Abstract

The development of the world of tourism in Indonesia is very promising, the government both at the level of central and regional make the tourism sector as a superior sector that must be developed to increase the national income and regional income. Rokan Hulu regency is one of the existing regencies in Riau Province that has a tourist destination among religious tourism Rokan Hulu Great Mosque, Tuanku Tambusai Fortress which is a historical and nature tourism. One of the natural attractions is Serombou stone house located in the village Serombou Indah District Rambah Hilir. But the condition of the sights are not maintained and indicated neglected from development activities. In addition, inadequate access to transportation and road access make it less visited than the National Day. Therefore, this research is conducted to know how the role of Rokan Hulu District Government in Management of Serombou House Tourist Attraction. What is the type of research is descriptive cultivation study with informants Head of Tourism Office Rokan Hulu District, Village Head, BPD Serombou Beautiful village, Head of Hamlet and Community Leaders. From the result of the research, it can be concluded that the regency of Rokan Hulu regency in the management of tourist destinations, tourism promotion and the increase of public participation in tourism management of Batu Serombou house has less role. It is seen that the management of attractions Serombou stone house new limited discourse and not contained in the program and government activities.

Abstract

This research is a study related to the impact of modern market growth (Alfamart and Indomaret) on traditional markets (department stores) in the city of Pekanbaru. The theories and framework used in this research are the concepts of development while the research method used is a qualitative approach delivered by John W. Creswell. Because of it, the expected results will be more comprehensive about the impact of the existence of the modern market on traditional ones (waserda). Meanwhile, the objectives of this study are 1. Consistency of the government of Pekanbaru City on the Implementation of Regulation Number 9, 2014. 2. Perception of traditional market traders on the existence of modern markets. 3. The impact of the existence of a modern retail market (Alfamart and Indomaret) on the business of traditional traders of all-around stalls (waserda). 4. Efforts made by traditional market traders (waserda) to maintain the existence of their businesses. From the results obtained in this research, it is expected to be able to provide input and advice to the community, government, and private sector on the impact of the existence of modern markets on traditional ones, and to make appropriate formulations in dealing with problems that occur. So that in the end modern markets and traditional ones can grow and develop together and complement each other in Pekanbaru City. Waserda, ritel modern, alfamart, indomaret.

Abstract

This study aims to analyze the bureaucratic innovations implemented at the Special Development Institution for Children (LPKA) in Pekanbaru City, Riau Province. The focus includes administrative, institutional, policy, and system innovations designed to improve the quality of public services in correctional institutions. A descriptive qualitative method was used with a case study approach. Data were collected through in-depth interviews, observation, and documentation, and analyzed inductively. The findings indicate that while various innovations have been introduced—such as the use of CCTV, digital-based services, and standardized operating procedures—the implementation remains suboptimal, particularly in administrative and system aspects. This study contributes to strengthening bureaucratic reform in correctional institutions and promotes the use of technology to enhance transparency and service efficiency. The findings offer practical implications for public service policy development in the correctional sector.

Abstract

This article discusses the management of the Riau Provincial Grand Forest Park from the perspective of collaborative governance. With its rich flora and fauna, Forest Park must be sustainably maintained and preserved as the ‘lungs’ of Pekanbaru City. However, limited human resources, regional financial capacity and the large area of land that must be managed are obstacles for local governments. It is therefore necessary to collaborate with various parties to set the initial conditions, institutional design, facilitation of leadership and processes for collaboration. This study employs a qualitative method with a phenomenological approach and describes collaboration events. The data collection techniques include observations, interviews and documentation. The study results show that the initial conditions are an obstacle for the government, requiring cooperation with other parties. Each party blindly covers the standards and provisions outlined in a joint agreement on the efforts and resources for the management of Forest Park facilitated by the Riau Provincial Forestry Service. The goals set for cooperation include the commitment of all parties to be transparent, mutually trusting and sustainable. This cooperation process was carried out in several stages, starting from the initial communication assessment, discussing existing problems and unifying the common perceptions outlined in the memorandum of understanding. Goals were established, action plans were formulated, and monitoring and evaluation were conducted on the results of the cooperation by each party. Collaboration was carried out in the form of the participation of all parties in preserving nature, including community involvement.
