Abstract

The government intervenes in a policy, especially in the public service sector. One of the government's interventions can be realized from the attitude of leadership in providing emergency services. Public services with emergency handling are needed by the community. For example, in Probolinggo City there is a call 112 Probolinggo City. In fact, this service is contained in the emergency call policy with NTPD 112 Probolinggo City. So the authors conducted in-depth research to find out and analyze the effect of transactional leadership on the quality of call 112 services in Probolinggo City and strengthened by the quality of emergency handling policies in Probolinggo City. This research applies quantitative research which is oriented towards theoretical variables by processing numbers followed by analysis. Collecting data with questionnaires, interviews, direct observation, and other documentation. The operational definition of variables in this research is the dependent variable, namely transactional leadership (X). The independent variable is service quality (Y). While the moderating variable is the quality of policy (Z). This research shows that transactional leadership has a direct, positive and significant influence on the quality of call 112 services in Probolinggo City. Coupled with the quality of the policy being able to moderate transactional leadership on the quality of call service 112 Probolinggo City. Kata kunci: policy; emergency; leadership; service; 112

Abstract

Pemerintah wajib membentuk kebijakan berkualitas. Kebijakan yang berkualitas dapat diterapkan melalui upaya pengukuran kualitas kebijakan secara berkala. Hal ini tertuang Surat Edaran Nomor 4/K.1/HKM.02.3/2019 tentang Pengukuran Kualitas Kebijakan. Pengukuran kebijakan berkualitas juga perlu diterapkan pada bentuk kebijakan pemerintah daerah. Salah satunya adalah pada kebijakan pelayanan nomor tunggal panggilan darurat 112 di Kota Probolinggo. Tujuannya adalah untuk mengetahui kebijakan pelayanan nomor tunggal panggilan darurat 112 di Kota Probolinggo sebagai pemenuhan kebutuhan dasar masyarakat Kota Probolinggo dan untuk mengetahui kualitas kebijakan penyelenggaraan kebijakan pelayanan nomor tunggal panggilan darurat 112 di Kota Probolinggo. Penelitian ini menerapkan kualitatif deskriptif. Kajian ini menggunakan dimensi Indeks Kualitas Kebijakan, meliputi: Perencanaan kebijakan, yaitu agenda setting dan formulasi kebijakan; dan Pelaksanaan kebijakan, yaitu implementasi kebijakan dan evaluasi kebijakan. Sampel diambil 4 kebijakan dari 11 kebijakan yang ada dan menunjukkan bahwa kebijakan NTPD 112 Kota Probolinggo tergolong kebijakan berkualitas. Keempat kebijakan diukur dari proses perencanaan kebijakan seperti agenda setting dan formulasi kebijakan serta proses pelaksanaan seperti implementasi dan evaluasi kebijakan.

Abstract

The pandemic period impacts every sector, including the education sector, which applies online learning. Right in 2021, the government will implement innovations in the teaching and learning system. Renewal of learning with Flipped Classroom Techniques at Face-to-Face Meetings in Turns. Of course, this renewal makes optimal use of the use of technology. The school that applies this technique is the Taman Dewasa Junior High School in Probolinggo City. This learning program is fairly new to be implemented in schools and is only known by students. So that its implementation needs to be monitored and assessed to improve the quality of services in the field of education, especially the Flipped Classroom program. The researcher conducted SKM research within the scope of the Taman Dewasa Junior High School in Probolinggo City. The method used is descriptive quantitative. Orientation of the instrument with observations and interviews in the form of a questionnaire via google form which was distributed to students of SMP Taman Dewasa Probolinggo City. There are 43 questions that describe 9 elements of public service. So that it can be seen the assessment of the SKM by students on the implementation of education services at the Taman Dewasa Junior High School in Probolinggo City. The results of the assessment indicate student satisfaction with the status of "agree" to good grades at school. In general, the level of student satisfaction related to learning with the flipped classroom technique at face-to-face meetings in rotation at the Taman Dewasa Junior High School in Probolinggo City is 75.55175. The quality of service is good by showing the SKM status in the "Agree" statement.

