Abstract

This research entitled "Supervision of the Education Office on Performance of Early Childhood Education Observers in Rokan Hulu in 2017" This research was motivated by the existence of Ministerial Regulation Number 20 of 2003 concerning the supervisory functional position system which explained that the supervisor is an education staff whose main task is to carry out quality control and evaluation activities the impact of the PAUD program. The formulation of the problem in this study is "How is the supervision of the education office on the performance of PAUD inspectors in the rokan hulu in 2017". The method used in this study is a qualitative method that describes data descriptively. Data collection techniques used were interviews, observation and documentation. While the data sources used are primary data obtained from the location of the study in the form of research informants and subsequently supported by secondary data in the form of data documents. The results of this study indicate that the results of the inspector's performance at the Rokan Hulu district education office must be increased again because there are still many things that make it difficult for PAUD institutions to develop their institutions and the constraints posed by the Rokan Hulu education department are that there are still many PAUDs that are not optimally developed. In carrying out their duties and evaluating the performance of inspectors from upstream education services, training is carried out to develop performance. Abstract

This research entitled "the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the tambang district of Kampar District in 2016-2018" This research was motivated by the existence of Minister of Home Affairs regulation number 39 of 2010 concerning village owned enterprises in Article 1 paragraph 6 , which states that village owned enterprises are village businesses formed / established by village governments whose capital ownership and management is carried out by village governments and communities. As for the formulation of the problem in this study is "how is the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the Tambang District of Kampar District in 2016-2018”. The method used in this study is a qualitative method that describes data descriptively. Data collection techniques used were interviews and documentation. whereas, the source of the data used is the primary data obtained from the location of the study in the form of research informants and subsequently supported by secondary data in the form of data documents. The results of this study indicate that the condition of BUM Desa Tarai Bangun Village has been running in accordance with the purpose of forming BUM Desa and has been able to help in contributing Village Original Revenue. In the village of Parit Baru it has been running according to the purpose of forming BUM Desa and has not been able to contribute Village Original Income. However, there are still obstacles in the management of BUM Desa Bangun and Parit Baru Villages, such as the types of businesses that are run are still limited, limited human resources that manage BUM Desa and low community participation in their low knowledge.Keywords: BUM Desa, Community Managers, BUM Desa Business Units

Abstract

Regional Tax is one of the most important revenue for the Region, and Regional Tax also aims to increase prosperity and prosperity of the people of the region. The purpose of this study is to provide an overview of the intensification of advertisement tax collection in the District Revenue Service (DISPENDA) Indragiri Hulu. And to find out how far the contribution of advertisement tax to PAD in Indragiri Hulu regency.To achieve the purpose of this study, the type of research used is descriptive qualitative ie to provide a clear picture of the problems studied, interpret and explain the data systematically on the Revenue Service The area (DISPENDA) of Indragiri Hulu Regency with the research approach used is qualitative, that is to interview the respondent which contains questions about matters relating to the research problem. To measure the intensification of advertisement tax collecting is to see the level of taxpayer compliance as measured through the juridical aspect and psychological aspects. Juridical aspects consist of WP registration, SPOP reporting, tax calculation and tax payments. Psychological aspect consists of Counseling, Services, Inspection, Collection and Supervision. From the result of research indicate that intensification of advertisement taxation at Local Revenue Service (DISPENDA) of Indragiri Hulu Regency has been running well enough, or in other words intensification of tax bill advertisement run quite effective because every year there is an increase of tax payer by Taxpayer and obligatory amount the tax increases every year. Increased tax revenue is one indication of the increase in awareness of Taxpayers. But let the intensification can be improved for the purpose of the organization that is to increase tax revenue can be met. Then the contribution of advertisement tax to PAD in Indragiri Hulu regency is potential to be improved because the level of advertisement advertisement tax revenue every year is good because the trend is increasing as well as the increasing number of objects of advertisement tax which can still continue to be improved. Abstract

The research present describe the efecitivity use of income and outcome budgeting of Bengkalis Regency in 2011. Bengkalis Regency are one of Regency that have a highest income and outcome budgeting in Riau Province. Income of bengkalis still 2007-2011 has increase from Rp.112.355.796.050 be a Rp. 214.155.303.000. Composition income Bengkalis Regency still 6 years ago dominated from income transfer from central government Rp. 1.681.885.529.187 in 2007 and increase in 2012 be Rp. 3.210.456.010.424The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Bengkalis Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of Regencu Bengkalis, Chief of Social Bengkalis Regency, and House of Representatives Bengkalis Regency.The conclution of this research are income and outcome budgeting of Bengkalis Regency in 2011 to poverty programme have done in some unit society, likes: educations, healths, social protects, public facility. And effectivity of use income and outcome budgeting of Bengkalis Regency untill now not effectively. Its cause income and outcome budgeting of Bengkalis Regency untill 2013 most of used to outcome government and capital outcome.Keywords: effectivity, budget, income and poverty.

