Abstract

This study aims to determine the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market, using a qualitative descriptive approach because the problems discussed in this study are not related to numbers, but describe, outline and depict situations and conditions in accordance with reality. Data collection techniques are carried out through observation, document interviews and secondary data assistance. while data collection techniques are carried out through observation, document interviews and secondary data assistance.The results of the study indicate that the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market is in accordance with the expected objectives, the parties involved in collecting market retribution, namely the Market Service as the person in charge of market management in Ternate City and the amount of retribution collected from retribution payers is in accordance with existing provisions, although sometimes the amount of retribution collected with tickets given to retribution payers (traders) does not comply with the rules. In addition, in the implementation of market retribution collection, especially in the Bahari Berkesan traditional market, there are four factors, namely communication, resources, disposition, and bureaucratic structure. However, in this study, the resource factor has a more sufficient influence to support the implementation of policies in collecting market retribution at the Bahari Berkesan Traditional Market. Abstract

The purpose of this research is to understand and explain the performance of the BPBD of North Maluku Province in the logistics distribution service in Messa Village and Kotalo Village, East Weda District, Central Halmahera Regency. This research uses a qualitative descriptive method aimed at describing events or activities within an institution and then elaborating on the issues being studied through several relevant indicators. Data collection techniques through; observation, interviews, documentation, data analysis techniques through; data reduction, data presentation, and conclusion, drawing, or verification. Based on the research results; first, the productivity of the BPBD of North Maluku Province in the logistics distribution service in Messa and Kotalo Villages has not been effectively implemented due to limited resources, Second, the quality of service has not been optimally carried out because the distribution of logistics does not yet have SOPs that are by field conditions, and the logistics distribution in terms of timeliness is still not appropriate because it takes about 4 days to reach the disaster-affected location. Third, the responsiveness of the BPBD of North Maluku Province in the logistics distribution service process in Messa Village and Kotalo Village has been very good. The team from the BPBD of North Maluku Province consistently responds well to the needs of the disaster-affected community, and fourth, the accountability of the BPBD of North Maluku Province's performance has been carried out and accounted for by the regulations and is reported through SAKIP and LKIP.

Abstract

(Penelitian ini bertujuan untuk menganalisis pengaruh gaya kepemimpinan dan motivasi terhadap kinerja pegawai pada Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kabupaten Halmahera Timur. Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis regresi linear berganda. Populasi dalam penelitian ini adalah seluruh pegawai BPKAD Kabupaten Halmahera Timur yang berjumlah 63 orang, sehingga seluruh populasi dijadikan sampel penelitian. Teknik pengumpulan data dilakukan melalui kuesioner, observasi, dan dokumentasi. Data yang diperoleh kemudian dianalisis menggunakan bantuan aplikasi SPSS. Hasil penelitian menunjukkan bahwa gaya kepemimpinan dan motivasi berpengaruh positif terhadap kinerja pegawai. Persamaan regresi yang diperoleh yaitu Y = 5,018 + 0,231X1 + 0,468X2, yang menunjukkan bahwa peningkatan gaya kepemimpinan dan motivasi akan meningkatkan kinerja pegawai. Nilai koefisien determinasi sebesar 65,6%, yang berarti bahwa variasi kinerja pegawai dapat dijelaskan oleh variabel gaya kepemimpinan dan motivasi, sedangkan sisanya dipengaruhi oleh faktor lain di luar penelitian. Dengan demikian, dapat disimpulkan bahwa gaya kepemimpinan dan motivasi memiliki peran penting dalam meningkatkan kinerja pegawai pada BPKAD Kabupaten Halmahera Timur).
