Abstract

One of the policies that are the focus of this research is the accountability of poverty alleviation policies. Poverty is a complex 'problem' throughout the world, especially for developing countries including Indonesia. It is said to be complex, because poverty affects various aspects of life both socially, economically and politically. For this reason, collaborative efforts are needed in solving poverty problems that are effective and efficient. This study aims to analyze the collaboration process as an accountability strategy in poverty alleviation policies in Merauke Regency. This study uses a descriptive qualitative approach. Data was collected through interviews, observation and documentation studies. Data processing and analysis techniques are carried out by data reduction, data display, and conclusion drawing/verification. Determination of informants using purvosive sampling technique. The results of the research show that the collaboration process in the accountability of poverty policy implementation in Merauke Regency which is carried out by the Merauke Regency regional government has not been maximally implemented due to several aspects of cross-sectoral collaboration such as: a) Forging agreement; b) Building leadership; c) Building legitimacy; d) Building trusts; e) Managing conflicts; and f) Planning, has not been implemented properly in order to reduce poverty in Merauke Regency. Abstract

The concept of Public Private Partnership (PPP) has proven to be more efficient and effective in public services in the tourism sector, and benefits from regional revenue (PAD), and can help the government to deal with limited resources in tourism development. This study aims to determine how the model and the success of the Public Private Partnership (PPP) in tourism development in North Toraja Regency. This research uses a qualitative approach. Data collection was carried out through interviews, observation and documentation study. Data processing and analysis techniques are carried out at three stages, namely: data reduction, presentation and drawing conclusions. The informants in this study were as follows: (a) the Department of Culture and Tourism of North Toraja Regency; (b) Owner / Manager of Ke'te Kesu ' and Lempe Negeri Above the Clouds Tourism Object; (c) Visitors / Community. The results showed: (1) Equity shows a cooperation sharing agreement that has an impact on the receipt of fees and tourism services; (2) Effectiveness, government-private cooperation runs effectively to attract revenue (retribution) and provide services to visitors or tourists; (3) Efficiencies, public-private cooperation shows that the use of resources in the development of tourist objects is proven to be more efficient by implementing public-private cooperation; (4) Exportability shows the government gets a high risk of demand to meet the needs of tourist objects and compensation to communities affected by the construction of tourist attraction facilities and infrastructure. The life cycle contract (LCC) model in the cooperation agreement (MOU) between the private sector and the government shows that it is the private sector that initiates development in tourist destinations. The private sector becomes the owner of a tourist attraction that carries out development starting from design, build, finance, and maintenance at an early stage before any cooperation with the government.

Abstract

Kewirausahaan merupakan aktifitas yang dilakukan oleh seeorang atau kelompok dalam menciptakan suatu produk, jasa atau usaha dalam rangka menyelesaikan suatu persoalan untuk mendapatkan keuntungan materi. Perubahan pola hidup dan kebiasaan masyarakat sangat dipengaruhi oleh perkembangan teknologi. Kehidupan masyarakat yang cenderung konsumeris, sehingga masyarakat berusaha mencari hal-hal yang sifatnya instan. Hal ini berupa fenomena konsumeris yang membuat masyarakat menggunakan teknologi yang ada untuk memenuhi keinginannya, salah satu contohnya adalah masyarakat cenderung memilih melakukan penjualan dan pembelian secara online karena dirasa lebih efisien dari pada harus dilakukan secara konvensional atau offline. Pelaksanaan pengabdian masyarakat berupa pemasaran kewirausahaan secara online di Desa Tirawuta Kabupaten Kolaka Timur yang bertujuan untuk meningkatkan kompetensi masyarakat dalam pengembangan kewirausahaan berbasis online dengan pemanfaatan flatform digital dan juga dapat meningkatkan kualitas pemasaran produk yang dihasilkan dari potensi kewirausahaan masyarakat yang didominasi pada bidang Pertanian dan Perkebunan. Kemampuan masyarakat yang variatif dalam penggunakan fasilitas digital dan teknologi kewirausahaan dengan memanfaatkan smartphone untuk mengakses platform digital seperti Facebook, WhatApp dan Platform e-commers seperti shopee, tokopedia dan lazada. Pengabdian masyarakat yang dilakukan ini sangat penting untuk meningkatkan kompetensi masyarakat dalam pengembangan kewirausahaan berbasis online dengan pemanfaatan flatform digital.

