Abstract

This Study entitled “Governmental In Development In New Mentawak Black Water District Sarolangun Jambi Province Years 2014-2015”. Govermental organizations in the form of mutual assistance society provide either labor or donations are very influential in the development process in the village of New Mentawak. However, the non-govermental level is only running in 2014, with a self-made one of the pillars of development in the New Mentawak Village. In 2015, the non-governmental level decreases, it is because after their village funds obtained by New Mentawak Village. Problems found in this study is a non-governmental tends to decrease, due to community empowerment by the village government is also not optimal. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used were interviews and secondary data analysis. While the source of the data used are primary data obtained from the study site in the form of research informants and further supported by secondary data. Based on the results of research conducted there are some findings that the villagers of the New Mentawak the process of self-help to development in the village of New Mentawak in 2014. However, the self-help level declined in 2015 due to the reliance by the Village Fund granted by the central government. While the government has also made efforts to improve the development process in the country, but not so optimal.Keyword : Village, New Mentawak Village, Development Village, Non-Governmental

Abstract

This study aims to analyze the Public Service in the Office of IntegratedServices Rokan Hilir (Case Study On Handling Business Permit). And to knowthe obstacles - obstacles or constraints on the Public Service in the Office ofIntegrated Services Rokan Hilir. Improved Infrastructure as a new district isabsolutely necessary. To support the program, the indispensable role of the privatesector because the private sector is also a supporting actor in the implementationof development regardless of the government in control, it will encourage newbusiness climate. The emergence of a variety of businesses - the business gets theattention of the Government, so that the business - the business community and berecognized by the local government. One of the forms of government recognitionis with the location permit (SITU).This research was conducted in Rokan Hilir, defined in this study as manyas 4 key informants KPT Head, Head of Administration, Economics andAdministration Section Chief and Section Head of Development and Welfare,while people who are taking care of and has been assigned to take care of as manyas 20 people each one with data collection derived from documentations and indepthinterviews to the informant. Once the data is collected and then analyzedusing qualitative descriptive analysis. It can be concluded from the lack ofavailability of good access from OPT Rokan Hilir is not available it means thatsuch a complete lack of waiting rooms and computers for employees to performthe work. To KPT must increase facilities and infrastructures so that people feelcomfortable in the care of the maintenance of location permit (SITU).Keyword : Public Service, SITU.

Abstract

Animals are not in a well maintained a syimpton of society in various regions and these phenomena polemical and losses for various parties, this phenomenon also accurs in Kuantan Singingi that has generated a lot of problems among which is a loss to society of road users due to animal cattle that roam the streets kingdom, causing an accident. The authors wanted to axamine further on monitoring and control of the wild animal husbandry depatement in Kuantan Singingi year 2012-103.Informant in this study is the administrative department of animal husbandry and civil service police unit Kab. Kuantan Singingi, members of Parliament KAb. Kuantan Singingi, as well as chairman of the advisory board of the institute adat Melayu Riau, and liverstock owners are determined by purposive according to research needs. This study aims to determine the cause of the ineffectiveness of supervision on animal husbandry department in Kuantan Singingi Wild Years 2012-2013.In this study, the authors used qualitative methods to analysis. Data collection techniques in this study is the observation and interviews, while the technical analysis of the data that is using a qualitative analysis, by analyzing the expression or records available or observed behavior. Qualitative analysis was performed on the data, in this case the qualitative data in the form of information, in the form of language prose description,then associated with other data to obtain clarity on the truth.Conclussions and control of animal wild by Kuantan Singingi district veterinary office is not running optimally, due to lack of facilities and infrastructure, and they also have not been able to curb roaming liverstock due ti the habits of the community malope tradition.Key Words : Control, Control, and Liverstock

Abstract

One of the basic government affairs that must be fulfilled by the Regional Government is public services in the field of education. In carrying out government affairs, it is not uncommon for the Regional Government to encounter problems in its implementation. The problem of education services occurs in 10 schools in 5 villages, the management of the ten schools is carried out by Rokan Hulu Regency while the school area is in the administrative area of the Kampar Regency Government. This study aims to determine the responsiveness of the Kampar Regency Government to education services in the Tapung Hulu District and to find out the impact caused by the school management authority that is not in accordance with the regional jurisdiction.               This study used a qualitative approach with descpriptive methods. Then the data collection techniques used were interviews, observation, and documentation. While the data analysis technique is done by collecting information through interviews, data reduction and data presentation.               The results showed that the responsiveness of the Kampar Regency government to education services in the District of Tapung Hulu by coordinating with the central government on educational issues related to the authority of the ten schools, then budgeting for the procurement of furniture for 10 schools in the APBD-P2020, then taking action by the Kampar district government by assigning teachers a teaching honorarium for the tenth school. As for the impact caused by the problems in school management, namely: the existence of two versions of teachers in one school, student guardians' anxiety and confusion regarding the legality of their child's certificate, and the constrained teacher certification process. Keyword : Response to complaints, Satisfication in education service, Impact of school management.

