Abstract

The development of the broadcasting world in Indonesia, especially television, has become the attention of many circles. Many opinions of people who say that the world of television in Indonesia has forgotten the moral side, culture, and ethics of this nation. If in the rules of the Indonesian Broadcasting Commission it violates the Broadcast Program Standards (SPS). Indonesian Broadcasting Commission (KPI) is an independent state institution established through Law no. 32 of 2002 On broadcasting with the aim of organizing all matters concerning broadcasting in Indonesia. This Independent Institution consists of central KPI and KPID in areas whose duties are coordinative, national policy is determined by KPI and while the extension at the provincial level becomes the coverage of KPID.This research is descriptive by using qualitative approach that is research which exposes and explains problem to object which will be meticulously, research method is case study method because focus of research lies in phenomenon in real life. This study uses the theory of supervision, qualitative research methods descriptive this be an option in this study because the author wants to examine more deeply how KPID supervision of cable TV broadcasting in Pekanbaru by looking at the phenomenon or reality that occurred in the field. Based on the results of analysis of this study shows that in the supervision of broadcasting cable TV broadcasting is done directly by KPI and KPID as an institution that stands independently and has prerogative rights to revoke the broadcasting license if found irregularities, and the role of society is also emphasized because the community is asked as an extension of supervision and Not only serve as consumers only, the purpose of this is in order to get penyirenggaranya good and healthy penyiran in society.Keywords :Controling, Cable Television Broadcasting

Abstract

Participation of Independent candidates in general election of regional head based on many disappointments felt both from among themselves and society at large who feel harmed by the mechanism of election conducted by political parties. Karimun district is one of district that follow general election of regional head simultaneously on December 9th, 2015 present the candidates who used individual and independent path. In general election of regional head result of karimun district, the independent candidats suffered defeat, but there is interesting thing to be examined, difference of vote acquisition that earned by independent candidates is different with support terms that submitted by independent candidates. The aim of this research was to determined the difference because between vote acqusition that earn by independent candidates and support terms that submitted by independent candidates.This research using quantitative research aproach with kind of descriptive research. Data collection techniques used are documentation, and interview. Data analysis used limited to data peocessing techniques or facts gained by developing relevant categories with the aim of research and interpretations that are guided by appropriate theoryThe result of this research show the difference of vote acquisition and support terms caused by the existence of legal support terms caused by the existence of legal suppor uncertainty, support in the form of ID Cards only as a condition only so than can maniputate. This is avidenced by the fact that there are still people who withdraw their support by filling out the revocation form that provided by the KPU when recapitulation support.Keywords: Independent Candidates, General Election of Regional Head

Abstract

The protection and management of the environment is aimed at preserving the function of the environment by maintaining its carrying capacity and capacity in order to support the implementation of sustainable development. In order to support environmental conservation, Dumai City Regional Regulation No. 5 of 2017 concerning Environmental Protection and Management with the aim of protecting the Dumai City area from pollution and/or environmental damage, especially in the waters of Dumai City. There are several cases of pollution carried out by several companies operating around the port so this needs to be analyzed further regarding the effectiveness of the policies that have been set and the role of the relevant agencies in it. The method used in this research is descriptive method with qualitative research type. The types of data in this research are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis. The results of this study are the effectiveness of the Dumai City Regional Regulation Number 5 of 2017 concerning Environmental Protection and Management as well as the efforts made by the Regional Government in implementing environmental protection and management in Dumai City. There are 4 (four) indicators used to measure the effectiveness of the policy, which in its implementation can be said to be effective. In this case, the local government has also made several efforts in overcoming cases of environmental pollution that occurred in the port area of Dumai City, including conducting outreach activities, checking standard operating procedures (SOP) for environmental supervision, inspecting company infrastructure, and examining the management of Hazardous and Toxic Waste (LB3). Abstract

