Abstract

The implementation of the Policy for the Settlement of Administrative Violations in the Banyuasin Regency General Election is in the good category, this is because for each indicator such as the media for disseminating information from the policy for the Settlement of Administrative Violations in the Banyuasin Regency General Election, it is disseminated to the sub-districts (Panwaslu) in Banyuasin Regency through the Commissioner, staff or employees in the Bawaslu of Banyuasin Regency, either through coaching, technical guidance and coordination meetings between the Chair/Members of Panwaslu, staff or employees handling violations committed at Bawaslu of Banyuasin Regency, regarding the clarity of the information that has been conveyed is clear enough, as well as the implementation of coaching and strengthening capacity of HR or staff in terms of resolving administrative violations that are always being carried out For disposition which includes the capabilities possessed by the Commissioner, staff and Panwascam in the Bawaslu ranks of Banyuasin Regency k if according to my observations it is quite good, this can be seen from the educational qualifications they have, according to the fields and disciplines they have, and are qualified based on the experience they have, and they often follow technical guidance, coordination meetings, as a form of strengthening capacity as an election organizer, and most importantly the process of handling these violations is in accordance with the mechanism for handling violations in Perbawaslu 8 of 2018 concerning technical handling of administrative violations.

Abstract

The purpose of this study is to find out and analyze the implementation of handling of people trafficking in Palembang City. The problems in the research are the lack of coordination and cooperation between the Government and the community in an effort to help the apparatus for the handling of trafficking in Palembang City and the lack of information on people trafficking syndicates in Palembang City. The data analysis technique used in this research is a qualitative data analysis technique. The results showed that the planning carried out by the relevant agencies on handling handlers was well seen from the existence of a clear and measurable annual plan in accordance with the objectives in handling trafficking. With the establishment of an organization that has competent human resources coordination that will be carried out after the formation of TIM can reduce the number and cases of trafficking in Palembang City this is because all TIM will work in accordance with the main tasks and functions based on their respective divisions. Good driving by carrying out a plan through the stages of socialization and training to all TPPO teams in order to perform the task as well as possible. Supervision based on the evaluation and reporting stage after the establishment of the TPPO team coordination and cooperation of the community and government in efforts to implement the handling of trafficking of people is getting better even though there are some families of victims embarrassed in providing information.

Abstract

Delegation of authority is one aspect of the organization that is very important as well as at the Department of Public Works of Highways and Spatial Planning of South Sumatra Province, because delegation will accelerate and expedite the implementation of work, by itself will avoid delays in the implementation of work. All organizations have a common goal. to be achieved and must be clearly formulated, in the implementation of the organization's goals it is poured into the main task. The problems that have been identified in the preliminary study conducted by researchers that must be considered regarding the Delegation of Authority at the Public Works Department of Highways and Spatial Planning of South Sumatra Province are interesting to study, namely: 1). The existence of employees who carry out tasks not based on existing levels, among others, it is seen that there are employees who take care of administration directly to the leadership not through the General and Personnel Sub-Sector. 2) There is still distrust of the leadership in delegating authority to subordinates, in this case the leadership still interferes in the implementation of the work, which causes employees to feel distrusted and do not carry out the work that was previously submitted to them. This study uses a qualitative approach, which is a research procedure that aims to describe certain circumstances, which are described in separate words or sentences to obtain conclusions. The focus of the research in this study is the implementation of the policy of delegation of authority at the Public Works Department of Highways and Spatial Planning of the Province of South Sumatra. The data analysis technique used is qualitative data analysis techniques, while the data collection techniques used are observation, interviews and documentation.The conclusion of this study is that based on indicators of information transmission, information clarity and consistency of information have gone well, the delivery of information to be provided by the wider community has been structured in relation to government policies and programs in providing information consistently.

