Abstract

The background of this research is that since the stipulation of Regional Regulation Number 5 of 2015 concerning the RTRW of Central Kalimantan Province until now the implementation has not been as expected, this can be seen through the problems that occur starting from the determination of the area into an office area, settlement and for investment purposes in the construction stage in the forest area. Meanwhile, the purpose of this study is to analyze and find out the RTRW planning for Central Kalimantan Province which has not yet been optimally implemented, analyze and find out the inhibiting factors for Central Kalimantan Provincial RTRW planning and formulate the Central Kalimantan Provincial RTRW planning strategy. The focus of this research is to analyze the RTRW planning strategy of Central Kalimantan Province, and to formulate the RTRW planning strategy used by Central Kalimantan Province. This research uses qualitative research with descriptive method. The results show that there are two things that affect the regional spatial planning process, namely First, micro factors related to development both from the manager's point of view and from the provider's point of view, including technical, managerial management), Financial (finance), Economics, Environmental impact, Social and security. Second, macro factors, namely the government's problem to see the relationship between projects and government programs as a whole, which consists of the suitability of the location and regional economic development strategies. Third, Central Kalimantan the provincial RTRW planning strategy uses ASOCA's Internal and External Factors Strategy Analysis which results in other Agility to produce a more optimal RTRW planning strategy through the ASC Rahma Strategy. ASC Rahma's strategy is through a synoptic planning approach which consists of the first synoptic planning, procurement of forest areas based on the outline of regional needs, the second synoptic planning, encouraging RDTR to be immediately established as an operational implementation of investment activities on a micro scale, the third synoptic planning, supervising preparation of the RTRW so that it can be accepted by the community. All stakeholders, and the fourth synoptic planner, ensures that the RTRW planning does not experience difficulties in its implementation in the field.

Abstract

The problems that entangle State-Owned Enterprises in fulfilling their obligations as mandated by Law Number 19 of 2003 concerning State-Owned Enterprises which also apply to all provisions stipulated in Law Number 40 of 2007 concerning Limited Liability Companies are; the weak implementation of the digitalization system in the management of State-Owned Enterprises, so that there are still constraints on efficiency and increasing company productivity, as well as the ability of HR-State-Owned Enterprises to innovate in maintaining the existence of State-Owned Enterprises as a support for state revenue. The research method is a mindset, which is well prepared to conduct research and to achieve research objectives. Research itself is a scientific work that must be carried out in a systematic, orderly, orderly manner, both regarding the procedure and in thinking about the material. Research can be defined as an effort to find, develop and test the truth of a knowledge that is carried out through scientific methods. Therefore, in carrying out research, one must pay attention to scientific principles which consist of collecting data, classifying, analyzing, and also interpreting the facts and connecting them with empirical reality to test their truth. Based on the description above, using qualitative research through a descriptive approach, the researcher can see the problems that exist in the field, then describe the phenomena and analyze the relationships that occur between related phenomena and are contained in the background of the problem, the formulation of the problem. , and also the focus of this research. The results show that the collaborative process of the public sector often reflects implicitly its relationship to the hierarchy of actors. Governments (or public services) are externally often a burden on collaborative structures, especially the public sector. This is a fact especially in state-owned companies. In accordance with the results of observations made during the research process, it was also found that the bureaucracy, in fact, can be a (secret) power in accessing information directly to the Minister of State-Owned Enterprises (Government) who based on the law is declared as the owner of the company.

Abstract

Berdasarkan statistik laporan/pengaduan masyarakat yang dirilis oleh Ombudsman Republik Indonesia pada 2015 menunjukkan bahwa pelayanan yang diberikan oleh Pemerintah Daerah menjadi pengaduan yang paling tinggi dibandingkan Instansi lainnya. Oleh karena itu, Pemerintah berkomitmen meningkatkan pelayanan publik dengan membuat terobosan membangun Mall Pelayanan Publik yang tersebar di beberapa tempat di Indonesia salah satunya di Kabupaten Belu dengan nama Plaza Pelayanan Publik Timor Atambua. Dengan berdirinya Plaza Pelayanan Publik Timor Atambua, pelayanan publik yang sebelumnya dilakukan secara terpisah pada setiap instansi yang terkait pelayanan publik dapat di integrasikan ke dalam satu gedung sehingga dapat menghemat waktu dan biaya bagi masyarakat yang membutuhkan pelayanan. Teori yang digunakan adalah indikator efektivitas yang dikemukakan oleh Tampubolon dengan membaginya menjadi 5 (lima) indikator yaitu Produksi, Efisiensi, Kepuasan, Keadaptasian, dan Perkembangan. Selanjutnya pendekatan yag digunakan dalam analisis data adalah analisis SWOT dengan melihat faktor-faktor pendukung dan penghambat efektivitas. Setelah menganalisis dan mengetahui strategi maka peneliti menggunakan Litmust Test sebagai sarana untuk mengurutkan strategi-strategi yang paling strategik dalam meningkatkan efektivitas. Adapun desain penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif, serta teknik pengumpulan data dilakukan dengan cara observasi, wawancara,dan mengumpulkan dokumen pendukung lainnya. Hasil penelitian menunjukkan bahwa Pelaksanaan pelayanan publik pada Plaza Pelayanan Publik Timor Atambua berjalan dengan efektif, di mana pelayanan dilakukan menggunakan teknologi sehingga lebih efisien dan meningkatkan produksi pelayanan sehingga mendapatkan nilai indeks kepuasan masyarakat yang tinggi. Selanjutnya ditemukan 3 (tiga) isu strategis untuk meningkatkan efektivitas pelayanan yaitu; meningkatkan kerja sama antara Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu, Pemerintah Pusat, Pemerintah Provinsi, maupun OPD dan Instansi lain terkait pelayanan publik untuk pengembangan Plaza Pelayanan Publik Timor Atambua, melakukan pelatihan untuk semua pegawai pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu terkait penggunaan aplikasi si-CANTIK dalam pelayanan, dan membuat nota kesepahaman antara Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dan Pemerintah Daerah sehingga tidak terjadi perbedaan persepsi terhadap hasil kinerja Plaza Pelayanan Publik Timor Atambua.