Abstract

This study is entitled "The Implementation of the Elimination of Assets / Regional Assets in the Riau Province Regional Secretariat in 2017" This research is motivated by the existence of Regulation of the Minister of Home Affairs No. 19 of 2016 concerning Guidelines for the Management of Regional Assets and Regional Regulations of Riau Province No. 2 of 2013 concerning Management of Regional Property. The formulation of the problem in this study is "Why Has Never Happened the Implementation of the Elimination of Regional Assets / Property in the Riau Province Regional Secretariat in 2017?". The method used in this study is a qualitative method that explains data descriptively. Data collection techniques used were interviews and documentation. While the data source used is primary data obtained from the research location in the form of research informants and subsequently supported by secondary data in the form of documents. The results of this study indicate the condition of Regional Assets / Properties in the Riau Province Regional Secretariat has experienced excess capacity in the storage warehouse. There are 2120 (two thousand and two hundred and twenty) assets / property that are heavily damaged that have not been written off from the Inventory List of Goods belonging to the Riau Province Regional Secretariat so that destruction cannot be carried out and 2 (two) Regional Assets / Properties in the form of Operational Service Vehicles it is proposed to be eliminated through auction and annihilation, and 2 (two) Regional Assets / Assets in the form of buildings and buildings located in the governor's residence complex with Severely Damaged conditions and it is proposed to be eliminated through auction and annihilation. There are obstacles in the Implementation of the Elimination of Assets / Regional Property in the Regional Secretariat of Riau Province in 2017 in the form of the length of the stages of the process of eliminating Regional Assets / Property and the non-maximum evaluation and sale of Regional Assets / Property in the Badan Pengelola Keuangan dan Aset Daerah (BPKAD) of the Province Riau which results in theft and depreciation of the value of Regional Assets / Properties.  Keywords: Implementation, Write Off, Regional Assets / Regional Property

Abstract

The study is titled Implementation of Pekanbaru City Regulation No. 10 of 2006 Section 18 On Obligations Making Infiltration wells in East Sidomulyo . This study aimed to determine the implementation of the regulation -making depot absorption wells by drinking water that is in the East Village Sidomulyo . Policy theory , implementation , and monitoring is a cornerstone in the study . In terms of data collection techniques the author uses interviews with people who have the information and involvement in Pekanbaru City Regulation No. 10 of 2006 Section 18 On Obligations Making Infiltration wells in East Sidomulyo . The method used in this research is descriptive method of analysis with a qualitative approach that seeks to analyze the problems that arise in the field and tried to describe it well.According to Law No 7/2004 on Water Resources , water resources management is an effort to plan , implement, monitor , and evaluate the implementation of the conservation of water resources , efficient use of water resources , and control of the destructive force of water . With reference to the Law No. . 7/2004 of the Pekanbaru city government issued a regulation in 2006 at number 10 on the Utilization of Water Resources and Infiltration wells . It is intended to comply with the Act and at the same time keeping the water availability in the future . In Article 18, discussed about the obligation for employers to make water absorption wells or building certain criteria .Based on the results of the study authors , explained first , that the Government has implemented socialized Pekanbaru , emphasis and oversight by both the city of Pekanbaru ckup No. 10 of 2006, Article 18 . Second , implementation of Pekanbaru No. 10 of 2006 Section 18 in East Sidomulyo generous nature has been running quite well , although there are still those who do not comply with the regulation . Disobedience is due to the persistence of understandings of society that considers water resources will not be exhausted until whenever , and they feel the government is too busy with emphasis on the rules in almost every field . But this understanding of just a handful of people who need to be given further explanation by the local government or the government of Pekanbaru .Keywords: policy, implementation, and monitoring