Abstract

In the study entitled Implementation of Health Functional Level Tests at the South Sumatra District Health Office, it was found that the test takers did not understand how to evaluate competency tests and the test takers did not fully understand the functional points. from the test. portfolio evaluation. such as control, task control. This study used a qualitative descriptive method which was analyzed in several stages, namely. summarize, present, conclude and check with the South Sumatra Provincial Health Office. Information was collected through literature study, observation and interviews. Data abstraction control techniques are carried out by extending the time of participation, constancy of observation, triangulation and peer review, and making references. This study uses the theory of Terry (2006) which looks at four factors, namely: planning, organizing, implementing and controlling. Based on the results of the research, it is known that planning: Implementation of functional competency tests was not optimally successful, even though it was supported by management of the employee development budget in implementing functional work ability tests. Organization: The structure and division of labor for the implementation of functional job qualification tests are not running optimally. Implementation: in accordance with the budget plan made at the time of budget execution. Monitoring: does not run optimally because the legal basis for task guidance is incomplete.

Abstract

This reaseach to analyze the Policy Implementation of the Use of Direct Procurement Management Information System (SIMPeL) at Sriwijaya University. information system in the procurement of goods and services in government agencies developed by the Secretariat General of the Ministry of Finance (Kemenkeu). The Direct Procurement Management Information System (SIMPeL) is an information system developed by the Ministry of Finance to facilitate the direct procurement process. This system functions to manage a database of direct procurement results, in order to produce appropriate information for the preparation of spending analysis, standard cost analysis, direct procurement implementation reports, and other managerial reports according to the needs and applicable regulations. This research is a qualitative research with a case study approach with interview, observation, and document analysis methods for data collection. The results of this study indicate that the overall use at Sriwijaya University has helped users in carrying out the direct procurement process, but it is not yet optimal.

Abstract

Accordance with the Regulation of the Minister of Maritime Affairs and Fisheries of the RI Number 17/Permen-KP/2019 concerning Requirements and Procedures for Issuing Processing Feasibility Certificates, Guidelines and procedures for good fish processing to ensure fishery products are safe and meet the requirements for quality assurance and safety of fishery products, methods Good fish processing is a guideline and procedure for good fish processing. Meanwhile, Sanitation Standard Operating Procedures are instructions and processes for implementing good sanitation to meet the needs for quality assurance and safety of fishery products. Fish Processing Industry Business Actors are required to follow Sanitation SOPs and implement good fish processing methods in each fish processing unit. The aim of this research is to determine the implementation of the Policy Requirements and Procedures for Issuing Processing Feasibility Certificates in Palembang Fish Processing Units. The problems in the research are the environment of the processing facilities and their control, the condition of the processing room building (lay out) of the processing kitchen which does not meet the specified standards, the low desire of the Fish Processing Unit/Business Actor in obtaining a Good Manufacturing Practices (GMP) permit for the reason that they are lazy in completing the requirements and the actors Businesses still have difficulty making improvements that comply with Good Manufacturing Practices (GMP)/ Sanitation Standard Operating Procedures (SSOP) standards due to cost/budget limitations. The data analysis technique used in this research is a qualitative data analysis technique. Abstract

Dinas Kependudukan dan Catatan Sipil Kabupaten Banyuasin menjadi tempat dilaksanakannya program Kartu Tanda Penduduk (KIA), khususnya terkait inisiatif pendataan anak dan publikasi KIA. Dinas Kependudukan dan Catatan Sipil Kabupaten Banyuasin menetapkan tujuan program Kartu Tanda Penduduk (KIA) untuk mendaftarkan 44,66 anak usia 0 hingga 17 tahun yang memiliki akta kelahiran. Hingga Februari 2021, Disdukcapil Kabupaten Banyuasin telah menerbitkan 18.381 anak yang memiliki sertifikat KIA, dibandingkan 26.280 anak tanpa sertifikat. Sebagai program kependudukan terkini, hasil ini menunjukkan perlunya perbaikan dalam pelaksanaan program KIA. Dalam penelitian ini dievaluasi pelaksanaan Program Kartu Tanda Penduduk di Kabupaten Banyuasin. Hal-hal yang perlu diperhatikan adalah: Masih banyak anak yang belum mempunyai KIA. Kecamatan Sipil Banyuasin. Metode analisis data penelitian ini adalah metode analisis data kualitatif. Kajian ini menunjukkan bahwa secara keseluruhan Program Kartu Tanda Penduduk Kabupaten Banyuasin telah berhasil dilaksanakan, meskipun terdapat beberapa kendala dalam pelaksanaannya, seperti jumlah pencetakan kartu KIA yang belum mencapai target. Namun rencana Disdukcapil untuk menjadwalkan mobil keliling merupakan salah satu inisiatif untuk mendongkrak kepemilikan KIA..

