Abstract

This research is motivated by the existence of education that is intended for all children, including children with special needs. Children with special needs have different characters, especially Slow Learners in learning are still experiencing difficulties. Therefore, special mentor teachers are needed to help them provide a better education according to their character. The formulation of the problem of this research is how the role of a special supervisor teacher for Slow Learners at SDN Cimone 7. The purpose of this study is to determine the role of a special supervising teacher for Slow Learners at SDN Cimone 7. This type of research is qualitative research. Data collection techniques used are observation, interviews, documentation and triangulation of sources. The results of this study indicate that the role of special supervising teachers includes: designing and implementing specific programs, identifying, assessing and compiling individual learning programs, modifying teaching materials, conducting evaluations, and making reports on programs and the development of children with special needs. With these roles, most children with special needs in public elementary schools can provide good services. Suggestions for this research are the supervising teachers always encourage students to study hard at home and at school, and provide learning facilities that support the educational development of their students

Abstract

Abstrak. Kabupaten Rejang Lebong telah menerapkan pelayanan digital melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) sesuai Peraturan Bupati Nomor 6 Tahun 2022. Diskominfo merupakan instansi yang bertanggung jawab dalam urusan komunikasi, informatika, dan persandian serta memfasilitasi OPD di Rejang Lebong dalam penerapan TI. Berdasarkan indeks SPBE tahun 2022, diperoleh skor rata – rata 2,80 predikat “Baik”, dengan skor tertinggi pada domain kebijakan internal (4,20) dan terendah pada audit TIK (1,00) serta TIK (1,50). Pada tahun 2023, skor meningkat menjadi 3,23. Penelitian ini bertujuan untuk menilai penerapan tata kelola teknologi informasi pada Diskominfo Kab. Rejang Lebong menggunakan framework COBIT 2019 dengan metode deskriptif kualitatif melalui studi literatur, observasi, wawancara, penyebaran kuisioner, dan pengumpulan bukti. Hasil menunjukkan bahwa objective EDM04 – Ensured Resource Optimization tervalidasi terdapat di level 2 (Managed) dan APO07 - Managed Human Resource pada level 1 (Initial) meskipun target keduanya adalah level 4 (Quantitative). Abstract. Rejang Lebong Regency has implemented digital services through the Electronic-Based Government System (SPBE) in accordance with Regent Regulation No. 6 of 2022. The Communication and Information Technology Department (Diskominfo) is responsible for communication, information technology, and encryption, as well as facilitating the implementation of information technology in local government agencies (OPD). Based on the 2022 SPBE Index, the regency achieved an average score of 2.80 (“Good”), with the highest score in internal policies (4.20) and the lowest in IT audits (1.00) and ICT (1.50). In 2023, the score increased to 3.23. This study aims to evaluate IT governance at Diskominfo using the COBIT 2019 framework with a qualitative descriptive method through literature review, observation, interviews, questionnaires, and evidence collection. The results show that the EDM04 objective is validated at level 2 (Managed) and APO07 at level 1 (Initial), although both are targeted at level 4 (Quantitative).
