Abstract

This research is motivated by Act No. 25 of 2004 on the National Development Planning system. Then followed the Law No. 20 of 2011 on the Flats. The problems in the implementation of development Rusunawa Pekanbaru city because the city has the problem of slums and urban spatial planning issues, so that the city government is based on real conditions in the field to submit a proposal to the central government in order Rusunawa development. The process of construction of rental flats are finished but until now have not been able to the public housing buildings inhabited, it is in because the central government had not occupy the contents of the draft agreement in the public housing development agreement, which explained that if the delivery of public housing construction is completed, the building is handed over kepemerintah center in conjunction with a budget that has been agreed, but after the construction is completed rusunawa occupy the central government can not draft the agreement so that the private sector can not be handed over to the central government.Based on the analysis and observation in the field can be concluded that the synergy of the central government, local government, private sector and communities to the development of a simple flat rental (public housing) in the city of Pekanbaru (case study in the district Tenayan highway) is not maximized carried. While the factors that inhibit synergy central government, local government, private sector and communities to the development of a simple flat rental (public housing) in the city of Pekanbaru (case study in the district Tenayan highway) is a system of central government funding, weak local government resources humans, whereas the private sector constraints in terms of building public housing handover with the central government.Keywords: Synergy, Development, Rusunawa

Abstract

PPDB zoning system is enforced in all cities in Indonesia, one of which is Pekanbaru City, Riau Province. PPDB is a school agenda that takes place every year and is guided by policy regulations set by the Government. Every year the implementation of PPDB causes different polemics according to the circumstances of each region. Enduring problems such as the lack of group numbers are the main cause of the unsuccessful implementation of PPDB at the SMA Negeri Pekanbaru City level. The purpose of the zoning system in implementing PPDB is to equal access to education services based on the principles of objectivity, transparency, accountability, and justice or non-discrimination. The research objective was to determine the evaluation of zoning system policies on PPDB in public high schools in Pekanbaru City which was carried out by the Riau Provincial Education Office based on 6 indicators of policy evaluation from William Dunn, namely effectiveness, efficiency, adequacy, fairness, responsiveness and accuracy.             The research method used in this research is descriptive research method with a qualitative approach. Data collection techniques through interviews, observation, and documentation study. The problem examined in this study is the PPDB policy of the zoning system in Pekanbaru City Public Senior High School which is carried out by the Riau Provincial Education Office based on the Riau Governor Regulation and the Regulation of the Ministry of Education and Culture of the Republic of Indonesia.             The results of this study indicate that the zoning system policy in Pekanbaru City is still not running according to its objectives, namely equal access to education services when viewed from the six indicators of policy evaluation. However, it has been implemented in accordance with policy principles, namely objective, transparent and accountable, but it is not just. This policy also has impacts that are expected and that are not as well as those that can be felt now and in the future. The hope in the future is that equal distribution of education quality can be realized immediately.  Keywords: Reflection, Zoning System Policy, Equitable Access to Education Services

Abstract

This study was conducted with the aim to determine what factors affect the decrease in revenue at the Regional Company of Natuna Regency in 2012-2014. The problem in this research is the Regional Company has not been able to contribute optimally to increase PAD. While Natuna Regency has the potential of supporting natural resources to increase PAD. This research uses descriptive analysis method by using qualitative approach. This research is located in Natuna Regency Regional Company. Informants of this study are people who provide information relating to research problems. Data collection techniques used are Observation, interview, and documentation. Regional Company hereinafter referred to as Perusda is a Company which is part or all of the capital owned is owned by the Regional Government, whether derived from separated regional wealth or from APBD, which is managed with the capital wholly or in large part is the result of separated wealth. Regional Company of Natuna Regency is a regional business entity domiciled in Kota Ranai Natuna Regency, established based on Natuna Regency Regulation Number 2 Year 2004. Regional Company is engaged in the business of electricity subsidy, general trading business and services, and others. The Regional Company of Natuna Regency has enough natural resources potential to be developed. The causes of local companies have not been able to contribute in increasing the PAD are: (A) Stagnation Regional Business Field Company, The impact of stagnation of business activities Regional Company is the decline in corporate earnings. (B) The Dilemma of Regional Enterprise Management, Regional Company Management is faced with a difficult problem (dilemma) between applying professionalism with unhealthy organizational conditions. (C) Peruda's supervisory control, the weakness of the supervisory body actually occurs due to the lack of attention of supervisory bodies to the way of perusda. Abstract