Abstract

Supervision is an academic activity that involves monitoring by someone with higher and deeper knowledge and a keen sensitivity to understanding the object of their work with a clear mind. The issues identified through observation by the researcher include a lack of teachers' understanding of the implementation of supervision, inadequate supervisory oversight by the school principal, limited facilities and infrastructure at the school, teachers lacking the skills or competence to develop learning materials, the failure of teachers to use lesson plans (RPP) that reflect the design of learning activities, the continued use of conventional teaching methods, and low teacher education qualifications, which result in poor teacher quality.The purpose of this research is to identify, describe, and analyze the implementation of supervision of elementary school teachers in North Indralaya Subdistrict, Ogan Ilir Regency. This study is descriptive research with a qualitative approach. The results of the research show fairly good outcomes; goal-setting is currently being conducted in line with the guidelines provided by the Minister of Education and Culture Regulation No. 40 of 2021, implemented through socialization by providing guidance and direction on the preparation of learning materials, learning implementation, and learning evaluation through discussion meetings. However, the facilities and infrastructure that support the supervision of elementary school teachers are still inadequate, as some equipment, such as laptops and projectors, is limited to only two units each, making it difficult for teachers to apply them in the classroom. Additionally, there is a lack of uniform supervisory oversight conducted by the principal and supervisors for teachers at SD Negeri 19 and SD Negeri 6 in North Indralaya Subdistrict, Ogan Ilir Regency.

Abstract

The South Sumatra Province Communication and Informatics Service plays an important role in the fields of communication, informatics, coding and statistics. With the vision of "Advanced South Sumatra Based on Information and Communication Technology", this agency seeks to improve the quality of ICT human resources, infrastructure, bureaucratic reform, and support digital startups. However, there are several challenges such as the lack of human resources who are able to adapt quickly to digital transformation and less than optimal implementation of IT tasks. Therefore, reliable IT contract workers are needed to drive the success of digital transformation. This research uses a quantitative descriptive method by collecting data through questionnaires distributed to IT contract workers as well as interviews with several service staff. The research results show that the performance of IT contract workers is at a fairly good level, but there are several areas that require improvement, such as the development of technical skills and time management. Factors such as work environment, support from superiors, and availability of resources were also found to have a significant effect on performance. Recommendations are given to increase training and development, as well as improve the performance evaluation system for IT contract workers at the South Sumatra Province Communication and Information Service.

Abstract

The Village Head has a strategic role in preparing and implementing village development plans and managing the resources and budget owned by the village. Therefore, the village head election process must be carried out in a transparent, fair and accountable manner to ensure the election of quality leaders who are ready to serve the community. The problems that occur include limited community access to information about village head candidates, their vision and mission, and work programs that can hinder voters from making informed and wise decisions. Lack of oversight and transparency in the village head election process can create opportunities for interference and fraud. Democracy is a form of government in which all citizens have equal opportunities or equal rights in making decisions to determine the future of their lives. This study is assessing the implementation of village head elections in Rantau Bayur District, Banyuasin Regency. The main objective of implementing village head elections is to elect village heads who have integrity, capability, and dedication to serve the village community. With a fair and democratic village head election, it is hoped that village communities will have leaders who are able to advance the village and create prosperity for all its citizens. The research approach used is a qualitative descriptive approach. The results of the CIPP model evaluation research show that the implementation of village head elections must be carried out in a transparent and accountable manner to get leaders who are in accordance with the needs of the community with the context, input, process and product where the implementation of village head elections in Rantau Bayur District, Banyuasin Regency has gone well.
