Abstract

The Corporate Social Responsibility (CSR) program of PT. Antam UBPN Kolaka is an essential part of the company's efforts to fulfill its social and environmental responsibilities in line with the principles of Good Corporate Governance (GCG). However, challenges in applying GCG principles in the CSR program, such as transparency, accountability, independence, and fairness, still need further examination, particularly in the context of uneven program distribution. This study purposed to analyze the application of Good Corporate Governance principles in implementing Corporate Social Responsibility programs at Antam UBPN Kolaka. The main focus of this research was on the principles of transparency, accountability, responsibility, independence, and fairness in CSR management. The research method employed is a qualitative approach with data analysis through interviews, observations, and documentation. The results indicated that Antam UBPN Kolaka has been consistently applying GCG principles in its CSR programs, with particular attention to community and government involvement, as well as fair and proportional distribution of benefits. The application of these principles reflects transparent and accountable governance, oriented toward social sustainability. This study concludes that Antam UBPN Kolaka has successfully built CSR governance that aligns with GCG principles, although there are still shortcomings in terms of the distribution gap, limited access to information for the community, and the influence of external pressures that may affect the objectivity of the CSR program.

Abstract

This study aimed to find out and describe employee development in carrying out the main tasks and functions in the Education and Culture Office of North Kolaka Regency. This research is a qualitative descriptive technique through data reduction, data presentation, drawing conclusions, namely giving a comprehensive picture of the main problems discussed, especially those relating to employee development in carrying out the main tasks and functions of the North Kolaka District Education and Culture Office. The data collection techniques are direct observation, direct interviews. The results of the study show that employee training is carried out by sharing work orientation with regard to the ability, accuracy, and accuracy of employees in completing what is given by the leadership. Employee education is very concerned about attendance and attendance according to a set schedule so that it can optimize its main tasks and functions, as well as the provisions of working hours, have been carried out properly but there are still employees who are always out at work or personal matters. Employee development enhances the ability of employees to still rely on training invitations from external parties at the North Kolaka District Education and Culture Office and there are still employees whose placement is not in accordance with job competencies. Abstrak Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan tentang pembinaan pegawai dalam melaksanakan tugas pokok dan fungsi di Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara. Penelitian ini merupakan penelitian dengan teknik deskriptif kualitatif melalui reduksi data, penyajian data, menarik kesimpulan yaitu memberikan gambaran secara menyeluruh tentang masalah pokok yang dibahas khususnya yang berkaitan dengan pembinaan pegawai dalam melaksanakan tugas pokok dan fungsi di Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara. Adapun teknik pengumpulan data adalah observasi langsung, wawancara langsung. Hasil penelitian menunjukkan bahwa pelatihan pegawai dilakukan dengan pembagian orientasi kerja dengan memperhatikan kemampuan, kecermatan, dan ketepatan pegawai dalam menyelesaikan apa yang diberikan oleh pimpinan. Pendidikan pegawai sangat memperhatikan kehadiran dan hadir sesuai jadwal yang ditetapkan sehingga dapat mengoptimalkan tugas pokok dan fungsinya, begitu pula dengan ketetapan waktu jam kerja sudah dilaksanakan dengan baik namun masih ada pegawai yang selalu keluar dijam kerja atau ada urusan pribadi. Pengembangan pegawai peningkatan kemampuan pegawai masih mengandalkan undangan pelatihan dari pihak eksternal Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara serta masih ada pegawai yang penempatannya belum sesuai dengan kompetensi jabatan.

