Abstract

Gig economy has recently circling in the society in the digital era. It has been a result of risk society as described by Beck in his book. Though researches have been made by Standing, Stephany dan Prassl to address the various risk exposed by it onto society, there is little evidence society would not expose to its excesses. This writing is made as part of research in gig economy that argues the race to the bottom of gig economy has contributed to society. The findings include how exploitation, job insecurity, mental and health crisis are generated from informalisation of works in gig mode of economy. The most essential thing is how Islam offer the new mode of economy based on its fundamental views of social welfare and individual interest based on moral economy as a solution to the race of the bottom occurring in gig economy.

Abstract

Abstrak: Perkembangan teknologi yang semakin pesat telah menjadikan teknologi sebagai komoditas utama bagi masyarakat pada umumnya. Fenomena ini menimbulkan tantangan bagi pemerintah untuk menyediakan fasilitas yang lengkap dan sumber daya manusia yang kompeten, sehingga dapat meningkatkan pelayanan publik seperti bidang perpajakan di daerah. Adanya inovasi dalam pelayanan publik seperti E-SPPT, diharapkan dapat meningkatkan efisiensi dan efektivitas dalam proses pemungutan pajak serta memberikan kepuasan kepada masyarakat dalam memenuhi kewajiban perpajakan. Pemerintah Kota Probolinggo juga meluncurkan aplikasi E-SPPT PBB pada peringatan Hari Jadi ke-663 pada tahun 2022. Hal ini menarik untuk dilakukan penelitian guna mengetahui Implementasi Pelayanan E-SPPT PBB di BPPKAD Kota Probolinggo). Penelitian yang digunakan adalah penelitian kualitatif, sedangkan metodenya menggunakan metode deskriptif. Pelaksanaannya dilakukan wawancara terbuka untuk mengamati, mendeskripsikan, dan menganalisa data yang dilakukan dengan cara mengumpulkan data, hasil wawancara dan lainnya. Hasil penelitiam menunjukkan E-SPPT PBB di BPPKAD Kota Probolinggo selaras dengan Teori Implementasi Kebijakan Publik menurut Edward III, meliputi Komunikasi, Sumber Daya, Sikap Birokrasi, dan Struktur Birokrasi. Disertai dengan standarisasi pelayanan E-SPPT Pajak Bumi Dan Bangunan (PBB) yang cukup baik denganProsedur Pelayanan, Waktu Pelayanan, Biaya Pelayanan, Produk Pelayanan, Sarana prasarana, dan Kompetensi petugas. Abstract: The rapid development of technology has made technology the main commodity for society in general. This phenomenon poses a challenge for the government to provide complete facilities and competent human resources, so as to improve public services such as taxation in the regions. The existence of innovations in public services such as E-SPPT, is expected to increase efficiency and effectiveness in the tax collection process and provide satisfaction to the community in fulfilling tax obligations. The Probolinggo City Government also launched the PBB E-SPPT application on the 63rd Anniversary in 2022. This is interesting to conduct research to find out the Implementation of E-SPPT PBB Services at BPPKAD Probolinggo City). The research used is qualitative research, while the method uses descriptive methods. The implementation was carried out open interviews to observe, describe, and analyse the data by collecting data, interview results and others. The results of the research show that E-SPPT PBB in BPPKAD Probolinggo City is in line with the Theory of Public Policy Implementation according to Edward III, including Communication, Resources, Bureaucratic Attitudes, and Bureaucratic Structure. Accompanied by the standardisation of land and building tax (PBB) E-SPPT services that are quite good with Service Procedures, Service Time, Service Fees, Service Products, Infrastructure, and Officer Competence.

