Abstract

South Sumatra Province has a forest area of ​​3,489,350.37 Ha. While the area of ​​non-forest area is 3,393,469.56 Ha and the area for LP2B is 2,443,324.09 Ha. Every Right Holder, Holder of Management Right, and Holder of Basic Tenure Over Land is obliged to seek, use, utilize, and/or maintain the land that is owned or controlled must have a social function, this is in accordance with the policy formulation of Government Regulation of the Republic of Indonesia Number 20 of 2021 concerning Management of Abandoned Areas and Land which is carried out as land management. The purpose of this study was to analyze the implementation of policies for controlling abandoned areas and lands in the province of South Sumatra. The problem in this research is that there are still lands that are in dispute and there are still many areas that are indicated to be abandoned. The data analysis technique used in this study is a qualitative data analysis technique.This research shows that: overall the Implementation of the Policy for Controlling Abandoned Areas and Land in South Sumatra Province has been carried out properly, although in its implementation there are still obstacles/obstacles such as there are still lands that are in dispute and there are still many areas that are indicated to be abandoned.

Abstract

Tujuan pelaksanaan kegiatan ini guna menambah literasi Mahasiswa mengenai Digital Policy sebagai Kebijakan Publik serta aplikasinya. Sasaran kegiatan ini yaitu Mahasiswa di Kota Palembang. Metode pelaksanaan kegiatan ini adalah diskusi publik (Ceramah dan diskusi interaktif) yang diselenggarakan secara offline yang diikuti sebanyak 80 (orang) peserta. Diskusi Publik ini dilakukan untuk meningkatkan kapabilitas mahasiswa dan meningkatkan pemahaman mengenai Digital Policy sebagai Kebijakan Publik serta aplikasinya. Evaluasi dalam kegiatan ini dilakukan pre-test dan post-test dan hasil yang didapati dari penyampaian materi dan diskusi ini bahwa dengan adanya diskusi publik sumbangsih peningkatan kemampuan dan pengetahuan peserta (naik sebesar 30% dari semula 60% menjadi 90%). Diharapkan setelah mengikuti diskusi publik ini, pemahaman peserta mengenai pengenalan Kebijakan Digital mulai dari konsep dasar hingga peran krusialnya dalam kebijakan publik, mampu menggabungkan teori kebijakan publik, teknologi, dan hubungannya yang erat serta mampu menjelajahi perkembangan teknologi digital, memahami transformasi dan implikasi terkini pada kebijakan publik, sambil menyoroti tantangan dalam mengikuti perubahan teknologi serta memberikan pandangan progresif terhadap tantangan dan prospek masa depan dalam kebijakan publik digital, memberikan rekomendasi yang menginspirasi untuk kebijakan yang lebih unggul dan adaptif. Dengan demikian, kegiatan pengabdian ini ini dapat menjadi panduan terkini dan mendalam dalam memahami dan merumuskan kebijakan digital yang relevan dalam konteks era yang terus berkembang. Abstract

The supervision of the registration stage for candidates of the Regional House of Representatives (DPRD) in Palembang City during the 2024 General Election faced various challenges, particularly concerning the limited human resources (HR) within the Palembang City Election Supervisory Body (Bawaslu). Out of the ideal requirement of 49 personnel, only 18 were available, each burdened with high workloads and multiple responsibilities across divisions. This situation was exacerbated by technical factors, such as the delayed formation of polling station working committees (KPPS) and the implementation of technical training for election organizers, which potentially disrupted the effectiveness of supervision. Furthermore, Bawaslu’s focus was divided due to concurrent activities, including the recruitment of new Bawaslu members and the enforcement of regulations on campaign materials. The gap between required and available HR became the main obstacle in maintaining the quality of supervision, thereby posing risks to the legitimacy, integrity, and timeliness of the electoral process in Palembang City. The objective of this research is to examine the supervision of the registration stage for DPRD candidates in Palembang City. This study employs a qualitative approach supported by quantitative data. The researcher aims to obtain a comprehensive and in-depth understanding of the supervision process during the registration stage of DPRD candidates in Palembang City. The findings and discussions indicate that the supervisory function carried out by Bawaslu Palembang City was more positioned toward direct or participatory supervision of a repressive nature. Thus, the supervisory role was primarily directed at providing early information as part of a warning system for the Palembang City Election Commission (KPU) and participating political parties in the 2024 General Election, in the form of preventive recommendations and advisories.

Abstract

The purpose of this study is to evaluate the performance of the Protocol Section of the South Sumatra Provincial Government. The problem of employee performance in the Protocol Section of the South Sumatra Provincial Government is not optimal and the employee performance appraisal process is often subjective and can be influenced by the preferences or personal views of superiors or evaluators. This research method uses a qualitative research approach. Data or information is collected through interviews with informants, observation and documentation. The results of the study show that: Context: the limited number of employees handling various protocol activities causes overlapping in the division of tasks. This makes the workload feel heavy and uneven among employees. In addition, the lack of employee understanding of each other's duties and functions, coupled with minimal work experience and employee rotation within the work unit, also exacerbates the situation. Input: Although facilities and infrastructure are adequate, there are several things that need to be improved, especially additional equipment such as printers, scanners, photocopiers, and other office equipment needed to support administrative tasks. Promotional tools such as presentation materials, such as banners, posters, brochures, and other promotional materials to promote events or activities organized by the provincial government, are also needed. Process: The employee performance appraisal process is often subjective and can be influenced by the preferences or personal views of superiors or evaluators. However, the South Sumatra Provincial Protocol Section conducts performance evaluations by assessing the Protocol Section's performance in meeting service standards and compliance with established protocols, then identifying strengths and weaknesses in the implementation of protocol tasks, and then providing recommendations for improvement and performance enhancement. Product: Effective performance results in the protocol section not only provide direct benefits in organizing official events but also have a broader impact in strengthening the organization's image, maintaining good relationships, and increasing public trust.