Supervision of Internet cafes were conducted by the Department of Transportation, Communication and Information Pekanbaru is a reference of Regional Regulation Pekanbaru No. 7 of 2000, on license business premises and supervision of internet cafes which regulate Internet cafes that violates the kententuan formulated by the government by the Department of Transportation Communication and Information Pekanbaru. But the fact of internet cafes in the city of Pekanbaru are still many who violate the provisions that have been set because there are many internet cafes that use barriers are high, yet block sites pornography, and gambling, and many were found internet cafes which does not have a business license. Study of the phenomenon, the problem in this research is how the supervision of internet cafes in the city of Pekanbaru and the factors that influence the supervision of internet cafes in the city of Pekanbaru. This study refers to the theoretical concept Sukanto, where effective monitoring contains elements for standard or measure, an assessment of the work or conduct assessments and corrective action against the irregularities that occurred. This research is a descriptive study, in which the author presents and describes how surveillance of internet cafes in the city of Pekanbaru, especially in Sub Tampan. And to know the factors that affect the supervision of the internet cafes. The technique of collecting data is to interview and that menjdi key informant is a team supervision, cafe owners and community leaders. Results of the study found that pngawasan shop intenet in Pekanbaru especially in District Charming in the state is not good because there are still many warumg internet which has a barrier that is not in accordance with, and still finding internet cafes are not blocked situ-site pornography and gambling, and there are still many internet cafes that do not have a place of business license. The factors that affect the supervision of internet cafes in the city of Pekanbaru, especially in Sub Tampan are factors of human resources is still low level of education officer oversight and insufficient number of officers monitoring the field whose job is to monitor and record violations internet cafes, actor funds which is still a lack of cost to socialize. Abstract

The regency is a division Kampar, which was established by Act No. 53 of 1999. Initially composed of four sub-district. Subdistrict Pangkalan Kerinci is the capital of Pelalawan. Basically the success of an election is determined by several things these include the voter, which is one characteristic of a democratic government that is a government based on community participation.The concept of the theory that researchers use is participation. said participation comes from the word to Participate, which can be interpreted to participate. According Tosun participation can create community, the various activities, both local and national scale. Participation means participation of a person or group of people in the development process in the form of a statement.This study uses qualitative research methods with an assessment of descriptive data. In collecting the data, researchers use interviewing techniques, observation and studikepustakaan. By using key informants and informant as a supplementary source of information.The results of this study indicate that factors affecting the low turnout in the election of the Regent and Vice Regent in the District of Pangkalan Kerinci Pelalawan are technical factors, employment, socialization, administrative factors and political factors.Keywords: Causes Low Voter Participation

Abstract

Particulary in the list of elected candidates for the Regional Representatives Council (DPRD) of Riau Province in the general election in 2014 of people the winner of member Regional Representatives Council (DPRD) in numeric 1 is 39 people or 60%.. How Political Orientation Voters Choose Number 1 in the General Election of the Regional Representatives Council (DPRD) of Riau Province Year 2014 (Case Study of Electoral District of Riau II) ?. Purposes to know Political Orientation Voters Choose Number 1 in the General Election of the Regional Representatives Council (DPRD) of Riau Province Year 2014 (Case Study of Electoral District of Riau II). Research methods quantitative menthods. The research location in Kampar regency. Sampling probality sampling methods. Sources of primary data in the form of questionnaires and secondary data sources. Conclusion voter serial number 1 in the general election members of the Regional Representatives Council (DPRD) of Riau Province in 2014 are likely to see figures/candidate than the serial number of the figure/candidates. It can be seen from the results of the questionnaire as many as 50 respondents or 48,08% who agreed and 33 respondents or 31,73% that states could not agree in selecting candidates see figure/candidate, elector number 1 in the general election members of the Regional Representatives Council (DPRD) of Riau Province in 2014 either choose based on serial numbers and look at the figures /candidates have a tendency to political orientation positively are : based on common religion professed by candidates with voters (political orientation affective), based once candidates meeting/face to face with voters (political orientation affective), based on the program. Abstract

