Abstract

Communication plays a pivotal role in the endeavor to achieve success, which, in this study, is examined through the lens of government public relations' communication in the political context, to channel the aspirations of the community through political communication in the Regional People's Representative Council (DPRD) of West Sumatra. The government PR of the DPRD plays a significant role in conveying information to the public regarding the performance of the DPRD as the vehicle for public aspirations in the political arena and the democratic processes in Indonesia, through the study of political communication. This research delves into the processes, characteristics, power relations from the perspective of political communication, specifically within government PR. The research analysis commences by mapping the issues faced by Government PR as Information and Documentation Management Officials, who function as the custodians and conveyors of documents held by Public Bodies in accordance with the mandate of Law No. 14/2008 on Public Information Disclosure in the DPRD of Cities and Regencies in West Sumatra. The research methodology employs a qualitative approach with a Constructivist Paradigm. The research subjects encompass government PR officials in the DPRD of West Sumatra, members of the DPRD, media practitioners, political activists, and other relevant stakeholders. The research findings observe a model of political communication by local government PR officers, implemented by the Information and Documentation Management Officials (PPID) of the DPRD in the City of Padang and the 50 Districts in the West Sumatra Province, in order to enhance public trust through effective public information disclosure.

Abstract

Pancasila is the foundation and ideology of the Indonesian state that has become the foundation in developing a democratic legal system. Pancasila becomes the basis of the Indonesian legal ideals as a democratic state because it contains values that are in line with the principles of democracy. As the basis of legal ideals, Pancasila has a central role in composing a legal system that guides the direction and principles in carrying out a just, democratic, and law- based governance. The values contained in Pancasila, such as social justice, just and civilized humanity, democracy, and popular sovereignty, become the basis for the formation of laws and public policies.In practice, Pancasila serves as a source of law in the process of making public policies and stipulating laws in Indonesia. Pancasila values also serve as a reference in law enforcement, where judges' decisions and public policies must be in line with Pancasila values. Pancasila also has an important role in maintaining the unity and unity of the Indonesian nation. Pancasila values, such as Bhinneka Tunggal Ika, become the basis for building a strong and robust unity in Indonesian society, so that a just, democratic, and sovereign state can be realized, thus creating a prosperous and harmonious society.

Abstract

Dinas Kependudukan dan Pencatatan Sipil Kabupaten Padang Pariaman telah menerapkan e-government dalam pelayanan administrasi kependudukan melalui aplikasi Dukcapil Ceria Mobile (DCM) sesuai dengan Peraturan Menteri Dalam Negeri Nomor 7 Tahun 2019. Aplikasi ini telah mendapatkan berbagai penghargaan di bidang pelayanan dan e-government. Penelitian ini bertujuan untuk menganalisis faktor-faktor keberhasilan penerapan e-government di Dinas Kependudukan dan Pencatatan Sipil. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini mengacu pada teori Harvard JFK School of Government yang menyebutkan tiga elemen sukses dalam e-government: support, capacity, dan value. Hasil penelitian menunjukkan bahwa faktor keberhasilan pada elemen support meliputi komitmen pimpinan, perkembangan teknologi, dan kebijakan pemerintah pusat, serta dukungan dari pemerintah daerah. Untuk elemen capacity, meskipun sumber daya manusia terbatas, sarana dan prasarana mencukupi. Pada elemen value, manfaat aplikasi DCM meliputi penghematan biaya, pengurangan kunjungan fisik, kemudahan dalam pengelolaan data, serta manfaat bagi masyarakat dalam menghemat waktu dan biaya. Secara keseluruhan, penerapan e-government melalui aplikasi DCM di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Padang Pariaman telah memenuhi ketiga elemen sukses tersebut meskipun ada keterbatasan SDM namun dapat teratasi dengan memberdayakan SDM yang ada.

Abstract

Nagari Talang Anau Tourism Village is one of the palm sugar producing areas that has been known for a long time by the community. In this area, there are many sugar palm trees and several small industries engaged in processing sap into palm sugar. However, the industry has not developed optimally and still uses conventional methods for its business management strategy. Therefore, we carried out training activities to prepare a business strategy based on the business model canvas (BMC) to the people of Nagari Talang Anau. The training was conducted using the lecture method by the speaker about BMC and continued with direct practice of BMC preparation. Some of the facilities and infrastructure supporting this service activity include stationery, BMC material, loudspeakers, laptops, and projectors. During the presentation, participants seemed enthusiastic to the material presented. The discussion went in two directions which was marked by the emergence of various questions related to BMC. The BMC consists of 9 elements including target market, consumer value proposition, channels, consumer relationships, revenue sources, main activities, human resources, cooperation, and cost structure. Through this preparation, it is expected to be able to identify the strengths and weaknesses of the business that has been carried out and help the palm sugar industry to focus and be rational in determining business development targets.

Abstract

Abstract: Political behavior reflects the participation of society in the processes of political decision-making and public policy. In Minangkabau society, traditional figures such as niniak mamak are considered to play a significant role in shaping political tendencies and orientations. This influence is both symbolic and practical, mobilizing political support and influencing electoral choices. This study aims to analyze the influence of the role of niniak mamak on the political behavior of the Minangkabau people. The research employs a qualitative approach through literature studies. The findings indicate that the political behavior of the Minangkabau community is highly collective and rooted in customary traditions, influenced by traditional leadership structures, particularly niniak mamak, who are regarded as informal elites. Abstract

Abstract: Participatory oversight plays a crucial role in monitoring the implementation of Local Head Elections (Pilkada) to ensure that the electoral process adheres to the principles of democracy. In the context of electoral oversight, the institution responsible for supervising the democratic process in Indonesia is the General Election Supervisory Agency (Bawaslu). Bawaslu collaborates with lecturers from Universitas Andalas to enhance the role of the youth in participatory oversight, involving students from the university through a qualitative approach with a descriptive method. The focus is on seminars aimed at educating students about their important role as stakeholders in participatory oversight during local elections.The initiative significantly improves students' understanding of their roles as active and participatory voters ahead of the 2024 Pilkada. Participants experience substantial knowledge gains regarding the electoral system and the significance of participatory oversight. Through the material presented, students grasp the fundamental concepts of local elections, the functions of voters, and current issues related to elections, such as electoral bribery and the neutrality of civil servants. This is reflected in the positive changes in participants' understanding. The seminar plays an essential role in optimizing students' positions as stakeholders in participatory oversight, with sessions that provide deeper insights into their roles and concrete ways to contribute. The campus oversight declaration symbolizes students' commitment to being more actively involved in election supervision. Collaboration with Bawaslu also yields positive outcomes, strengthening students' capacities and the relationship between academia and electoral oversight institutions.Keywords: Participatory Oversight, Regional Elections, Role of Students.
