Abstract

Penelitian ini bertujuan menganalisis penyediaan pelayanan publik khususnya bidang transportasi bagi kaum difabel dan mengidentifikasi alternatif solusi yang dapat diterapkan dalam pemberian pelayanan  bidang transportasi yang adil dan pro difabel. Penelitian kualitatif dengan metode wawancara, observasi dan dokumentasi. Wawancara kepada dinas terkait yaitu Dinas Sosial, Dinas Perhubungan, dan Dinas Pemukiman dan Prasarana Wilayah serta lembaga-lembaga swadaya masyarakat yang mempunyai perhatian terhadap kaum difabel seperti SIGAB dan SABDA. Data sekunder berasal dari dokumentasi pada dinas-dinas terkait dan media massa serta sumber kepustakaan lain seperti buku dan jurnal. Hasil penelitian menunjukkan bahwa penyediaan layanan perhubungan untuk memenuhi  kebutuhan kaum difabel belum optimal. Pemerintah Kota Yogyakarta menyediakan fasilitas perhubungan ramah difabel, Sleman menyediakan trotoar ramah difabel khususnya di sekitar kompleks perkantoran pemerintah daerah. 3 kabupaten lain belum optimal dalam penyediaan fasilitas. Abstract

Secara umum citizenship behavior merujuk pada 3 elemen utama yaitu, kepatuhan, loyatitas, dan partisipasi. Kepatuhan dan loyalitas merupakan definisi citizenship dalam pengertian yang luas, sehingga esensi dari citizenship behavior adalah partisipasi. Dalam partisipasi, perhatian terutama ditujukan pada arena nasional, arena komunal, dan arena organisasional. Dalam artikel ini, citizenship behavior akan disoroti dalam dimensi organisasional (Organizational Citizenship Behavior/OCB). Organisasi akan tetap eksis bila didukung oleh karyawan yang loyal dan berkomitmen tinggi kepada organisasi, yang ditunjukkan dalam sikap dan perilaku karyawan dl tempat kerja. Perilaku positif karyawan atau anggota organisasi mampu mendukung kinerja individu dan kinerja organisasi untuk perkembangan organisasi yang lebih baik.

Abstract

Besarnya jumlah PNS di Indonesia berimplikasi pada peningkatan beban anggaran negara maupun anggaran daerah. Dalam APBN tahun 2011, anggaran pembangunan hanya tersisa 12 persen dari total anggaran, sedangkan 61 persen digunakan untuk gaji pegawai. Kemenkeu bahkan mencatat ada 124 daerah yang belanja pegawainya menghabiskan 60 persen lebih APBD, atau jika dirinci ada 16 daerah yang menggunakan 70 persen atau lebih dana APBD untuk membayar gaji pegawai, bahkan ada yang mencapai 83 persen. Kebijakan harus diambil pemerintah untuk mengatasi persoalan tersebut. Salah satunya adalah melalui moratorium rekrutmen CPNS. Namun demikian hal tersebut tidak hanya dimaksudkan untuk mengurangi berat beban anggaran semata, lebih dari itu harus sejalan dengan kerangka reformasi birokrasi yang sudah dicanangkan sebelumnya oleh pemerintah. Pemerintah harus melakukan berbagai upaya untuk mendorong reformasi birokrasi agar tidak terjadi paradoks didalamnya.  Kebijakan yang berbeda dalam penataan CPNS yang dikeluarkan oleh tiga kementrian, menyebabkan pelaksana di daerah mengalami kebingungan dalam melaksanakannya. Beratnya beban anggaran daerah selain disebabkan oleh belanja pegawai, juga disebabkan oleh beberapa faktor lain seperti pengangkatan Honda dan pemekaran daerah. Berbagai upaya telah dilakukan untuk mendorong reformasi birokrasi di Indonesia, antara lain melalui rasionalisasi jumlah pegawai. peningkatan kinerja PNS, dan pendataan kompetensi PNS.

Abstract

This research aims to reveal the institutionalization of bureaucratic reformation in Sleman Regency after the implementation of UU ASN. Moreover, the objective of this study is to identify the potential and inhibited factors of bureaucratic reformation in Sleman Regency. The research method of this research is descriptive by employing qualitative approach. The result of this research show that the institutionalization of bureaucratic reform after the implementation of the Act ASN in Sleman have run, and continued with a change agenda. This is evidenced by the habituation process that has been seen from the implementation of the rules and a new culture in Sleman District Government. The main obstacle was the culture of the old bureaucracy, which asked to be served, causing bureaucratic reform objectives have not been achieved optimally. In addition, the Government of Sleman regency, like other local governments in Indonesia, had to wait for the policy directives from the central government due to frequent policy changes at the central level.Keywords: Institutionalization, Bureaucratic Reformation, UU ASN

Abstract

This research aims to describe the performance appraisal of Yogyakarta government employees as well as enabling and inhibiting factors in the assessment of employee performance in Yogyakarta government. This qualitative descriptive research shows there are two performance appraisals in the government of Yogyakarta namely Employee Performance Assessment and Job Performance Assessment government employee. Employee Performance Assessment carried out 2 times a year, in June and December and the performance appraisal only once a year. Assessment methods used in employee performance assessment is a method 360 degrees. Constraints in the evaluation of employee performance assessment is at fault understanding of the guidelines for the implementation of performance appraisal, lack of clear job description in job analysis make it difficult for employees to put it in the assessment and the absence of stylists executive staffing in evaluation of employee performance and timing issues assessment by the employer because constrained by other activity.Key Words: Performance Appraisal, Assessment Indicators, Government Employees of Yogyakarta.