Abstract

This study aimed (1) to find out why the emergence of demands Balance fund and the Regional Financial Center in the form of profit sharing fund (DBH) of oil palm sub-sector. The study also aimed (2) to determine the basis for determining why there needs to be funding the Central and Regional Financial Balance of oil palm sub-sector. In addition, this study also aims. (3) To know how the implementation of the financial balance between the Central Government and the Local Government sub-sector of oil palm plantations located in Riau Province.This study is a qualitative research, the data collection techniques in this research is descriptive analysis. This study uses the documentation and interview with key informants as an object of information that aims to achieve the goal in order to obtain the information in the study. Data used in this study are primary data and secondary data obtained through documentation, and interviews with key informants in this study.The results showed that (1) the motivation of Riau Province to obtain DBH of CPO export duties is, a sense of injustice, in the distribution management of state revenues, especially from sectors this CPO export tax. (2) By adopting the sixth fiscal transfer eligibility criteria commonly used by many countries in the world. namely, otonomi (Autonomy), penerimaan yang memadai (revenue adequacy), keadilan (equity), Transparansi dan stabilitas (transparance and stability), sederhana (simplicity) dan insentif (incentif),, then the state's revenue from export tax for CPO worthy been distributed. (3) since the implementation of the financial balance of the sub-sectors of oil palm plantations, has not reflected the sense of justice of the area.Keywords: balancing funds, revenue-sharing (DBH), fiscal transfers, sub-sector oil palm plantations, CPO export duties.

Abstract

The Village Community Empowerment Institute (LPMD) is a village institution established on the initiative of the community with the aim of being able to accommodate and convey the aspirations of the village community. The role of Village Community Empowerment Institution is as a container of community aspiration to assist the village head in the process of improving the quality of society through community empowerment and simplify the existing development process in the village. Law No. 6 Year 2014 on Village Article 94 paragraph 3 "Village empowerment of village community institutions that exist in assisting the implementation of the function of governance of the Village, the implementation of village development, community development Village, and empowerment of village communities. The Alahan Village Community Empowerment Institution has not performed its role as an institution that accommodates the aspirations of the community, besides LPMD Alahan has no program of activities so that they work unsuited tupoksi. This research was conducted in October 2017 until January 2018. The purpose of this research is to know the role of Alahan Village Community Empowerment Institution 2016. The method used in this research is descriptive qualitative method, where the researcher try to explain the role of Alahan Village Community Empowerment Institution in Development. Data collection techniques in this study is to use interviewing techniques and documentation. Based on interviews to all informants and based on supporting data and information obtained by the researcher. It can be concluded that the role of Alahan Village Community Empowerment Institution in Development is not going well, because the Village Community Empowerment Board does not understand its duties and functions, so that the implementation of empowerment and development activities is not implemented by Alahan Village Community Empowerment Institution. Abstract

The purpose of the study to analyze and find out how much the level of education related to the political participation of the people in the general election of President and Vice President in 2014. The research problems are How Relationships level of education and political participation in the election of President and Vice President in the District Senapelan Pekanbaru 2014. the type of research used in this research is descriptive with quantitative approach. The data source consists of primary data from respondents beasal primary level a number of 48 respondents, 17 respondents secondary education, higher education amount to 35 respondents and secondary data. The sampling method used Taro Yamane formula and obtained a total sample of 100 respondents . Technical analysis of the data used is the Chi-Square Analysis (x2), crosstab, and hypothesis testing. The results of this study showed that low levels of education dominated the partition of politics , after the chi-square test using SPSS there is no correlation level of education and political participation in District Senapelan Pekanbaru On elections of President and Vice President in 2014 and concluded that the level of education low can affect the height of political participation, vice versa. It is based on the categorization results that generate less educated people , in the category of high political participation relationship , which amounted to 57.1 % . An educated community medium , in the category of most low political participation , which amounted to 17.5 % . A highly educated society , in the category of political participation was as high as 25.4% . Regarding the relationship between the level of education to political participation occurred in Senapelan District entered into there was no correlation with the level of political participation of higher education in the District Senapelan City Pekanabaru the election of President and Vice President in 2014 based on the results of the calculation of the chi -square test using SPSS with value r of 0.330 ( 2 , N = 100 ) = 2.216 ; p > 0.05 ) . Abstract

The presidential election is one from of political participation as the embodiment of the people’s sovereignty, because at the time of the election that the people are the most important decisive for the political process in the regional by voting directly, in the selection process are voters also affect participation in determining the process presidential election. The problems of this research how do the starter voters political participation at presidential election in district saber bengklis year 2014 and what are the factors enabling and constraining political participation of voters in the presidential election in the district saber bengkalis district in 2014. This study aims to determine the from political participation of voters and determine the factors enabling and constraining political participation of voter in the presidential election in district saber Bengkalis 2014. The research approach used in this study is a qualitative approach to the type of data used primary data and secondary data obtained from the data source document and research informants. The data collection isi done by field studies such as observastion, interviews, documentation and literature and then analyzed in a descriptive way to provide an overview of the research results. The results of this study indicate that the from of participation voters in the district saber has been running well visible from its enthusiastic voters in the from of participation voting (voting), because voters in this own awareness and curiosty year to participate in determining its leader, but activities such as campaigns and join political parties still less because several factors such as the bustly of everyday life, feelings of inadequacy, and the prohibition of the family.Keywords : Political Participation, Voter starters, The Presidential Election