The effectiveness of Direct Cash Assistance (BLT) during the covid-19 pandemic is the government's effort to improve the people’s economy and increase people’s competitiveness during the covid-19 pandemic in Indonesia. The problem in this study is that there are still people who should get direct cash assistance, but do not get it, so there is a gap that occurs in the village of Penyasawan. The mechanism for distributing BLT assistance has changed in terms of the index of assistance received by the people who receive it. The purpose of this study is to determine the effectiveness of direct cash assistance (BLT) carried out by the government to improve the community's economy during the COVID-19 pandemic, as well as to describe the mechanism of direct cash assistance (BLT) for village funds for poor communities affected by the COVID-19 pandemic. 19 in Penyasawan Village, Kampar District, Kampar Regency. The approach in this study is to use a qualitative approach and the type of research is descriptive. The location of the research was carried out in Penyasawan Village, Kampar District, Kampar Regency, using data collection techniques through interviews and documentation. The results showed that the effectiveness of Village Fund Cash Direct Assistance (BLT) for the poor affected by the COVID-19 pandemic in the Pengasawan Village, First, the mechanism carried out by the Penyasawan Village government in implementing direct cash assistance by collecting data on the community according to predetermined criteria and disbursement in accordance with the established mechanism. Second, the effectiveness of Cash Direct Assistance (BLT) implemented by the Penyasawan Village government has been running in accordance with applicable laws and has been in accordance with the relevant presidential and ministerial regulations. Abstract

Village government management is a process that consists of planning, organizing, financial management, coaching and development, decision making, management and supervision programs. Village government management in the UED-SP program to accelerate the level of community welfare development in Tanjung Leban Village.This study aims to: (1) To describe the Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP) of Tanjung Leban Village. (2) To find out what factors become obstacles in the process of implementing Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP) of Tanjung Leban Village. This research uses a qualitative research method with a descriptive approach, which can be interpreted as a problem solving process that is investigated by describing the state of the research subject based on the facts that appear during the research which is continued based on existing theories. Data analysis is performed by data reduction, data presentation, and drawing conclusions or verification. The subjects of this research are the Village Head, Chair of the Village Consultative Body (BPD), UED-SP manager, Village Assistant, Community Leaders, and United Blessed UED-SP Members.The results of this study indicate that the existence of Village Government Management in the Savings and Loans Village Economic Business Program (UED-SP), should be able to improve the arrears that occur in the UED-SP Berkah Bersatu, but in reality this arrears still occur due to several factors namely weak leadership village head, inadequate facilities, low mindset of the community, and Weak Supervision from the village government, this is an inhibiting factor in carrying out the process of village government management in the implementation of the UED-SP Berkah Bersatu

Abstract

Village autonomy is genuine, unanimous and complete autonomy and is not a gift from the government. An independent village is an advanced village that has the ability to carry out village development to improve the quality of life and life as much as possible for welfare. The Village Government in the development of a tourist village is all the activities and efforts made to attract tourists, with an effort to provide tourism support facilities that aim to meet the needs of visiting tourists. This study aims to determine the development of the Koto Mesjid tourist village, XIII District of Koto Kampar by the Village Government in 2021. Then to determine the inhibiting factors in the development of the Koto Mesjid tourist village, XIII Koto Kampar District by the Village government in 2021. The research method used is a qualitative method by explaining the data descriptively. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. The informants in this study were village heads, BPD heads, heads of government, POKDARWIS, heads of Riau LPPM STP, Kampar Regency Culture and Tourism Office. The results of the research are that the role of the government of Koto Mesjid Village in the development of a tourist village in 2020-2021 has not gone well. The implementation of the development of a tourist village is based on Law Number 6 of 2014 concerning Villages and District Head Decree Number: Kpts/UPK-Destination/47 concerning the establishment of a Tourism Village in 2019. The Koto Mesjid Village Government in developing a tourism village is still not optimal in terms of infrastructure development, promotion, budget, utilization of natural resources and development of human resources. Abstract

