Abstract

Health crisis management is prioritized on health crisis risk reduction consisting of pre-health crisis stage, health crisis emergency response stage, and post-health crisis stage. Prevention and mitigation efforts at the pre-health crisis stage, in the context of our study, aim to develop an information system for health crisis management. Information system for health crisis, in general, is provided by the Health Agency. In this study, we discussed the system applied by the Health Agency of Aceh Tengah that still uses a manual information system for reporting during disasters. Hence, it causes a delay of the information updates despite the emergency situation. To overcome this problem, we proposed a newly developed health crisis management reporting system in disaster risk reduction. We used a Research and Development approach with Heuristic Review Analysis to assess the performance of the proposed system. The scope of the study was limited to the development of a new reporting system and system test on users. The research subjects were disaster officers and heads of 14 health centers involved in the health crisis reporting in Aceh Tengah. Improvements can be made in the future through trainings and system adjustments supported by institutional policies. Keywords: Health crisis, disasters, website, reporting system.

Abstract

One of the problems faced after a disaster is health service for victims and hospitals play a critical role in handling disaster victims. Therefore, hospitals must enhance their preparedness and establish a disaster-safe environment to effectively fulfill their role as a provider of health services during a crisis. The aim of this scoping review was to identify hospital disaster preparedness tools used around the globe and to identify the critical aspects that need to be included in hospital disaster preparedness. This study used the five stages of Arksey and O'Malley's scoping review framework to determine what disaster preparedness tools can be used in a hospital setting. The electronic literature searches of English articles published between 2018 and 2023 were conducted using PubMed, Elsevier, ProQuest, ISI Web Science, and Google Scholar databases. The searched keywords were combined into several search terms such as sub-discipline, subtitle, year, language, and content type. The keywords of sub-title searching were “preparedness”, “hospital” and “disaster”. After applying some inclusion criteria, ten articles out of 1,221 identified records were included in the final analysis. The World Health Organization (WHO) Hospital Safety Index, WHO Hospital Emergency Checklist or their modified versions, and modified Public Health Emergency Preparedness were tools used in assessing hospital disaster preparedness. These tools evaluate some aspects such as structural safety, non-structural safety, and functional capacity. The studies indicated that each tool used to measure hospital disaster preparedness has strengths and weaknesses in each assessed aspect. Although some tools have been recommended to assess hospital disaster preparedness, assessing each tool validity and reliability are critical and needs to be conducted.

Abstract

Children who are at risk of involvement in violence need assistance from multisector agencies such as social services, law enforcement, health, and education. The aim of this study was to understand the perceptions and experiences of parents, teachers, and service providers (i.e., counselors, psychologists, paralegals, and social workers) on collaborative support for children at risk of violence in Banda Aceh, Indonesia. Twenty-four structured interviews were conducted with ten parents whose children were victims of sexual or physical abuse or were involved in substance abuse and theft and have received support from the Integrated Service Center for the Empowerment of Women and Children in Banda Aceh, Indonesia; ten service providers; and four teachers who either worked with the concerned children or knew them. Using a thematic analysis approach, the data was systematically coded and analyzed to identify important themes. Most parents who sought help or support from governmental agencies were referred by other service providers or recommended by relatives or friends. Parents hesitated to discuss their children’s problems with the teachers, worrying about stigma, particularly for sexual abuse victims. The school’s lack of collaboration with external agencies was consistent with the teacher’s claim that they seldom work with other agencies outside of school, resulting in a siloed system of care. It can be concluded that the biggest barrier to communication and coordination among parents, teachers, and service providers is the parents’ and service providers’ lack of willingness and confidence to work with teachers. Clear policies are needed to establish a cross-institutional linkage structure that promotes shared responsibilities.

Abstract

Adolescent risk behavior is a public health problem that occurs globally. The presence of the digital era is characterized by increased access to online content and contributes to the rise of risk behavior among teenagers. The Center for Study and Prevention of Violence (CSPV) at the University of Colorado, United States has developed the concept of Safe Communities Safe Schools (SCSS) as a model for preventing adolescent risk behavior in Colorado. The development of the current situation in Indonesia, especially in Banda Aceh, has given rise to the need for an equivalent concept in Banda Aceh. Adaptation and implementation of the SCSS concept from Colorado to Banda Aceh require adjustments that accommodate cultural components, including local wisdom. The aim of this study was to examine the role of local wisdom in supporting the implementation of SCSS as prevention of risk behavior among adolescents in Banda Aceh. This research uses a qualitative design with a grounded theory approach. Data collection was carried out through in-depth interviews with key informants, namely Acehnese special institutions which officially represent expertise in local wisdom in the City of Banda Aceh. These institutions are: the Regional Education Council (MPD), Aceh Tradition Council (MAA), and Banda Aceh City Ulama Council (MPU). Data analysis was carried out using applied thematic analysis. This research identifies local wisdom sourced from Islamic law, which is a cultural characteristic of the Acehnese people and has the potential to play a role in supporting the implementation of SCSS. The local wisdoms are: education in Islamic values, akhlakul karimah, special relationships between teachers and parents of students (takzim keu guree), and traditional gampong governance. The Banda Aceh City Government has implemented local wisdom education on Islamic values, including akhlakul karimah through the diniyah program in schools. Traditional gampong governance can play its role through two mechanisms: revitalizing the local wisdom of takzim keu guree through community development targeting students' parents and reviving the local wisdom of akhlakul karimah in the community targeting students and families. Local wisdom implemented through the diniyah program is in line with the implementation of SCSS in schools, and local wisdom of traditional gampong governance and takzim keu guree can be a form of support for SCSS from the community. This support can be realized considering that Sharia law and traditional gampong governance have received legal regulation for their implementation in the City of Banda Aceh. Banda Aceh's local wisdom originating from Islamic law can play a role in supporting the implementation of SCSS as a prevention of risk behavior among teenagers in Banda Aceh. This research recommends utilizing local wisdom of Sharia law and gampong governance through regulatory mechanisms and cross-sectoral cooperation.
