Abstract

Land registration is one of the Government's efforts to provide legal certainty for subjects holding rights to land. Land Registration Policy according to Government Regulation Number 24 of 1997 concerning Land Registration recognizes 2 land registration systems, namely sporadically and systematically. However, in the PP there are still no rules regarding land registration that can be done sporadically or systematically based on information and communication technology. As an area that is included in 100 Regencies / Cities that implement smart-cities in Indonesia, Sumenep Regency continues to improve public services for the community with e-government systems. However, the application of e-government in land registration in Sumenep Regency is still constrained by several factors. This research was assessed using empirical juridical research methods using a sociological juridical approach.

Abstract

Rumah Pengusaha Malang Raya (RPMR) Kota Malang sebagai salah satu paguyupan terbesar UMKM di Kota Malang menjadi salah satu kominitas yang peduli dengan kegiatan usaha khususnya pada pasca masa pandemi covid-19. Permasalahan manajemen internal dan literasi hukum, seperti Hak Atas Kekayaan Intelektual, merk dagang hingga perijinan usaha menjadi faktor yang mempengaruhi perkembangan usaha UMKM binaan RPMR. Melalui kegiatan pelatihan dengan metode case study dan problem solving, yakni melakukan identifkasi permasalahan yang ada dilapangan, kemudian di analisis untuk diberikan solusi pemecahannya. Pelatihan yang dilaksanakan dalam 4 kali pertemuan mungkin belum dapat memberikan hasil yang optimal bagi peserta/ Mitra RPMR, karena kendala waktu dan juga para peserta adalah pebisnis yang waktunya banyak tersita untuk kegiatan usaha di rumah. Penyampaian materi yang padat mungkin hanya sebagian kecil terserap oleh peserta, tetapi hal ini tidak menjadi halangan berarti karena peserta cukup antusias dalam belajar dan merespon semua kegiatan dan materi yang diberikan dalam kegiatan pelatihan. Sebanyak 50 orang peserta pelatihan, 80% merasa sangat senang dengan pelatihan yang diadakan. Pelatihan ini selain menambah wawasan juga menjadi sarana promosi bagi UMKM. 10% peserta menyatakan cukup puas tetapi perlu diadakan pelatihan lanjutan dan apabila perlu dilakukan pendampingan agar usaha mereka bisa berkembang dan naik kelas. Sedangkan 10% peserta lainnya menyatakan pelatihan kurang lama dan sangat perlu untuk dilakukan pendampingan yang berkelanjutan.

Abstract

AbstractThe paper aims to analyse the factors causing of issuance of permit to investors to convert the function of agricultural land located close to the coastal land in Sumenep regency to become a shrimp pond and its legal consequences. Whereas the policy of the transfer of function is contrary to the laws and regulations concerning land use and spatial planning, in particular the provisions set forth in Government Regulation Number 16 year 2004 concerning Land Use. This is an empirical juridical research using sociological juridical approach. The result shows that there are legal factors and non-legal factors that cause Sumenep Regency Government to issue permits to shrimp pond investors. The legal consequences of such policy include the privatization of the beach and against the spirit of land reform.                     AbstrakTulisan ini bertujuan untuk menganalisis faktor penyebab dikeluarkannya izin kepada investor untuk mengalih fungsikan tanah pertanian yang lokasinya berdekatan dengan tanah pesisir di Kabupaten Sumenep menjadi tambak udang beserta akibat hukumnya. Padahal kebijakan alih fungsi tersebut bertentangan dengan peraturan perundang-undangan tentang penatagunaan tanah dan penataan ruang, khususnya ketentuang-ketentuan yang diatur di dalam PP Nomor 16 Tahun 2004 Tentang Penatagunaan Tanah. Untuk menjawab tulisan tersebut, digunakan penelitian yuridis empiris dengan pendekatan yuridis sosiologis. Hasilnya, terdapat faktor hukum dan faktor non hukum yang menyebabkan Pemerintah Kabupaten Sumenep mengeluarkan izin kepada investor tambak udang. Adapun akibat hukum dari adanya kebijakan tersebut, diantaranya adalah adanya privatisasi pantai dan bertentangan dengan semangat pembaruan agraria.

Abstract

Changing times leading to digitalization have brought about profound changes in a number of industrial sectors, including maritime and fisheries. Micro, small and medium enterprises (MSMEs) in this sector face significant sales challenges, especially amidst post-pandemic market turmoil. This research objective understands how big data systems work in order to increase marketing efficiency in the marine and fisheries business sector. By detailing the digitization process and application of big data in this context, this research will provide a clearer picture of how marine and fisheries MSMEs can utilize technology to improve their marketing performance. This research was conducted using a quantitative approach. Aims to understand the influence of the application of big data on the marketing efficiency of marine and fisheries MSMEs. The research population involved more than 5000 MSME players, with a sample of 210 respondents selected using the purposive sampling method. The main research instrument is a questionnaire. These findings show that the implementation of the Blue-Marketing Strategy in marine and fisheries MSMEs has proven to have a positive impact on sales growth, brand awareness and customer retention, with an emphasis on sustainability as the main factor for increasing marketing effectiveness through empowering consumers in making sustainable choices. The research proposes a new concept regarding responsiveness to market dynamics, especially through implementationBlue-Marketing Strategy, as an innovative approach to dealing with changes in the post-pandemic market. Meanwhile, the integration of Marketing Strategy into the Blue Economy is considered a significant step that not only creates new marketing opportunities but also supports the sustainability of the marine ecosystem and the growth of the Blue Economy sector as a whole.

Abstract

The development of tourism villages in Malang Regency has great potential in supporting the economy of local communities and preserving cultural and environmental wealth. Malang District, with its diversity of tourist villages rich in unique local wisdom and natural distinctiveness, requires an approach that integrates local wisdom and legal certainty to achieve sustainable tourism. Local wisdom includes cultural values, traditions, and social practices that have long been passed down and become a strong identity of each village, making it an important asset in attracting tourists through authentic experiences that are different from other destinations. This research analyzes how the integration of local wisdom and the support of legal certainty can create a safe, comfortable, and friendly tourism environment for visitors and local communities. Legal certainty through clear and structured regulations such as Law No. 10/2009 on Tourism and Regional Regulation of East Java Province No. 4 of 2022, is needed to provide protection of community rights and avoid conflicts in tourism management. The results of this study are expected to serve as a model for the development of tourism villages that not only focus on economic improvement, but also pay attention to cultural preservation, environmental sustainability, and local community empowerment. This integration creates a solid foundation for tourism villages in Malang Regency to develop sustainably and competitively in the long term.
