Abstract

The research carried out aims to find out the extent of the implementation of Law Number 10 Year 2009 concerning Tourism, whether this policy has been properly implemented or not and to find out how the efforts made by policy providers (the Government) to advance the tourism potential in the city of Cirebon, especially Kejawan Beach. The research method used in this study is a qualitative method with a descriptive design because in this study, data collection through observation and interviews is obtained directly down to the field, therefore the techniques used were Purposive Sampling and Accidental techniques. The results of the study show that the implementation of Law Number 10 of 2009 has not gone well and there is still a lack of tourist attraction to visit the coast due to the lack of government attention to the shore beaches, and the lack of complete infrastructure and governance that has not been maximized in accordance with Law Number 10 of 2009.

Abstract

Tujuan penelitian ini adalah untuk mengetahui seberapa efektifnya program insentif pajak bumi dan bangunan di Kabupaten Bandung pada tahun 2020. Program insentif ini diluncurkan sebagai bentuk perhatian pemerintah daerah kepada wajib pajak yang kesulitan membayar pajak diakibatkan penurunan ekonomi akibat Covid-19. Pemberian insentif pajak ini yakni dengan pemberian keringanan berupa kebebasan pajak, pemotongan pajak, serta penghapusan denda pajak yang diatur dalam Peraturan Bupati Bandung No. 27 Tahun 2020. Dengan diterapkannya program insentif PBB mampu melakukan percepatan pemulihan ekonomi masyarakat yang sempat menurun diakibatkan Covid-19 dengan meringankan masyarakat dalam membayar PBB. Metode penelitian ini menggunakan pendekatan kualitatif deksriptif dengan teknik pengumpulan data menggunakan wawancara terstruktur, observasi, dan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan kesimpulan atau verifikasi. Dan teknik validitas data menggunakan triangulasi data. Hasil penelitian menunjukkan bahwa dari segi realisasi pendapatan PBB sangat efektif karena mencapai 107%. Namun, dianalisis menggunakan teori efektivitas dari Makmur bahwa dimensi ketepatan biaya dan ketepataan perintah belum terpenuhi disebabkan jumlah yang melakukan permohonan pengajuan keringanan pajak hanya 1028 wajib pajak dari 1,1 juta wajib pajak yang ada di Kabupaten Bandung. Hal ini disebabkan kurang masifnya sosialisasi dan penyebaran informasi program insentif PBB diakibatkan kurangnya anggaran untuk penyelenggaraan program. Hal inilah yang menyebabkan tingkat kepatuhan wajib pajak pada tahun 2020 hanya 5%. Hal ini disebabkan Bapenda Kab. Bandung dalam menjalankan tugasnya memiliki beberapa hambatan yakni sosialisasi yang tidak merata disebabkan keterbatasan waktu, luasnya geografis daerah, sumber daya manusia, dan media informasi ke masyarakat yang berada di pelosok.

Abstract

This research conducts a qualitative analysis of the challenges and intricacies involved in establishing sustainable tourism villages in Indonesia, with a specific focus on West Java Province, using the village of Alam Endah as its subject. The study's core findings underscore the pivotal role of human resource relations in driving the development of tourist villages, emphasize the importance of clear regulatory frameworks and legal structures for sustainable growth, and highlight the effectiveness of strategic marketing in enhancing the attractiveness of these villages. Additionally, it underscores the significant impact of sustainable tourism village development in uplifting the welfare of local communities. By weaving these elements together and fostering strong interconnections among them, this research provides a comprehensive roadmap for the sustainable development of tourism villages, offering lasting economic, social, and environmental benefits to the region.

Abstract

Penelitian ini bertujuan untuk mengetahui kebijakan implementasi blue economy di Indonesia beserta tantangannya. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui studi kepustakaan menggunakan metode PRISMA dan database Directory of Open Access Journals (DOAJ). Indonesia memfokuskan konsep blue economy melalui kebijakan ekonomi berbasis kelautan. Hasil penelitian menunjukkan bahwa penerapan model ekonomi biru di Indonesia lebih terfokus pada industri perikanan, dengan penekanan pada pembangunan infrastruktur kelautan yang berkelanjutan dan pengelolaan sumber daya laut dengan prinsip efisiensi alam dan zero waste. Namun, implementasi blue economy juga menghadapi berbagai tantangan, seperti kerusakan ekosistem laut akibat aktivitas ekonomi yang tidak berkelanjutan, konflik antara sektor perikanan dan pariwisata bahari, kebijakan yang belum jelas atau tumpang tindih, keterbatasan teknologi, dan kurangnya pendanaan. Diperlukan kebijakan yang komprehensif, investasi dalam penelitian teknologi kelautan, serta kemitraan antara pemerintah, sektor swasta, dan komunitas internasional untuk mendukung pertumbuhan blue economy secara berkelanjutan

Abstract

One of the implementations of E-Government by the local government is the creation of the Dispar Ciamis Regency website, developed by the Ciamis Regency Government. This initiative aligns with Ciamis Regency Regional Regulation No. 19 of 2011, Article 27, which mandates the local government to provide various tourism information, legal protection, safety, comfort, and security for tourists. Therefore, the government is obliged to provide tourism-related information on the official website while considering user security, legal protection, comfort, and safety. This study utilizes the E-GovQual method to assess user satisfaction with the services provided by the Dispar Ciamis Regency website. A total of 54 responses were collected. The analysis methods employed include Scriptural Hash Table Analysis, Validity and Reliability Analysis, and Hypothesis Analysis. The study results indicate that the variables of usability, trust, interactive environment functionality, reliability, content, and information display, as well as citizen support, do not influence users' intention to use (REI), except for the content, information display, and citizen support variables, which influence user satisfaction (AS) or intention. Additionally, to enhance user trust in the Dispar Ciamis Regency website, it is necessary to include features that measure the level of understanding between the website administrators and users regarding each applicable rule or policy.