The quality of public services is one of the benchmarks in assessing the success of the bureaucratic reform program implemented by the government. In other words, public service and bureaucratic reform are two things that cannot be separated. In this case, the one with the most authority to assess and supervise this public service is the Ombudsman of the Republic of Indonesia. The Ombusdman is not only at the central level, but there is also an Ombudsman for regional representatives.The background of this research is maladministration problems in the area, especially Pekanbaru Riau, so that the Ombudsman of the Republic of Indonesia Representatives of Riau Province can provide solutions for improving public services whether it is in accordance with the Main Duties of Function (Tupoksi) in Law Number 37 of 2008. This research uses the method descriptive with the type of qualitative research. The scope of the author's research is the implementation of the Ombudsman's duties in receiving reports on suspected maladministration, by using the functions of planning, organizing, mobilizing and supervising reports examining, following up, carrying out investigations. This is an effort to prevent maladministration. The types of data used in this study are primary data with documentation interviews with informants and secondary data obtained from laws and regulations.The results show that the Ombudsman Representative of Riau Province as a public service monitor and has carried out tasks in accordance with the main tasks and functions that have been stipulated in Government Regulation Number 21 of 2011 concerning formation, there are several obstacles, namely a lack of human resources, and a lack of budget. This research is to develop a theory of government management to strengthen the discussion of the implementation of the Ombudsman's duties and can provide input, ideas for Ombudsman representatives in Riau.

A political party is an organized group, whose members have orientation, values and ideals are the same. Political Recruitment is the process by which individuals enroll warrant or to occupy a position. Recruitment is a two way process , and its nature can be formal or informal. Recruitment candidates are strongly associated with the selection of leadership, both internal party leadership and the broader national leadership.The coalition formation occurs at the end of the second second, at which time the Indonesian Democratic Party of Struggle has not determined what his choice would form a coalition with the party. At the end of the second second official register at the County Election Commission on Wednesday, May 29, 2013 on Pekanbaru.Lukman Edy is a young political leaders who have served at the level of the House of Representatives (DPR RI) 2 Riau electoral district , has held a strategic position in the CBA , the Secretary-General (Secretary General) and the position of Minister of Rural Development. Because there are many mining activities are carried out not in accordance with the provisions in force at the time get a mining license in the District of Karimun. Granite.The purpose of this study was to determine the mechanism of supervision conducted by the government of Karimun Regency on granite mining business and knowing the obstacles that cause lack of oversight conducted by the Department of mines and Energy Informants in this study is the Head of Mining and Energy Karimun, Legislators Karimun Regency, Head of Supervision and Control, Menagers Operations PT Kawasan Dynamics Harmonitama, Secretary of the Environment Agency Karimun and society, Data Collection Techniques with interviews to determine the extent of oversight Against Mining and Energy Mining Granite. Qualitative data analysis technique that is performed on the data, in this case the qualitative data in the form of information, a description in the form of prose language other then linked to the data to obtain clarity on the truth.Results from this study, Monitoring the Department of Mines and Energy Karimun against the mining of granite have been implemented in accordance with existing conduct surveillance, then the next factor less accuracy officer at the time oversight and lack of firmness sanctions applied so as not to make the miners fear or deterrent.Keywords : Control, the Department of Mines and Energy, Business

Abstract

This study aims to determine the cause of the decline in retribution permit interference, especially in the city of Pekanbaru, especially in the District Charming. The number of businesses which do not deal with this permit, both new and renewal becomes impairment of retribution permit the interruption disampaing other problems. This study uses the theory of authority (authority) and qualitative research methods with data analysis desktriptif. This study shows that first, the decline retribution permit interference in District Charming terms of public response due to low participation and awareness in the processing of business permits that include permission interference. Second, the behavior of bureaucratic apparatus which is less responsive and accountable is also a problem that retribution menurun.Ketiga nuisance permit, the Government in both political authority, control and enforcement is not working optimally and impressed not only focus on the business license with large-scale disturbances.Keywords: Policies, Licensing, levies, Authority