Abstract

Village funds are budgets earmarked for villages that are transferred through the district/city APBD to finance governance, development, community empowerment, and society. Village funds are a source of village income that has the highest nominal amount when compared to other village income. So village funds must be disbursed quickly so that the village government can run its government properly.This study aims to determine how the role of the local government in accelerating the process of distributing village funds in Kampar Regency in 2018 and to find out what causes the delay in the village fund distribution process and the impact of the delay in the distribution of village funds in Kampar Regency in 2018. The research location was conducted in Kampar Regency. which is precisely at the office of the Community Empowerment Agency and the Village of Kampar Regency, as well as at the DPRD Kampar Regency office, as well as in the three villages in Kampar Regency. Furthermore, data collection techniques are carried out by interview and documentation.The result of this research is that the role of the Kampar Regional Government or the Village and Community Empowerment Service to accelerate the distribution of village funds is not optimal. This is due to several factors, such as the slow completion of the requirements for village fund distribution, and a lack of guidance, mobilization and supervision due to the number of resources that are not comparable to the number of village areas in Kampar District. Keywords: Acceleration, Distribution, Village Fund

Abstract

The purpose of this study was to determine the performance of village officials in the implementation of the Poor Rice Program (Raskin) in Tanjung Gading Village, Pasir Penyu Subdistrict, Indragiri Hulu Regency in 2016 and to describe what factors influence the performance of the village officials in the implementation of the Poor Rice Program (Raskin) in Tanjung Gading Village Pasir Penyu Subdistrict, Indragiri Hulu Regency in 2016. To measure the performance of the village officials in the implementation of the Raskin program, three indicators were used, namely Effectiveness, Responsiveness and Accountability.The research method used is descriptive qualitative. The data sources include primary data that is done through interviews to the source of data sought using purposive sampling techniques. In addition to primary data is also supported by secondary data obtained from documents and documentation relating to the research theme.Based on the results of the study, it can be seen from the three focuses of this study that the performance of the Village Government in the Poor Rice Program (Raskin) is not yet optimal in Tanjung Gading Village, Pasir Penyu District, Indragiri Hulu Regency in 2016. Furthermore, factors affecting the performance of the Village officials in the implementation of the Raskin program other than internal factors and external factors.Keyword: Effectiveness, Performance, Raskin Program

Government of Agriculture has a program BLBU. In this research how to make the simple of agriculture of sand and land of the other in Medan City. As a student and research the simple of agriculture giving some reason to lay them publik of interst. The agriculture not giving to them. Abstract

In the management of fixed assets (Regional Property) should be made a thorough work plan as well as the existence of a working mechanism in order to achieve the objectives of the organization concerned to the fullest. Problems in how the problem of research formulated Regional Property management impacts on the performance of the District Education Office in Kepulauan Meranti Year 2015-2016. The purpose of this study was to determine the effects of management on the performance of Regional Property Office of Education in Kepulauan Meranti Regency Year 2015-2016. This study used a descriptive approach with qualitative methods. This research is located in the Department of Education and Culture Meranti Islands District. The informants are people who provide information and conditions related to the research problem that staff at the Department of Education and Culture Meranti Islands District. Data collection techniques used were observation, interviews and documentation. Data analysis using descriptive methods.The results of this study can be concluded that the Regional Property management on the performance of the District Education Office in Kepulauan Meranti Year 2015-2016 a significant impact on performance, because there are a couple of cycles of Property Management Areas that have not been going well. Efforts Department of Education and Culture Meranti Islands regency to overcome the obstacles of human resources inadequate and poorly maximum auxiliary board items inside the asset management area, is conducting technological guidance regarding the management of local goods. Abstract

This study aimed to describe factors related to the cause of Victory pair Syamsuar-Alfedri in District Tualang in local elections Siak Year 2015. The figure Syamsuar-Alfedri considered a decent figure was boosted primarily in the District Tualang, proven leadership of one period of their own many programs running felt that touch directly to the public.The problem in this research is the causative factors Is Victory pair Syamsuar-Alfedri in District Tualang in Siak regency elections in 2015. The results of this study are Syamsuar-Alfedri the Regent Siak who served one year period ie 2011 to 2016 that is running very well the previous Government, namely intelligence, social relationships, motivation and encouragement of achievement. With his ability, he was able to bring Siak Regency was named the New Autonomous Region (DOB) best in Indonesia, factor underlying improvement in the economy has Syamsuar-Afedri regents victory in District Tualang. Abstract

Implications Allocation village to village institutions in villages west Perawang went well and smoothly it can be seen from the preparation of the Village Fund Allocation in Kampung West Perawang Siak which involve the village in its deliberations.However, achievement of goals Village Fund Allocation has not been optimal.It can be seen from achieving goals Alokasi Dana Desa (ADD), namely the increasing ability of civil society in the village in the planning, implementation and control of development and encourage increased participation of non-governmental mutual aid society.spirasi of village institutions and the public more and more and more also in need of funds.Allocating funds in Kampung Desa Perawang Barat Siak 30% for refreshment village and 70% for development and empowerment of village communities.From the data distribution Alokasi Dana Desa (ADD) Kampung Perawang Barat Siak Rp 2,383,300,000.00 and allocation of village funds for village institutions amounted to 2.79%.This shows the lack of allocation of funds in order to improve institutional Village.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.From the results of research on the implications of the allocation of funds to institutional hometown village in the west of the village Perawang human resources executive revealed uneven skill levels, meaning that their education is so low that affect their ability to identify and resolve problems quickly.So that can affect the performance of the institutional Village.However, this does not affect the implementation of ADD because they have the ability to mobilize the community.While the results of the research support facility revealed that the research results indicate support infrastructure pagedung Beru, motorcycles and ATK.Likewise for communities to provide support for the implementation of ADD through labor and materials.Keywords: ADD, Institutional, Kampung Perawang Barat.