Abstract

This paper provides a sociological perspective on urban gentrification and its societal implications, employing a research method that primarily involves an extensive literature study. Gentrification, characterized by the influx of more affluent residents into previously disadvantaged urban neighborhoods, is a multifaceted phenomenon with significant social, economic, and cultural consequences. Drawing on sociological theories and empirical research from existing literature, the study examines the drivers and consequences of gentrification, exploring issues such as housing affordability, displacement, social demographics, and the dynamics of urban change. It also considers how gentrification both perpetuates and alleviates social inequalities, emphasizing the importance of inclusive urban development policies and community-based initiatives to address the challenges and opportunities that gentrification presents in contemporary cities.

Abstract

The study investigates the communication strategy of the Regional Liaison Agency (BPD) of Banten Province in implementing Public Information Disclosure (KIP) policies, motivated by its classification as an "informative" institution in 2021. Using Harold Lasswell's communication theory, this descriptive qualitative research employs observation, interviews, and documentation analysis, analyzed through Miles and Huberman's interactive techniques. The findings reveal that BPD's strategy involves appointing Information and Documentation Management Officers (PPID) as communicators, segmenting messages according to KIP Law requirements, and tailoring media use to audience characteristics. BPD utilizes websites, social media, brochures, and public information desks to disseminate information, achieving effective outreach and audience engagement. Challenges include limited budget allocation, insufficient human resources, misperceptions about BPD's role, and the agency's location outside the Banten Province, which hinder communication efforts. The study concludes that while the implemented strategies are effective, addressing these barriers is essential for optimizing public service delivery and enhancing institutional accountability. This research contributes to the literature on policy communication, emphasizing the critical role of strategic communication in governance.

Abstract

The purpose of this research is to determine the level of readiness or readiness of human resources and the community as users / Users of the West Java Provincial Religious Affairs Office services towards the use of IT and what is needed to improve and develop the existing level of readiness. These efforts can pave the way to integrate services that were previously separate into a one-stop service that is easily accessible to the public with just one account. This research uses the Mixed Method Research (MMR) MMR is a research method that brings together two research approaches in one study, namely qualitative research and quantitative research. E-readiness or readiness of officers in operating this online-based KUA service is mostly quite ready. Judging from the facilities and infrastructure such as computers, printers, and IT devices, however, there needs to be more attention to KUAs in rural environments that are often constrained by networks. In addition, there is a need for feature improvements to be made in a short period of time. Most of the KUAs already have adequate facilities and infrastructure. Meanwhile, in terms of the community, people tend to prefer to visit the office directly rather than having to register online. This is because there are still many people who do not know about the existence of online-based applications at the KUA and people who are not too technologically literate. So there needs to be an increase in socialization efforts made to the community.

Abstract

Decision-making for public policy formulation in Indonesia has undergone significant changes from year to year, one of which is due to the effects of digital transformation. Big data is a part of digital transformation that has a direct correlation with public policy formulation in Indonesia. This research aims to identify the utilization of big data in decision-making for public policy formulation in Indonesia. The matters discussed in this research include the decision-making process in formulating public policy in Indonesia using big data analysis, as well as the effectiveness, efficiency, and openness of public policies resulting from data-driven public policy in Indonesia. This research uses the Systematic Literature Review (SLR) method by collecting various related research documents into a database using the PRISMA (Preferred Reported Items for Systematic Reviews and Meta-Analysis) research procedure. The utilization of big data in decision-making for public policy formulation in Indonesia has proven that the policies formulated are more effective and efficient because they utilize the data available in big data analysis.

Abstract

This study examines the digital readiness of micro and small enterprises (MSEs) in rural Indonesia, aiming to evaluate their readiness and develop a specialized model tailored to rural challenges. Using a mixed-method approach, insights were drawn from 12 articles and 24 business participants across 11 villages, combining systematic literature reviews and in-depth interviews. The methodology focused on analyzing digital readiness dimensions such as strategy, organization, technology, finance, and market integration. Interviews with MSE owners and managers explored factors influencing digital readiness, including the macro environment, technology perceptions, motivation for adoption, social capital, and knowledge-based capabilities. Findings revealed that many rural MSEs possess a basic level of digital readiness, with some lagging due to limited technology use and owner disinterest. Addressing these challenges requires collaboration among governments, educational institutions, local communities, and the MSEs themselves. The study underscores the importance of digital readiness in enhancing the competitiveness and sustainability of rural MSEs. By developing a tailored model and addressing key challenges, rural MSEs can better leverage digital technologies to drive growth and economic development in rural areas.
