Abstract

Di era digital saat ini, akses dan pemahaman tentang literasi digital menjadi kunci untuk mengatasi ketidaksetaraan dalam akses pendidikan, pekerjaan, dan ekonomi. Desa Sirnagalih, sebuah komunitas pedesaan di Kecamatan Bayongbong Kabupaten Garut, Jawa Barat, menghadapi tantangan dalam mengadopsi teknologi digital. Program literasi digital melalui seminar menjadi solusi yang efektif untuk meningkatkan pemahaman dan keterampilan masyarakat dalam menggunakan internet secara sehat dan produktif. Kuliah Kerja Nyata Tematik 2023 Sekolah Tinggi Teknologi Garut, bertujuan memberikan kontribusi kepada masyarakat Desa Sirnagalih khususnya Kampung Babakan dan Depok dalam bentuk pengetahuan atau edukasi dan kegiatan seminar yang bertema tentang Berkembang Cerdas, Aman dan Membangun Kemampuan Literasi Digital. Hasil pembahasan menunjukkan program literasi digital melalui edukasi ke sekolah dan seminar dalam upaya meningkatkan pengetahuan masyarakat Kampung Babakan Depok Desa Sirnagalih dalam memanfaatkan internet yang cerdas aman secara umum mendapat tanggapan positif.

Abstract

Human-computer interaction continues to evolve, one of which is through device control using hand gestures. In the context of presentations, the use of a mouse as an assistive tool often limits the presenter’s mobility. Therefore, this study aims to develop a hand gesture detection system to control the cursor in real time using the OpenCV and MediaPipe libraries. The system is designed to allow presenters to move freely in front of the audience without being tied to physical input devices. The system development follows the Rational Unified Process (RUP) methodology, encompassing four phases: Inception, Elaboration, Construction, and Transition. The system is implemented using the Python programming language and the Autopy library for cursor control. Testing was conducted under lighting conditions of 100 lux and at a distance of approximately 1 to 1.5 meters. The test results demonstrate excellent system performance: single-click functionality achieved 98% accuracy and 98% precision; double-click functionality reached 99% accuracy and 100% precision; right-click functionality showed 98.04% accuracy and 96.15% precision; and cursor movement achieved 100% accuracy and 100% precision. The system is capable of detecting hand gestures and controlling the cursor with high accuracy and fast response. It also supports light multitasking activities such as opening various types of files. This research contributes to the advancement of human-computer interaction without the need for traditional input devices.

Abstract

The transformation of Indonesia’s electoral legal politics reflects a long trajectory from authoritarianism toward a more open democracy. This article examines how electoral law functions within shifting political configurations from the Old Order to the 2024 general election. The study aims to analyze the transformation of legal politics from rule by law to rule of law, focusing on the influence of political configuration on electoral legislation and administration. This research employs a normative, historical-descriptive, and philosophical approach, integrating Mahfud MD’s theory of political configuration, Lawrence M. Friedman’s legal system framework, and the concepts of substantive democracy and institutional authoritarianism. The findings reveal that the transformation of electoral legal politics directly correlates with changes in political power which is before reform, electoral law served as an instrument of authority; the transitional period marked the rise of independent institutions; and the reform consolidation era demonstrated procedural progress yet lacked substantive democracy. The novelty of this study lies in its integrative historical-periodization analysis that connects legal and political dimensions to assess the direction of Indonesia’s post-2024 electoral democracy.