Abstract

Penelitian ini bertujuan Untuk mengetahui Peran Pengawasan Badan Permusyawaratan Desa (BPD) dalam Pelaksanaan APBDes di Desa Awa Kecamatan Samaturu Kabupaten Kolaka. Penelitian ini merupakan penelitian dengan jenis deskriptif kualitatif, informan dalam penelitian ini sebanyak sembilan orang. Teknik pengumpulan data adalah observasi langsung, wawancara langsung. Adapun analisis data yang digunakan Reduksi Data, Penyajian Data, Menarik Kesimpulan. Hasil penelitian ini menunjukkan bahwa Menetapkan alat ukur (standar) hasil kerja BPD desa Awa dapat dilihat menyampaikan aspirasi masyarakat BPD Desa Awa Pembangunan akan dilakukan sesuai prioritas kebutuhan masyarakat yang diselaraskan dengan anggaran APB Desa saat ini. Penyusunan program BPD mulai dari penelitian, pengumpulan dan adaptasi keinginan masyarakat Desa Awa dapat dikatakan baik. Mengadakan Penilaian hasil kerja BPD Desa Awa masih berlangsung pemantauan dewan desa sebagai pelaksana pekerjaan. Benar Kekeluargaan antara BPD dengan pemerintah desa membuat kegiatan BPD semakin mendalam pelaksanaan tugas pengawasan belum optimal. fungsi dan tugas BPD masih dalam tahap perencanaan, misalnya dengan mempertimbangkan keinginan warga Pengelolaan dana desa dan penyaluran dana desa. Mengadakan Tindakan kinerja BPD Desa Awa terus dilakukan pemantauan dan evaluasi semua anggaran. Namun pada tahap ini BPD masih belum melakukan tugasnya secara maksimal dalam peraturan desa, penggunaan dan kontrol anggaran masih sangat lemah dan biasanya tidak terlibat.

Abstract

Tujuan ini bertujuan untuk mengetahui dan mendeskripsikan implementasi program kemitraan dan bina lingkungan PT. Antam Tbk di Kelurahan Dawi-Dawi Kecamatan Pomalaa Kabupaten Kolaka. Metode penelitian yang digunakan adalah deskriptif kualitatif. Metode kualitatif adalah prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis dan lisan dari orang-orang dan perilaku yang dapat diamati. Teknik pengumpulan datanya adalah wawancara dengan informan. Teknik analisis data yang digunakan adalah data kualitatif yaitu mendeskripsikan dan menafsirkan data yang diperoleh di lapangan dari informan. Teknik analisis data ini didasarkan pada kemampuan nalar dalam menghubungkan fakta, data dan informasi, sehingga data yang diperoleh akan dianalisis sehingga diharapkan akan muncul gambaran yang dapat mengungkap permasalahan penelitian. Hasil penelitian ini menunjukkan bahwa dilihat dari indikator komunikasi dimana yang masih menjadi kendala dalam pelaksanaan program PKBL adalah masih minimnya informasi yang diberikan kepada masyarakat. Sumber daya dalam pelaksanaan program kemitraan dan bina lingkungan PT. Antam Tbk di Kelurahan Dawi-Dawi dari mekanisme pengusulan calon mitra binaan yang ditujukan kepada masyarakat masih belum dipahami oleh calon mitra, selain itu pemberian pinjaman modal kepada mitra binaan yang masih kurang. Disposisi dalam pengalokasian bantuan kepada mitra binaan yang masih mengalami keterlambatan, tidak ada kepastian jadwal pelaksanaan survei oleh pihak PT. Antam kepada mitra binaan serta proses pencairan dana oleh bank penyalur yang masih mengalami keterlambatan. Struktur birokrasi, masih lambatnya proses pelaksanaan program yang dijalankan kepada mitra binaan mulai dari proses pengusulan proposal pengajuan hingga pada tahap proses pencairan dana bantan. Selain itu pelaksanaan program PKBL yang dijalankan kepada mitra binaan yang belum menunjukkan manfaat yang berarti dalam pengembangan usaha.

