk can be seen from: Planning, Organizing, Acting, Controlling. Based on the results of the analysis, it can be concluded that in management of restaurant tax collection in Tanah Datar District government regulations are still weak in terms of restaurant tax collection, lack of human resources quality to manage restaurant taxes, and the lack of public awareness of the importance of taxes for development. Based on the several weaknesses above, Local Government Finance Office of Tanah Datar is suggesed to be able to resolve wisely to increase restaurant tax revenue so that it runs well. Keyword: Restaurant Tax, Management, Local Government Finance Office

Abstract

Problems that occur on Ro-Ro ferry ports of Dumai ie lack warships in the harbor, so that every day many crossings that can not take across in because the capacity of passengers or goods that have been filled. Supposedly with the applicable provisions fleet on Ro-Ro port of Dumai it consists of 3 (three) fleet, but now only amounts to 1 (one) fleet. It is certainly not in accordance with existing regulations. With so activity on Ro-Ro ferry ports Dumai ineffective and the practice of extortion committed by unscrupulous Riau Provincial Transport Department staff to passenger ferry ports. The purpose of this study is to find out to find out the supervision of the Riau Provincial Transport Department Operations City Harbour Crossing in Dumai and to determine the factors that influence the control of the Riau Provincial Transport DepartmentinDumai.Methods This study uses qualitative research methods research types. This research was conducted in the city of Dumai in this area where there are several ferry ports which many passengers crowded. But there are still many shortcomings that exist in some of its ports as less fleet and lack of safety for passenger ships. While the data collection by using the technique of interviewing informants who are competent in their field as well as by direct observation of the authors in the field. The results of this study conclude In monitoring indicators funds / costs, weak oversight made Riau Provincial Transport Department for the operation of ferry ports, especially on the operational budget problems in department transport. Crossing the harbor must pay for their own purposes any crossing port operations so that they do not know the practice of extortion (extortion) against unscrupulous Riau Provincial Transport Department. So here authorized agency Riau Provincial Transport Department should work hard to improve oversight of the operation of ferry ports and monitoring should be performed continuously so that no more Riau Provincial Transport Department officers who conduct illegal charges against the passenger Ro-Ro ferry ports of Dumai.Keywords: Monitoring, Ro-Ro Ferry Port.

Abstract

Village as a traditional government follow the system of democratic in the implementation of its government. Another form of democratic system in village is in the process of selecting urban village head. Urban village head is a bureaucrat who has the highest authority at the village level. Urban village head is very important in the process of running the village government towards the society welfare. The success of the selection of the urban village head not is separated from the role of key actors in winning their candidate. From this statement, it can be concluded that the research question of this research is to know how the role of key actors in selecting the urban village head.This research is a qualitative approach. This research was conducted in Sengkemang village. The technique used to collect data in this study were (1) interview, (2) Documentation; and (3) Study Library.The result of this research is the role of key actors in the selection of Sengkemang urban village head 2015 is very large. It can be seen from the success of key actors from candidate Adi Afri as the Selected urban village head in Sengkemang village. Adi Afri is a figure that is not very well known by the public, but the influence of key actor of Adi Afri, so that he can get a significant vote. The result of selecting urban vilage head in Sengkemang with significant vote is the success of key actors in playing their role. The numbers of DPT in Sengkemang village are 797 people and the numbers that use their voting are 652 votes.Keywords: role, Key Actor ,Selecting urban village head

Abstract

This research was conducted at Social Service and Labor of Kampar Regency and some related places in the research. The aim of this study is to determine the performance of the supervision of the Social Service and Labor of Kampar Regency toward labor rights in 2014/2015. This research is descriptive research, that is research looking for variable value without connecting variable one with other variable. Data collection in this research is done by in-depth interview to resource person.The result of descriptive analysis on the supervision of Social Service and Labor of Kampar Regency is the supervision done indirectly and directly. Indirect supervision is done by obligatory report from every company. Direct supervision is done by coming directly to supervise in related companies. In conducting supervision, Social Service and Labor of Kampar Regency experienced inhibiting factor that is the number of functional supervisory staff that is not sufficient where 50 companies should be supervised by 1 supervisor and accompanied by functional supervisory staff in Kampar Regency whose not yet PPNS. Based on the result of this research, it can be concluded that the supervision done by the Social Service and Labor of Kampar Regency is still not effective and efficient in reaching its target.Keyword : Supervision, Labor Rights

Abstract

The Land and Building Tax included the state tax collected by the Bengkalis Regency Government is reliable enough to increase local revenues in Bengkalis Regency so that it can improve people's lives. The formulation of the problem in this study is why the Implementation of Land and Building Tax Receipts by the Bengkalis Regency Regional Revenue Service in 2017 (Study at UPT Sub-District of Mandau) has not been maximized.The purpose of this study is to describe the Implementation of the Receipt of Land and Building Tax Collection by the Bengkalis Regency Regional Revenue Service in 2017 (Study at UPT Mandau District). This research is a qualitative study conducted at the Regional Revenue Unit of Mandau District. The techniques used to collect data in this study are (1) Interviews and (2) Documentation.The conclusion of this study shows that the implementation of Land and Building Tax Revenue at the Regional Income of the District of Mandau is included in the category of less than the maximum. The constraints in the implementation of Land and Building Tax Receipts by the Bengkalis Regency Regional Revenue Service in 2017 are the lack of public response to the awareness of paying taxes, re-registration that has not been completed by officials against taxpayers who have problems with their SPPT, and do not understand some people with the procedures pay taxes.  Keywords: revenue, land and building tax

Abstract

The rapid development of the city of Pekanbaru today we can see from the many infrastructure development in almost all regions of the Provincial Capital. With the rapid development of the construction would affect the increase in demand for building materials. One of the raw materials of the building is brick. It is utilized by most people,in the city of Pekanbaru, especially in Sail region Tenayan Raya sub-district. Phenomena occurring in the field is not only a positive impact generated solely by the efforts of industrial but also the negative impact is also important. Hence the need for intensive monitoring effort so that the brick industry in the city of Pekanbaru this could well ordered.The purpose of this study was to see how the oversight efforts undertaken by the Government of the city of Pekanbaru On brick Industry Effort and what factors are an obstacle in the implementation of the surveillance . This study uses qualitative methods with data collection techniques include observation, interview and questionnaire which is then processed and analyzed. Analysis of these data the author uses descriptive analysis tools are then presented in the form of a table of percentage as well as the description of logical expressions explanation in order to be understandable and comprehensible.Based on the results of research that the control conducted by the Government of the city of Pekanbaru, in this case the Department of industry and trade through Observation, Inspection and Reporting still less done. This is due to the presence of constraints that become obstacles in the implementation of the supervision of which is the human resources, rules (regulation), facilities and infrastructure.Keywords : City Government, Control, Industrial Business