This study aims to determine the implementation of the policy for imposing restrictions on community activities (PPKM) in the Sialangmunggu Village, as well as knowing the supporting factors for the implementation of the policy for imposing restrictions on community activities (PPKM) in the Sialangmunggu Village. This research is a descriptive research with a qualitative approach. Data was collected through interviews and documentation. PPKM activitives in Sialangmunggu Village include: setting operating housrs, limiting restaurant/stalls/cafes and other businesses, limitimg the capacity of places of worship and enforcing strict health protocols in public facilities and social activitives by implementing 5M. In the study, researchers used Edward III’s theory in Widodo (2010:96) there are 4 factors, namely: (1) communication, (2) resources, (3) disposition and (4) bureaucratic structure. This research can be concluded that the communication carried out by the kelurahan with RT/RW and the community has been going well, the resources used by the kelurahan in field implementation involve staff, namely village officials, Bhabinsa, Bhabinkatibmas, RT/RW and the community, the diposition in implementing PPKM activities is quite good and also the implementers of the policy deserve appreciation, the bureaucratic structure is determined by the village administration, namely Bhabinsa, Bhabinkatibmas, RT/RW, village officials and the community. Supporting factors in the implementation of the policy for restricting community activities(PPKM), namely 1. Availability of founds for PPKM and 2. Avaibility of resources. Abstract

The Village Community Empowerment Institute (LPMD) is a village institution established on the initiative of the community with the aim of being able to accommodate and convey the aspirations of the village community. The role of Village Community Empowerment Institution is as a container of community aspiration to assist the village head in the process of improving the quality of society through community empowerment and simplify the existing development process in the village. Law No. 6 Year 2014 on Village Article 94 paragraph 3 "Village empowerment of village community institutions that exist in assisting the implementation of the function of governance of the Village, the implementation of village development, community development Village, and empowerment of village communities. The Alahan Village Community Empowerment Institution has not performed its role as an institution that accommodates the aspirations of the community, besides LPMD Alahan has no program of activities so that they work unsuited tupoksi. This research was conducted in October 2017 until January 2018. The purpose of this research is to know the role of Alahan Village Community Empowerment Institution 2016. The method used in this research is descriptive qualitative method, where the researcher try to explain the role of Alahan Village Community Empowerment Institution in Development. Data collection techniques in this study is to use interviewing techniques and documentation. Based on interviews to all informants and based on supporting data and information obtained by the researcher. It can be concluded that the role of Alahan Village Community Empowerment Institution in Development is not going well, because the Village Community Empowerment Board does not understand its duties and functions, so that the implementation of empowerment and development activities is not implemented by Alahan Village Community Empowerment Institution. Abstract

This research is motivated by the issuance of Dumai Mayor Relegation No 15 of 2014 about Motor Car Testing and Motorized Emission Test of Motor Vehicle Disposal. Since the regulation was issued, in the implementation of the emission test policy regulated in the Mayor Regulation Dumai No. 15 of 2014 is still encountered various problems, especially on two-wheeled and four-wheeled vehicles. As the result of the information gained, public awareness of Dumai City on the implementation and emission test obligations on the two-wheels and four wheels is still low and there are still many motor vehicles that have not followed the emission test resulting in not achieving the established retribution targets. The purpose of this study is to determine the content of policies and inhibiting factors in the implementation of emission test policy on two-wheeled and four-wheeled vehicles in Dumai City in 2015 - 2016. The method used in this research is descriptive research with qualitative approach method. The type of research data is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Technical analysis of data used is descriptive qualitative data analysis. The results showed that the implementation of the emission test policy on twowheeled and four-wheeled vehicles has not been run in accordance with the contents of the regulations that should be the guidance of policy implementation by UPT. PKB and Dinas Perhubungan of Dumai City. The inhibiting factors in the implementation of emissions test on two-wheeled and four-wheeled vehicles are not yet firmly implemented policies, socialization has not been done optimally, weak of supervision by the Dumai City Council and there has been no public or private garage shop that became the implementer, so that in the implementation process becomes ineffective and inefficient. The right solution to overcome these problems is to improve the socialization effectively and improve coordination and communication between relevant implementing agencies, so that its implementation in accordance with what has been stated in the Dumai Mayor Relegation No 15 of 2014.