Abstract

Penelitian Pengabdian masyarakat ini mengkaji tentang pelaksanaan Pekan Olah Raga Antar Dusun (PORADUS) di Desa Tamborasi, Kecamatan Iwoimenda, Kabupaten Kolaka, sebagai upaya membangun karakter masyarakat. Desa Tamborasi, dengan populasi sekitar ± 1000 jiwa, menghadapi tantangan dalam aspek pendidikan dan kesehatan. PORADUS diinisiasi sebagai solusi untuk membangun karakter, mempererat hubungan sosial, dan meningkatkan kesejahteraan masyarakat. Tujuan pengabdian ini adalah untuk meningkatkan pengetahuan dan pemahaman masyarakat mengenai pembangunan karakter melalui kegiatan olahraga, serta mendorong partisipasi aktif dalam kegiatan sosial kemasyarakatan. Metode pelaksanaan meliputi tahap persiapan, pelaksanaan, dan evaluasi, dengan pendekatan kualitatif. Kegiatan ini mencakup berbagai cabang olahraga seperti voli, tarik tambang, lari kelereng, senam muka, dan paku dalam botol. Hasil menunjukkan peningkatan signifikan dalam partisipasi masyarakat, revitalisasi permainan tradisional, dan pembentukan komunitas olahraga. PORADUS berhasil membangun aspek karakter seperti sportivitas, kerjasama tim, disiplin, kepercayaan diri, dan toleransi. Penelitian ini menyimpulkan bahwa PORADUS efektif dalam membangun karakter masyarakat dan meningkatkan kualitas hidup serta menawarkan model baru yang efektif dalam membangun karakter masyarakat pedesaan, memberikan kontribusi signifikan terhadap pengembangan strategi pemberdayaan masyarakat yang lebih komprehensif dan kontekstual.

Abstract

This research aims to analyze the implementation of an online-based policy for local tax and retribution collection by the Regional Revenue Agency in Kolaka Regency. This research uses an inductive qualitative analysis. Inductive analysis is an approach that begins with field facts, analyzes them based on relevant theories and arguments, and ultimately yields a conclusion. The results show that implementing an online-based policy for local tax and retribution collection by the Regional Revenue Agency has made significant progress in several vital variables. The communication variable has been successful and effective, facilitating the acceptance of new technology and enhancing compliance with local taxes. However, the resource variable remains a significant constraint, with the inadequate allocation of human resources and facilities. The disposition variable shows exemplary commitment, but obstacles still exist in achieving tax collection targets and implementing all types of local tax and retribution. Meanwhile, the bureaucratic structure variable has functioned well, demonstrating effective coordination and collaboration that have strengthened the tax collection process and enhanced transparency and accountability in managing local taxes. Therefore, it is recommended that the Regional Revenue Agency enhance coordination with local government to advocate for a more significant allocation in the Regional Budget Revenue and Expenditure. The Regency House of Representatives and the Regent of Kolaka Regency should prioritize the procurement of technological infrastructure in the discussion of the Regional Budget Revenue and Expenditure, ensuring that the resource shortages faced by the Regional Revenue Agency can be overcome. For business operators, it is crucial to comply with tax recording devices during transactions to support local government policies in enhancing the transparency and accuracy of tax data. These improvements will not only support the smooth operation of the Regional Revenue Agency but also contribute to increased Regional Revenue that can be used for further development in Kolaka Regency.

Abstract

The purpose of this study was to determine the performance of the Kolaka District Agriculture, Horticulture and Livestock Service Office in training farmer groups in Kowioha Village, Wundulako Subdistrict, Kolaka District. The research used descriptive qualitative techniques. The research location was Kowioha Village, Wundulako Subdistrict, Kolaka District. Informants included employees of the Kolaka Regency Agriculture and Horticulture Office, agricultural extension workers, Kowioha village officials, farmer group leaders, and the community as a farmer group. Data were sourced from primary and secondary data. Data collection techniques included observation, interviews, and documentation studies. After that, the data was analyzed using data analysis techniques including data collection, reduction, data presentation, and verification or conclusion drawing. The results showed that; 1) The productivity of agricultural extension workers' performance has not been carried out optimally in terms of carrying out the mentoring program to the farmer group community. 2) The quality of service has been going well, but needs to be improved, especially in providing information to each member of the farmer group. 3) The responsiveness of extension workers to the needs of farmer group communities is not optimal, such as the lack of certainty in the timing of providing seeds and fertilizers and the number of seeds provided is not in accordance with the number of members of the farmer group gapoktan, so that only some farmer community groups get it. 4) Responsibility has been well implemented. 5) The accountability of extension workers in improving the performance of coaching and development of farmer groups is quite good, although in its implementation there are still some obstacles.