Abstract

The application of information and communication technology (ICT) in public services provides significant opportunities for the development and advancement of rural areas. However, rural governments, as the frontliners in providing public services, face challenges due to a lack of human resources with skills and knowledge in ICT. Therefore, there is a need for continuous efforts to enhance the capacity of human resources through sustained community service activities. The objective of this Community Service Program (PKM) is to improve the quality of public services through the implementation of information and communication technology at the Palewai Village Office. The execution of this program is carried out through three stages of activities. The results of this community service effort include recommendations for using a website as a public information platform, harnessing ICT in public services, and allocating budget resources for infrastructure and facilities that support ICT implementation. This article is of great importance as a reference for carrying out community service activities, especially those related to enhancing the quality of public services through the utilization of ICT in rural governance.

Abstract

Pengembangan industri pariwisata dengan konsep kemitraan publik-swasta merupakan model alternatif pengelolaan pariwisata yang efektif dan efisien, dengan berbagi sumber daya. Kemitraan ini membantu sektor pemerintah mengatasi keterbatasan sumber daya yang dimiliki dalam mengelola potensi pariwisata. Penelitian memiliki tujuan untuk mengetahui bagaimana implementasi model public-private partnership pada pengembangan pariwisata di Kabupaten Toraja Utara. Motode penelitian yakni menggunakan pendekatan kualitatif. Teknik analisis dan pengolahan data dilakukan dengan tiga tahapan, yaitu: reduksi data (data reduction), penyajian (data display) dan penarikan kesimpulan/verifikasi (conclusion drawing/verification). Pengumpulan data dilakukan melalui wawancara mendalam (indepth interview), observasi (observation) dan studi dokumentasi(documentasion). Informan dalam penelitian ini, adalah: (a) Dinas Kebudayaan dan Pariwisata Kabupaten Toraja Utara; (b) Pemilik (Pengelola) Objek Wisata; (c) Pengunjung (Masyarakat). Hasil penelitian ini memperlihatkan bahwa program pengembangan pariwisata di Kabupaten Toraja Utara dilaksanakan melalui kegiatan pemasaran pariwisata, pengembangan destinasi dan pengembangan kemitraan. Pelaksanaan public private partnership dilakukan melalui penandatangan surat perjanjian kerjasama (MoU) yang mengatur dan menetapkan terkait dengan hak dan kewajiban. Selanjutnya, Model kerjasama yang relevan dalam pengembangan pariwisata ini adalah Model Life Cycle Contract (LCC), yang menunjukkan bahwa sektor swasta atau pengelola objek wisata memiliki banyak kesempatan atau peluang untuk mengembangkan dan mengelola objek wisata dan bagimitra publik mendapat keuntungan dari pengelolaan objek wisata yang dikelola oleh pihak swasta berdasaerkan kesepakatan dalam perjanjian kerjasama (MoU). Kata kunci: partnership; public private; pariwisata.

Abstract

Mahasiswa merupakan individu yang terdaftar secara resmi dalam program pendidikan tinggi, memiliki kesadaran diri, dan menjadi bagian dari komunitas akademik. Mereka berperan penting dalam menguasai, mengembangkan, dan bekerja dalam bidang ilmu pengetahuan untuk menjadi calon intelektual, berkontribusi dalam kemajuan ilmu pengetahuan dan teknologi, serta menjadi penggerak perubahan dalam masyarakat. Namun, publikasi ilmiah mahasiswa jenjang sarjana Strata 1 (S1) menghadapi berbagai kendala signifikan, termasuk kurangnya kebiasaan dalam mengirimkan artikel ke jurnal ilmiah, ketidaksiapan menunggu respons dari editor jurnal, ketidakmampuan memantau notifikasi revisi, dan kurangnya pemahaman teknis dalam pengiriman ulang naskah. Untuk mengatasi kendala ini, Fakultas Ilmu Sosial dan Ilmu Ekonomi (FISIE) Universitas Sembilanbelas November Kolaka melaksanakan pelatihan penulisan artikel ilmiah sebagai bagian dari program pengabdian masyarakat. Pelatihan ini bertujuan meningkatkan pemahaman dan keterampilan mahasiswa dalam menulis artikel ilmiah yang memenuhi standar akademik. Program ini dilaksanakan melalui tiga tahapan: persiapan, penentuan kegiatan, dan pelaksanaan. Tahap persiapan melibatkan koordinasi dengan pihak kampus, sementara tahap penentuan kegiatan didasarkan pada hasil observasi. Tahap pelaksanaan mencakup penyampaian materi oleh narasumber kompeten dan sesi praktik langsung. Hasil pelatihan menunjukkan peningkatan signifikan dalam pengetahuan dan keterampilan mahasiswa. Mereka mampu menghasilkan artikel ilmiah sesuai standar jurnal, menunjukkan antusiasme tinggi, dan aktif dalam diskusi. Program ini juga mendukung visi dan misi Universitas Sembilanbelas November Kolaka dalam menciptakan sumber daya manusia unggul dan berdaya saing. Pelatihan ini diharapkan dapat meningkatkan jumlah dan kualitas publikasi ilmiah mahasiswa, serta menjadi model pengembangan kompetensi akademik yang dapat direplikasi oleh fakultas lain.