Abstract

Indonesia dikenal dengan identitas keragaman budaya. Salah satu bentuk budaya Indonesia yang tampak dan terkenal adalah batik. Bahkan di setiap wilayah memiliki karakteristik motif batik. Motif batik mulai dari kontemporer dan motif batik kuno. Termasuk di Kota Probolinggo, terdapat batik dengan motif kontemporer dan motif batik kuno. Motif batik kuno khas Kota Probolinggo awalnya tidak dikenal, akan tetapi sejak temuan di museum Belanda dan keberhasilan identifikasi serta dilakukan duplikasi sebanyak 28 motif batik. Riset ini bertujuan melakukan analisis aspek-aspek estetika terhadap motif-motif batik kuno khas Kota Probolinggo. Riset ini menerapkan metode deskriptif kualitatif dengan model eksploratif. Sumber data primer adalah “Batik Kuno Kota Probolinggo”. Sumber pendukung penelitian berasal dari jurnal ilmiah, buku, dan kajian pustaka lainnya. Analisis mendalamditerapkan pada 8 motif batik kuno Kota Probolinggo dari 28 total keseluruhan motif batik yang berhasil diduplikasi. Hasil analisis menunjukkan estetika dalam motif batik kuno khas Kota Probolinggo sebanyak 8 motif batik yang sudah dipilih, meliputi Batik Kembang Sembujo, Batik Sinjang Girang, Batik Kapal Layar, Batik Nus-nusan, Batik Merah Ngigel, Batik Merak Menclok, Batik Macan-macanan, dan Batik Intipyan. Setiap desain motif pada 8 Batik Lawasan Kota Probolinggo tersebut mempunyai unsur-unsir visual yang khas sesuai dengan karakteristik masyarakat dan lingkungannya. Pada setiap jenis batik kuno Kota Probolinggo, desain motif terdapat Kesatuan (Unity), Kerumitan (Complexity), dan Kesungguhan (Internsity).

Abstract

This community service program aims to improve the understanding, skills, and environmental awareness of batik artisans in Probolinggo City through the processing of batik textile waste based on a circular economy as an implementation of green industry policies. The method applied in this program employed a participatory approach or Participatory Action Research (PAR). The partners involved were 10 batik artisans and batik fashion tailors in Probolinggo City. Data collection instruments included questionnaires, interviews, and direct observations, which were analyzed descriptively. The results of the program indicated an increase in the partners’ understanding and skills related to the knowledge and techniques of managing batik textile waste within a circular economy system as part of green industry practices. In addition, the partners experienced improved income and heightened awareness in managing batik textile waste into products with significant functional, historical, and economic value. The batik artisans also demonstrated strong environmental concern and enhanced commitment toward green industry branding.

Abstract

Policy challenges include conflicts with other regulations, inconsistencies, multiple interpretations, and inoperability, along with lack of evidence. Public policy is related to decisions in allocating resources in order to utilize and provide benefits to society with the intervention of leaders and policy analysis. The policy that needs to be considered is the government's readiness policy in assisting and saving the community in urgency and emergency conditions. It is applied to NTPD 112 in Probolinggo City. This attracts the author to conduct research related to NTPD 112 which is aligned with the principles of public policy. This research is a descriptive qualitative research to examine the concept of excellent and quality public policy with a pilot call 112 service in Probolinggo City. Data and information were collected through interviews, observations, and literature studies. The Probolinggo City Government has formulated public policies on 112 emergency call services with the main principles of excellent policies, including policies for the public; irrevocable policies; great and good policies; policies with management; policies with moral values; policies with systems; policies are a gift to the community; policies are an honor; policies to glorify the community; and policies as learning.

Abstract

The government in running the government bureaucracy is required to implement information disclosure. Public information disclosure is implemented by using websites and social media. Including the Probolinggo City Government using Instagram social media in disseminating information. This is interesting to study in order to understand the model of use and evaluation monitoring on the @probolinggoimpressive social media account by the Probolinggo City Government. The research applied a descriptive qualitative method with a case study approach in Probolinggo City in using social media. Primary data collection by interviewing competent sources; observation on the @probolinggoimpressive account; and documentation related to the research subject. The results of the study explain the concept of using Instagram @probolinggoimpressive social media in public information disclosure by the Probolinggo City Government with the concept of posting photos on the Instagram feed, publishing videos on the Instagram feed, and there are posts in the form of detailed and complete narratives, as well as posting data and information on Instagram stories, and using the live streaming feature on Instagram accounts. The concept of information disclosure is not only conveying information, but there is interaction with the public and institutions or officialdom through post comments and direct messenger. As well as tagging and sharing post features. While monitoring the evaluation of the use of Instagram social media @probolinggoimpressive in public information disclosure by the Probolinggo City Government can be seen in the monitoring and evaluation indicators on the @probolinggoimpressive account, including the Probolinggo City Government using facilities and infrastructure, information quality, type of information, organizational commitment, innovation and strategy, and digitalization