Abstract

This research studies about implementation of Jamkesmas program in Bantul Regency to know how reality of implementation and problems surfaced in its implementation. This qualitative research results is that process of target group establishment has followed the procedure even though in the field it is constrained by not updated data. Bantul Regency has done social security (Jamkesos), childbirth security (Jampersal), life saving and the use of SKM. In mechanism how to get service from PPK, significant constrain is not found because of clear SOP. Mechanism and process of PPK claim verification has been done in accordance with provision even though it is often late. In the aspect of organization implementers’ capability, they are reliable because they have been through training. Coordination between program implementers and 11 hospitals in Bantul is done once in every two months. Meanwhile, infrastructure which supports implementation is adequate even though there is no specific fund. The outcome of the policy, in term of financial holding, is transparent and accountable even though it is still constrained by late claim payment. Improvement of the poor people’s access to health services is also caused by the presence of other programs beside Jamkesmas. Keywords: implementation, Jamkesmas, and health service provider (PPK)

Abstract

The aims of this study was to evaluate the implementation results of social policies for the neglected elderly (LUT) in Yogyakarta. The research approach was qualitative descriptive technique using data analysis of primary and secondarydata obtained from interviews, focus group discussions, observation and documentary analysis. The data validation employs triangulation technique. The research results indicate that the implementation of social policies for the neglected elderly in DIY was not yet optimal that can be derived from, the number of LUT covered in the policy was still small in number, the quality of services provided to neglected elderly remains minimal, community involvement in taking care of the LUT is not yet maximized, and the policies specifically manage LUT was not yet available. These happen because first, the specificsocial policy towards LUT was not yet established, the existing policies remain partial and overlapping with the policy of poverty, so that the implementation was insensitive towards the neglected elderly. Second, the available funding andinfrastructure in both intra and extra nursing institutions were still diminutive compared to the total number of LUTs in DIY. Third, the number of human resources conducting the policy was still limited, moreover the qualified ones were few.

Abstract

   This study aims to describe community participation in realizing policy accountability for handling the covid-19 pandemic in the Special Region of Yogyakarta. The research design used was a descriptive study with a qualitative approach. Community participation was analyzed using a spectrum of five levels of participation. The results showed that community participation has manifested itself at every level of the spectrum of public participation. However, community participation is still limited to passive participation, where the community is only involved in policy implementation. At the information level, various information systems have been created to provide information, but not all of them can be accessed by the public. At consult level, various opinions from the community and stakeholders have received a good response and used as a consideration Governor. At the level of involvement, community has positioned as both a subject and an active participant in volunteering since the start of the pandemic. At the level of collaborate, collaboration has reached the stage of opening space for participation from various stakeholders.  Last at the empower level, it has been carried out through various efforts. starting from the RT, RW, and Village levels. However, there has been no coordinated effort and clear division of roles in implementing the collaboration and empowerment.

Abstract

This study explores the influence of government policies and initiatives across different presidential eras in Indonesia on the development and adoption of cashless payment systems, with a particular focus on the implementation of QRIS (Quick Response Code Indonesian Standard). It examines how these policies, including digital literacy programs and regulatory frameworks, have shaped public perceptions and acceptance of digital payment solutions. The research also investigates the social, economic, and technological factors that contribute to the increasing acceptance of cashless payments and their impact on financial inclusion and economic behaviors. The findings indicate that government efforts, such as promoting QRIS and enhancing financial regulations, have significantly accelerated the transition from cash-based to digital transactions, especially during the COVID-19 pandemic. However, challenges remain, particularly concerning low digital financial literacy (around 25%) and security threats such as fraud and fake QR codes. Overall, the rapid growth in QRIS users—reaching over 48 million consumers and 32 million merchants as of 2024—demonstrates a positive trajectory toward Indonesia’s goal of a more inclusive, efficient, and secure cashless economy. The study underscores the importance of continued policy support, public education, and technological innovations to overcome existing barriers and sustain the momentum of Indonesia’s digital payment transformation

Abstract

This study examines community development in Girikerto Village through the Desa Mandiri Budaya (Culturally Independent Village) program using a descriptive qualitative approach. The program encourages residents to identify their needs, design solutions, and take action for sustainable change. Government support, mainly through Special Financial Assistance, was important at the start, but the program has gradually promoted community independence. The four supporting pillars of the program involve strong participation from local residents. Community members manage the Bodronoyo Tourism Community Group, Gerbang Merapi Village-Owned Enterprise, and the Water Tank Filling Station. However, the involvement of the younger generation remains unclear. Local entrepreneurship is a key driver of development. Girikerto utilizes its potentials, including tourism, Micro, Small, and Medium Enterprises, animal husbandry, Etawa goat milk processing, and the use of natural and water resources. The Water Tank Filling Station notably contributes to Village Own-Source Revenue, supporting financial independence and the sustainability of the program. Overall, the study shows how external support can evolve into community-driven efforts, helping Girikerto build resilience and achieve sustainable local development.