Abstract

Abstract Indonesia is a developing country whose society is starting to open up to information technology. The number of internet users in Indonesia in 2020 will reach around 175 million, in 2022-2023 it will be 215.63 million. One form of use of information technology that is highly developed, most influential and has the widest scope is e-commerce (Electronic Commerce). Electronic trading is a form of conversion from conventional trading activities into a form of trading using data. This trading involves electronic funds transfers, electronic data exchange, automated inventory management systems, and automated data collection systems. The rapid development of information technology has encouraged various sectors to create community service systems. One of the payment system service innovations currently being utilized is PPOB. PPOB (Payment Point Online Bank) is an online payment system utilizing a facility called multi payment. These various multi payment facilities include PLN, BPJS, telephone, credit, internet, data packages, insurance, PGN, electronic electricity credit, game vouchers, and many others. PPOB allows people to make bill payments more easily and practically. Both parties, both the service provider and the community, feel the benefits, the community finds it easy to pay bills and the service provider can develop its business. Keywords: PPOB mobile for public payment access Abstrak Indonesia merupakan negara berkembang yang masyarakatnya mulai terbuka dengan teknologi informasi. Jumlah pemakai internet di Indonesia di tahun 2020 mencapai sekitar 175 juta, di tahun 2022-2023 sebanyak 215,63 juta. Salah satu bentuk dari penggunaan teknologi informasi yang sangat berkembang, paling berpengaruh dan paling luas cakupannya adalah e-commerce (Perdagangan Elektronik). Perdagangan elektronik ini adalah suatu bentuk konversi dari kegiatan perdagangan konvensional menjadi bentuk perdagangan menggunakan data. Perdagangan ini melibatkan transfer dana elektronik, pertukaran data elektronik, sistem manajemen inventori otomatis, dan sistem pengumpulan data otomatis. Perkembangan teknologi informasi yang pesat mendorong berbagai sektor untuk mewujudkan sistem pelayanan masyarakat. Salah satu inovasi layanan sistem pembayaran yang saat ini dimanfaatkan yakni PPOB. PPOB (Payment Point Online Bank) adalah sistem pembayaran secara online dengan memanfaatkan fasilitas yang disebut dengan multipayment. Berbagai fasilitas multipayment tersebut meliputi PLN, BPJS, telepon, pulsa, internet, paket data, asuransi, PGN, pulsa listrik elektronik, voucher game, dan banyak lainnya. PPOB memungkinkan masyarakat dalam melakukan pembayaran tagihan yang lebih mudah dan praktis. Kedua pihak baik penyedia layanan maupun masyarakat sama-sama merasakan keuntungan, masyarakat mendapatkan kemudahan membayar tagihan dan penyedia layanan dapat mengembangkan bisnisnya. Abstract

Implementasi program Dana Alokasi Khusus Bidang Sanitasi (DAK Sanitasi) merupakan bentuk dari kebijakan sosial. Program Dana Alokasi Khusus Bidang Sanitasi (DAK Sanitasi) merupakan salah satu upaya pemerintah pusat dalam memberikan dukungan dan alokasi dana secara khusus kepada pemerintah daerah untuk mempercepat penyediaan pembangunan infrastruktur sanitasi. Salah satu bentuk dari program DAK Sanitasi yaitu pembangunan kamar mandi, jamban sehat, dan tangki septic individual. Pembangunan sanitasi ini mengikuti standar pelayanan minimal yang ditentukan oleh peerintah. Penelitian ini bertujuan untuk menggambarkan implementasi program DAK Sanitasi di Desa Randuputih. Desa Randuputih menjadi salah satu wilayah di Kecamatan Dringu yang memiliki tantangan khusus dalam hal sanitasi seperti masih adanya kasus buang air besar sembarangan diruang terbuka, fasilitas sanitasi yang kurang memadai, serta rendahnya tingkat kesadaran masyarakat akan pentingnya praktik sanitasi yang baik. Jenis penelitian yang digunakan yaitu deskriptif kualitatif, dengan pengumpulan data melalui wawancara dengan pemangku kepentingan untuk memperoleh informasi lebih mendalam memgenai implementasi program DAK Sanitasi. Hasil penelitian menunjukkan bahwa implementasi program DAK Sanitasi di Desa Randuputih berjalan dengan baik dan bemberikan dampak positif. Dana yang dialokasikan digunakan untuk membangun kamar mandi dan jamban sehat. Selain itu progam ini melibatkan penyuluhan kepada msyarakat untuk meningkatkan kesadaran dan pengetahuan tentang sanitasi yang baik. Namun masih ada beberapa tantangan yang dihadapi dalam implementasi program ini, seperti masih ada penolakan dari masyarakat. Penelitian ini merekomendasikan perlu Upaya yang berkelanjutan dalam pengembangan dan pemeliharaan infrastruktur sanitasi. Diperlukan koordinasi yang baik antara pemerintah desa, masyarakat dan pihak terkait untuk memastikan infrastruktur yang dibangun dapat berfungsi dengan baik dan tetap terjaga keberlanjutanya. Selain itu sinergi antara pemerintah, masyarakat dan pihat terkait perlu ditingkatkan guna mencapai tujuan desa ODF di Desa Randuputih.

