Abstract

Abstract: Street vendors as a representation of private informal economy businesses, seem to be a perennial urban problem in big cities in Indonesia, as well as other cities in Southeast Asia. This is due to the presence of those who intervene in the city's public spaces, namely sidewalks and roads-which are stipulated in the prohibition on private businesses. However, there are times when the existence of street vendors is treated permissively, seen as a form that is allowed to exist. In several studies, this situation is supported because of the involvement of public-private actors in the meta-space network or the spatial topology. This research is structured as a form of development of previous research studies. While previous researchers have introduced several terms, in this study the problem of street vendors is in another term, namely vernacular governance. Through a case study approach of street vendors in Kemayoran Quadrant A, this research is expected to increase understanding and introduce the term vernacular governance in urban studies. At the same time, to provide an understanding of how vernacular governance in practice affects the practice and negotiation process, as well as the spatial pattern of street vendors in urban areas, so that street vendors can survive or are 'allowed' to exist in the midst of urban communities with diverse interests and socioeconomic status.Abstrak: Pedagang kaki lima (PKL) sebagai representasi dari usaha privat ekonomi informal, sepertinya menjadi permalasahan abadi perkotaan di kota-kota besar di Indonesia, maupun kota-kota lain di Asia Tenggara. Hal ini dikarenakan keberadaannya yang mengintervensi ruang publik kota, yakni trotoar dan jalan yang dalam pemanfaatannya melarang usaha-usaha yang bersifat privat. Namun, ada kalanya keberadaan dan eksitensi PKL disikapi secara permisif, terlihat sebagai bentuk pelanggaran yang dibiarkan ada. Dalam beberapa penelitian, situasi tersebut didukung karena adanya keterlibatan para aktor publik-privat dalam jaringan meta space atau pun topologi/jaringan ruang. Penelitian ini disusun sebagai bentuk pengembangan atas kajian-kajian peneliti terdahulu. Sementara peneliti terdahulu telah perkenalkan beberapa istilah, dalam penelitian ini persoalan PKL dikaitkan dengan istilah lain, yakni vernacular governance. Melalui pendekatan kualitatif studi kasus pedagang kaki lima di Kemayoran Kuadran A, penelitian ini diharapkan dapat menambah pemahaman dan memperkenalkan istilah vernacular governance dalam kajian perkotaan. Sekaligus, untuk memberi pemahaman terkait bagaimana vernacular governance dalam praktiknya memengaruhi praktik dan proses negosiasi, serta pola spasial PKL di suatu wilayah perkotaan, sehingga PKL dapat bertahan atau ‘diperbolehkan’ ada di tengah masyarakat perkotaan yang beragam kepentingan dan status ekonomi sosialnya.

Abstract

This study examines the factors that influence housing satisfaction in public rental housing, which frequently encounters challenges such as less-than-ideal neighborhoods and constrained resident autonomy. Housing satisfaction can be defined as the congruence between the expectations of residents and the conditions in which they live. A literature review was conducted to identify the main categories of satisfaction determinants. These were found to be socio-demographic, environmental, and physical. Socio-demographic factors encompass age, gender, marital status, education, occupation, household type, economic status, and duration of residence. Environmental factors encompass accessibility, physical quality, cleanliness, safety, and social relationships. In addition, the physical aspects of housing satisfaction encompass the design of the building, the configuration of the interior space, and the quality of the materials and construction. The results demonstrate that the interplay between these three factors is instrumental in fostering a comfortable, secure, and conducive housing experience for residents, which is crucial for the successful advancement of public rental housing.

Abstract

This research aims to explore and synthesize the factors that bind older people to age in place. Aging in place is an alternative policy that determines older people's choice to stay in place. It is important to express this concept in a holistic approach to support the provision of age-friendly housing. A literature review was used to identify the main categories that bind older adults choosing to age in place. A total of 55 articles were reviewed to identify 18 qualified studies. The findings are five main binding factors: physical, social, economic, psychological, and autobiographical attached. The concept of aging in place is formed from the attachment of older people to their place of residence and affects their life satisfaction. And it operates at multiple scales including home, neighborhood, and broader context. Therefore, there is a need to design inclusive environments and consider emotional bonds to achieve their well-being.

