Abstract

This research aims to analyse the implementation of the Public Service Mall (MPP) in Gowa Regency within the framework of public sector governance, by relating it to governance theories such as New Public Management (NPM), New Public Service (NPS), and New Public Governance (NPG). This research focuses on how MPP is able to improve efficiency, transparency, and accessibility of public services for the community. The research method used is a qualitative method with a descriptive approach. Data was collected through document analysis, official reports, and relevant previous research. Analysis was conducted using data reduction, data presentation, and conclusion drawing techniques to produce an in-depth interpretation of the phenomenon under study. The results show that the MPP in Gowa Regency successfully reflects NPM principles through technology integration and simplification of service processes. In addition, the NPS approach is evident from the government's efforts to involve the community through satisfaction surveys and fair and responsive service delivery. The multi-sector collaboration adopted by the MPP reflects the application of NPG principles in improving the effectiveness and sustainability of governance. However, challenges related to digital literacy and infrastructure still affect service accessibility, especially in remote areas. Research limitations include limited primary data that relies solely on documents and data collection, and ended direct observation of MPP operations in Gowa Regency. The implications of the study include recommendations to improve digital community literacy through education programs and the provision of more equitable technology infrastructure in remote areas. In addition, this study provides guidance for other local governments in adopting agile governance principles to improve the quality of public services through the integration of services and technology.

Abstract

This study examines the evolving relationship between digital maturity and digital transformation by conducting a bibliometric analysis. Employing a qualitative literature review supported by VOSviewer, it visualizes keyword co-occurrences and topic clusters. 67 Scopus-indexed publications from 2019 to 2023 were analyzed to uncover research trends and thematic patterns. The findings indicate a substantial rise in scholarly attention to this topic over the past five years. Core concepts such as digital transformation, maturity, technology adoption, and sustainable development emerged as central themes. In contrast, e-government and digital capability remain underexplored, suggesting future research opportunities. Theoretically, this study contributes to a more nuanced understanding of digital maturity, not merely as technological readiness but as a strategic enabler of long-term digital transformation. The study's key contribution is identifying well-developed and under-researched areas and proposing a three-phase digital transformation framework: capability development, strategic alignment, and data-driven sustainable transformation. A key limitation lies in the absence of empirical validation, which underscores the need for future research using primary data and integrating complementary databases.

Abstract

The Homecare Dottoro'ta service is an innovative health service based on home visits implemented by the Makassar City Government to improve access and the quality of public health services. This study aims to examine the influence of service quality dimensions on the satisfaction level of the community using the Home Care Dottoro'ta services. This study uses a quantitative approach with a survey method by distributing questionnaires to 96 respondents who are active users of the service. Data analysis was conducted using SEM-PLS software to analyze and test the hypotheses. The research results show that reliability, assurance, and empathy have a positive and significant impact on community satisfaction, with T-statistics values of 4.259 (P-value 0.000), 2.494 (P-value 0.013), and 2.647 (P-value 0.008), respectively. Meanwhile, tangible and responsiveness do not show significant influence, with T-statistics values of 6.000 (P-value 0.549) and 2.771 (P-value 0.441). These findings affirm that accuracy, trust in the competence of the staff, and an empathetic approach are the main determinants in shaping the perception of service satisfaction. This study recommends increased professionalism and humanistic communication from medical staff and a thorough evaluation of service dimensions that have not yet significantly contributed to public satisfaction to support the sustainability and optimization of Dottoro'ta Home Care services in Makassar City.

Abstract

This study examines Covid-19 vaccination policies in the United States and China. The method used in this research is qualitative research with a literature study approach. This research sends research map information using export data to RIS Export file format, which is then processed using VOSviewers to determine the big data that will be analyzed to obtain comparative data results of this research with previous research. In the second discussion, the author processed the data using Nvivo 12 to explore and describe the COVID-19 vaccination Policy in the United States and China to explain the data efficiently. This study found that the United States and China showed a strong government response to control the spread of COVID-19. The findings suggest that countries with effective vaccination policies tend to be more successful in curbing the spread of COVID-19 than countries without vaccination programs. Governments in both countries have implemented various policies to break the chain of transmission of COVID-19, such as lockdowns, social distancing, quarantine, and vaccination policies. The vaccination policy in the United States and China is successful because the vaccination presence in the two countries is fairly high, with the United States reaching 73.65% while China reaching 87.24%.