Abstract

Community service activities are carried out for 2019 batch students of the Public Administration Study Program, Faculty of Social and Political Sciences, Panca Marga University. This activity is based on the results of observations on partners regarding the urgency of understanding international political policy studies. The method of implementing community service consists of seven stages summarized in pre-activity, during activities, and post-activity. Pre-activities carried out in-depth observations and coordination with competent resource persons as well as authors of International Political Policy Studies books. During the activity, partners were presented with material through power points and interactive communication during material delivery and question and answer sessions. After the activity, partners are still monitored by uploading videos on YouTube accounts and conducting evaluation questions to partners to find out partners' understanding of the workshop material. The advantages of the Book Review Workshop "International Political Policy Studies: Methods, Theories and Case Studies" is to pay attention to the needs of partners related to the lack of understanding of international political policy. So that students, especially students of the FISIP Public Administration Study Program who will or have taken international political policy courses, can analyze this material appropriately. Community service activities aim to provide understanding, knowledge, insight, and additional new perspectives to 2019 students of the FISIP Public Administration study program at Panca Marga University about the importance and urgency of understanding international political policy in terms of definition, scope, system, and others. Abstrak Kegiatan pengabdian masyarakat dilaksanakan pada mahasiswa angkatan 2019 Prodi Administrasi Publik Fakultas Ilmu Sosial dan Ilmu Politik Universitas Panca Marga. Kegiatan ini didasari hasil observasi pada mitra terkait urgensi pemahaman kajian kebijakan politik internasional. Metode pelaksanaan pengabdian masyarakat terdiri dari tujuh tahap yang dirangkum pada pra-kegiatan, saat kegiatan, dan pasca kegiatan. Pra-kegiatan dilakukan observasi mendalam dan koordinasi dengan narasumber yang berkompeten sekaligus penulis buku Kajian Kebijakan Politik Internasional. Saat kegiatan, mitra dipaparkan materi melalui power point dan komunikasi interaktif saat penyampaian materi dan sesi tanya jawab. Pasca kegiatan, mitra tetap dipantau dengan melakukan unggahan video pada akun youtube dan mengadakan pertanyaan evaluasi pada mitra untuk mengetahui pemahaman mitra pada materi workshop. Keunggulan Workshop Bedah Buku “Kajian Kebijakan Politik Internasional: Metode, Teori dan Studi Kasus” adalah memperhatikan kebutuhan mitra terkait kurangnya pemahaman kebijakan politik internasional. Sehingga mahasiswa khususnya mahasiswa Prodi Administrasi Publik FISIP yang akan atau telah menempuh mata kuliah kebijakan politik internasional dapat menganalisis materi ini dengan tepat. Kegiatan pengabdian kepada masyarakat bertujuan memberikan pemahaman, ilmu, wawasan, dan tambahan sudut pandang baru kepada mahasiswa angkatan 2019 prodi Administrasi Publik FISIP di Universitas Panca Marga tentang pentingnya dan urgensi memahami kebijakan politik internasional dari segi definisi, ruang lingkup, sistem, dan lainnya. Abstract

Noni fruit is one of the fruits that is looked down upon by the general public. Many noni fruit plants are allowed to grow wild, unkempt and noni fruit is also left to fall on plantations, yards and roadsides. In fact, noni fruit has extraordinary benefits such as curing stomach acid, cholesterol, high blood pressure (hypertension), gout, ulcers, cancer tumors and increasing stamina. This potential is not wasted by the target partner (UKM Wasiah Herbal) to process noni fruit into high-quality noni coffee powder. Various problems arise in the production process caused by very limited resources and capital. The assistance from the government through the manufacture of oven machines and roasting machines is able to simplify the production process very effectively. By using oven machines and roasting machines, UKM Wasiah Herbal produces noni coffee powder that has a high selling value. Both machines are able to cut long times and high costs, especially in the drying and roasting processes that previously used solar power and traditional tools. Both machines have also been tested before being handed over to the target partner. The trial results show that the effectiveness of the noni coffee production process is very fast, efficient and produces very satisfactory production for partners.

