Abstract

This paper is the result and discussion of research and community service KKN-Thematic Halal 2024 which discusses the implementation of Halal Product Guarantee through Halal Certification carried out in UMKM in Bandung Regency. The analytical tool used is using Merilee S. Grindle’s Policy Implementation theory. The discussion is carried out by analyzing and describing the indicators of Policy Implementation theory according to Merilee S. Grindle which consists of policy content and implementation context, where success is determined by the degree of implementability of the policy. The method used in this research uses a qualitative approach with a case study research design. The aim to be achieved is to describe how the implementation of a policy from Halal Product Guarantee on Halal Certificates for Food and Beverage UMKM in Bandung Regency. The findings of this study are that Bandung Regency has implemented policies related to Halal Product Guarantee in the form of Halal Certificates of the Free Halal Certificate Program (SEHATI). With the Halal Certificate Policy, UMKM Food and Beverage Business Actors in Bandung Regency benefit from the need for Halal Product Guarantee on their products by having Business Identification Number (NIB), Halal Certificate, and Halal Sticker.

Abstract

This research emerged due to the increasing number of fake news on social media which has negative impacts such as misinformation and propaganda. This problem is getting worse because widespread access to social media is exacerbating the situation, even triggering social conflict. To overcome this, the West Java Diskominfo established Jabar Saber Hoaks on Instagram and websites to verify fake news and reduce its spread. The aim of this research is to understand how West Java Saber Hoaks manages news production in dealing with the spread of fake news on social media. This research uses a qualitative descriptive method with data collection techniques through in-depth interviews and observation. News production management is observed based on George R. Terry's management principles which include Planning, Organizing, Actuating, and Controlling or POAC. Research subjects included division heads, coordinators, dissemination heads, and West Java Saber Hoaks social media managers. The research results show that West Java Saber Hoax implements planning steps by setting priorities and analyzing hoax trends. Organizing is carried out by teams responsible for fact checking and social media. The clarification process is carried out by checking facts first, then distributing verified information through social media and websites. Control is carried out by monitoring the reach and response to clarifying news. In conclusion, Jabar Saber Hoaks has carried out careful planning, efficient organization, active implementation and careful control in fighting fake news on social media.

Abstract

Decision-making for public policy formulation in Indonesia has undergone significant changes from year to year, one of which is due to the effects of digital transformation. Big data is a part of digital transformation that has a direct correlation with public policy formulation in Indonesia. This research aims to identify the utilization of big data in decision-making for public policy formulation in Indonesia. The matters discussed in this research include the decision-making process in formulating public policy in Indonesia using big data analysis, as well as the effectiveness, efficiency, and openness of public policies resulting from data-driven public policy in Indonesia. This research uses the Systematic Literature Review (SLR) method by collecting various related research documents into a database using the PRISMA (Preferred Reported Items for Systematic Reviews and Meta-Analysis) research procedure. The utilization of big data in decision-making for public policy formulation in Indonesia has proven that the policies formulated are more effective and efficient because they utilize the data available in big data analysis.