Abstract

The development of the digital era in Indonesia has driven the implementation of e-government in governmental management and public services. The purpose of this article is to analyze the implementation of web-based information systems in public services in Tondowolio Village using three main indicators: support, capacity, and value. This study employs a descriptive qualitative approach, focusing on these three key indicators. The research subjects include village officials, website managers, and community members who use the website services, with informants selected through purposive sampling. Data were collected through interviews, field observations, and document studies and then analyzed using the Interactive Model Analysis, which includes data reduction, data presentation, and conclusion drawing. The study's findings indicate that the support of village government, the availability of technological infrastructure, and adequate human resources are key factors in the success of e-government. However, challenges remain in the areas of regulation, socialization, and public understanding of web-based services. The implementation of e-government in this village has brought significant benefits in improving the efficiency and transparency of public services, although further efforts are needed to optimize its use by the entire community.

Abstract

The trust-building indicator is one of the stages in the collaboration process that considers collaboration to be more than just negotiations among various stakeholders. Beyond that, it is an effort to mutually build trust. Building trust is crucial and should be done as early as possible when the collaboration process begins to prevent egoism among the various institutions or organizations involved. The purpose of this research is to understand the collaborative governance process by analyzing the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district. The research method used a qualitative approach, with data collected through interviews, field observations, and document reviews. The data obtained were analyzed through several stages: data reduction, data display, and conclusion drawing and verification. The informant determination technique used purposive sampling, with informants in this study being: 1) Regional Secretary of East Luwu Regency; 2) Head of Community and Village Empowerment Office of East Luwu Regency; 3) Director of Communications and External Relations of PT. Vale Indonesia, Tbk; and 4) Coastal Communities. The research results indicate that the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district, East Luwu Regency, is influenced by several factors, namely: 1) The "Apartemen Ikan" program is discussed collectively by all parties in meetings and deliberations; 2) awareness of the initial collaboration goals; 3) the existence of jealousy among villages and communities (sectoral ego); 4) conflict of interest in providing assistance; 5) insufficient quality of human resources; 6) joint commitment to completing the program is lacking; 7) responsiveness of the budget from PT. Vale; and 8) lack of transparency in CSR budgeting. Therefore, the trust established among stakeholders is considered insufficient.

Abstract

Every organization, including government agencies, aims to provide optimal services and compete effectively. This research aims to investigate, identify, and analyze the implementation of the SIMTANAS policy in Bone Regency using a descriptive method and a qualitative approach. Data was collected through observation, unstructured interviews, and a review of relevant literature and documents. Informants included the Head of the Bone Regency Land Office, SIMTANAS implementation staff, the project coordinator for land digitalization, and Bone Regency residents using SIMTANAS services, such as farmer groups and local communities involved in land use. Data analysis was conducted using the Interactive Model Analysis technique. The results indicate that the implementation of SIMTANAS in Bone Regency is influenced by six main factors: policy standards, resources, inter-organizational communication, implementer characteristics, social, economic, and political conditions, and the disposition of the implementers.

Abstract

Abstrak Penelitian ini merupakan jenis penelitian kuantitatif yang bertujuan untuk mengetahui dan menganalisis bagaimana pengaruh kinerja pegawai terhadap kualitas pelayanan di Puskesmas Biru Kecamatan Tanete Riattang Kabupaten Bone. Variabel bebas dalam penelitian ini adalah kinerja pegawai sedangkan variabel terikatnya adalah kualitas pelayanan. Populasi dalam penelitian ini adalah Pasien/masyarakat di Puskesmas Biru Kecamatan Tanete Riattang Kabupaten Bone sebanyak 96 pasien, sedangkan untuk sampelnya menggunakan metode Slovin. Data hasil penelitian diperoleh dengan menggunakan teknik kuesioner, dokumentasi dan observasi. Metode analisis data yang digunakan adalah uji validitas, uji reliabilitas dan uji korelasi. Tehnik analisis data yang digunakan adalah analisis deskriptif (presentase dan mean), uji asusmsi klasik (uji normalitas, uji linieratis, uji multikolinieritas, uji heteroskedastisitas) uji regresi linear sederhan, uji-t, dan uji delta koefisien determinasi (ΔR2). Hasil penelitian menunjukkan bahwa kinerja pegawai berpengaruh terhadap kualitas pelayanan, besarnya pengaruh yang diberikan adalah 92.3% sisanya adalah 7.7% dijelaskan atau dipengaruhi oleh variabel lain yang tidak dipilih dalam penelitian ini.