Abstract

Abstract The potential for disasters in Indonesia is still quite high, especially in disaster potential areas, on December 4, 2021, the Mount Semeru APG (Hot Clouds Fall) disaster occurred which resulted in 48 deaths of people and damage to several areas around Mount Semeru which required 10,158 people to evacuate. The Mount Semeru APG disaster has received treatment from the government and social institutions. One of them is Laznas LMI which also assigns volunteers to go to disaster areas. In addition to searching for missing victims, volunteers also interact directly with survivors, researchers are interested in examining how the communication carried out by volunteers during post-disaster conditions with volunteers' therapeutic communication to the survivors, Therapeutic communication has 4 stages, namely the pre-interaction stage, the orientation stage, the work stage and the termination stage. This study uses a qualitative descriptive method, the research informants are the Head of the Central LMI Emergency Response Section and representatives of the LMI Volunteers in Blitar City who also participated in the disaster location. The results of obtaining data from informants, residents still feel comfortable with the situation that occurs and are still burdensome for livelihoods.   Keywords:  Therapeutic Communication, Volunteers, APG Semeru Disaster

Abstract

The Library Development Program as a Support for Youth Literacy in Tambelang Village, Krucil District, Probolinggo Regency aims to enhance literacy among youth in Tambelang Village by providing adequate village library facilities. The implementation method includes location surveys, development planning, procurement of books and other supporting facilities, and community outreach. The program's results show an increase in reading interest and literacy activities among village youth. The library built has become a center for learning and self-development for the people of Tambelang Village, particularly the younger generation. This program is expected to be sustainable and have a long-term impact on improving the quality of human resources in Tambelang Village, Krucil District, Probolinggo Regency.

Abstract

The research aims to analyze and evaluate the operational performance of the passport issuance service system at the Probolinggo City Immigration Work Unit. This study employs a qualitative research methodology, involving 100 informants selected to represent various stakeholders interacting with the service system. Data collection methods include in-depth interviews, direct field observations, and comprehensive documentary studies, providing a holistic perspective on the operational aspects of the service. The collected data were processed and analyzed using an interactive analysis method to identify patterns, strengths, and areas for improvement in service delivery. The findings reveal that the operational performance of the passport issuance service system is generally satisfactory, with several indicators pointing to a high level of efficiency and effectiveness. Key factors contributing to this positive evaluation include streamlined processes, responsive staff, and a well-maintained infrastructure that supports smooth operations. Furthermore, the research highlights the system's capacity to handle varying levels of demand without compromising service quality, demonstrating its robustness and adaptability. However, the study also identifies opportunities for enhancement, particularly in integrating digital technologies to further improve accessibility and reduce waiting times for applicants. Based on the evidence gathered, the research concludes that the Probolinggo City Immigration Work Unit's passport service system operates at a good level, with certain aspects performing at an excellent standard. These findings provide valuable insights for policymakers and practitioners aiming to replicate or improve similar systems in other regions

Abstract

Leaders have a mandate to carry out their obligations in accordance with their position and position, and follow applicable regulations. Leadership is also related to the background of understanding of religion, so that in making policies accompanied by religious values. Thus, religious leadership is realized. A phenomenon related to the religious leadership model and policy is the phenomenon related to the license of entertainment venues. As in the city of Probolinggo, which also issued a policy on entertainment place licenses. issued Perda Number 9 of 2015 concerning the Arrangement, Supervision and Control of Entertainment Place Businesses. This is interesting to study, especially with the five-dimensional theory, including ideology; intellectual; public practice; private practice; religious experience. The results showed that the leadership of the Mayor of Probolinggo for the 2019-2024 period implemented a policy of closing karaoke places in Probolinggo City. The policy illustrates a religious leadership model. The point is that the mechanism for closing karaoke places applies the principles of democracy and is related to the understanding of religion by the Mayor of Probolinggo. And there is a violation of Regional Regulation Number 9 of 2015 concerning Arrangement, Supervision, and Control of Entertainment Places. This policy does not only benefit one religion, but for religious harmony. It is not only the Muslim community that thinks badly of karoke places, but other religions as well. There are even karoke venues located in public places that are still close to schools and places of worship. In addition, it was found that there is the provision of song accompaniment when karaoke, the dress of guests and employees is not polite, and there is the sale and purchase of alcoholic beverages.Keywords : religious leadership, policies, entertainment permits