Abstract

Kejadian bencana alam di Indonesia meningkat akibat krisis perubahan iklim yang berdampak pada hilangnya tempat tinggal serta modal penghidupan para korban. Sebagai upaya mengurangi risiko bencana, hunian berteknologi RISHA menjadi solusi Pemerintah bagi korban yang direlokasi. Kurangnya pertimbangan terhadap sumber penghidupan masyarakat mengakibatkan timbulnya masalah baru, seperti fenomena penyesuaian rumah. Hasil survei menunjukkan adanya penyesuaian menggunakan material lain selain komponen RISHA, meskipun ada ketentuan tidak boleh melakukan perubahan pada hunian. Sampai saat ini, evaluasi penilaian kepuasan penghuni terhadap hunian RISHA belum dilakukan secara empiris, sehingga dikhawatirkan luput melihat kebutuhan masyarakat yang sebenarnya. Studi ini bertujuan untuk menilai tingkat kepuasan penghuni terhadap hunian RISHA pasca bencana dan mengidentifikasi adaptasi merumah pada hunian dikaitkan dengan strategi memperbaiki modal penghidupan. Metode kuantitatif melalui survei angket terhadap 232 penghuni menghasilkan penilaian kepuasan hunian pada skor 69,70% (cukup puas), sementara metode kualitatif melalui observasi serta wawancara mendalam menyimpulkan bahwa housing adjustment menjadi strategi penghuni untuk mengatasi ketidakpuasan merumah dan membangun kembali modal penghidupan. Temuan ini memberikan masukan terhadap kebijakan penyediaan hunian pasca bencana, dimana penyesuaian pada hunian RISHA selayaknya tidak dinilai sebagai hal negatif, namun justru perlu mendapatkan pendampingan dan dukungan dari pemerintah sebagai bagian dari upaya pemulihan kondisi korban pasca direlokasi.

Abstract

The strategic utilization of waqf land for urban services shows significant potential, particularly in meeting urban infrastructure needs while adhering to Sharia principles and governance frameworks. This study explores the regulatory and administrative dimensions of waqf land and its feasibility in supporting the fulfillment of minimum service standards in urban areas. Using a mixed-methods approach that includes regulatory analysis, waqf land data, and stakeholder interviews, this study identifies six typologies of waqf land in Jakarta based on the status of recording, certification, and the level of specificity of designation in the Akta Ikrar Wakaf (AIW). The results show that waqf land with unspecified designations in the AIW provides greater flexibility for urban services, especially when aligned with spatial plan mandates. In contrast, land with specific designations for religious purposes (e.g., mosques or tombs) can only be utilized for other purposes through a regulatory-compliant waqf land replacement (ruislag) process. This research emphasizes the importance of involving the Indonesian Waqf Board (BWI) and urban service planners in the waqf pledge process to ensure conformity with spatial plans. This approach reduces the risk of future disputes and increases the value of the socio-economic benefits of waqf land. In addition, strengthening the regulatory framework and administrative processes, such as the recording and certifying of waqf land, are strategic steps in achieving optimal and sustainable utilization of waqf land.

Abstract

This study aims to analyze the impact of limited access to housing on socioeconomic conditions in DKI Jakarta slums. DKI Jakarta's slums are home to many low-income people, and limited access to housing in these areas has a significant impact on their socioeconomic conditions. The method used in this research is a qualitative method with a case study design, and data was collected through in-depth interviews with informants selected through a snowball sampling technique. The results show that limited access to housing has an impact on the socioeconomic status of low-income residents in the slums of DKI Jakarta. People living in areas with limited housing access have lower income levels, lower education levels, and lower health levels. In addition, access to health services is also more limited. To improve the socio-economic conditions of low-income people in slums in DKI Jakarta, efforts are needed to improve housing access. Some of the efforts that can be made include the development of affordable and environmentally friendly housing, as well as providing access to basic infrastructure such as roads, clean water, and adequate sanitation. This research also found that urbanization and land constraints contribute to the emergence of slums and limited access to housing. In addition, this research shows that the construction of decent housing can have positive impacts on low-income communities, such as increased employment and economic capacity, as well as improved education and health. Therefore, improving access to housing should be a priority in efforts to improve socioeconomic conditions in DKI Jakarta slums.
