Abstract

Pasar seni adalah salah satu destinasi pariwisata yang berfokus untuk tempat jual beli yang bernuansa seni, atau tempat jual beli barang-barang seni. Seiring berjalannya waktu ada pasar oleh-oleh khas moderen yang ikut bersaing di dunia pariwisata di Bali. Tidak adanya aturan hukum yang jelas dalam melindungi keberadaan pasar seni. Permasalahan yang timbul adalah bagaimanakah bentuk perlindungan hukum terhadap destinasi pariwisata di kabupaten Gianyar khususnya Pasar Seni Sukawati dan Pasar Seni Guwang dan bagaimanakah peranan pemerintah keberadaan pasar seni Sukawati dan Pasar Seni Guwang. Penelitian hukum ini adalah penelitian hukum empiris. Perlindungan hukum bagi pasar seni sebagai salah satu usaha belum diwujudkan dalam bentuk peraturan daerah. Pemerintah Daerah Kabupaten Gianyar memfokuskan pengembangan pasar seni hanya pada kegiatan ekonominya saja. Dinas pariwisata mempunyai tugas pokok melaksanakan kewenangan Otonomi Daerah dalam rangka melaksanakan tugas desentralisasi di bidang kepariwisataan tidak terlibat dalam pengawasan pasar seni yang ada di Kabupaten Gianyar.

Abstract

According to Article 1 paragraph (2), The 1945 Contitution of the Republic of Indonesia, fourth amendment, sovereignty is in the hands of the people and is implemented according to this Constitution. That article explicitly explained that people has role in government practice through involve in people participation in the process of making regulation, in this case Peraturan Daerah Provinsi Bali. On the other side, participation has also becomes an important indicator in the effort of achieving a Good Governance. How is the mechanism and the type of that people participation? And what is the relevancy between participation and Good Governance? This paper uses normative legal method and descriptively analyzed, it will explicate the rules of the mechanism of people participation in government practice based on the regulation and its relevancy with the effort of achieving Good Governance.

Abstract

Simplification of licensing procedures through the establishment of the Department of Licensing is an effort that is expected to accommodate the needs of the community as an institution truly One Stop Service, where various types of licenses that are still there are many scattered in so on education, in 105 types of licenses, all taken care of in one door, which is at the Department of Licensing, Denpasar Government policy in the simplification of licensing with the Parallel System raises the issue how integrated one-stop service delivery in order to improve public services in the Department of Licensing Denpasar, and Is that a benchmark in order to achieve an integrated service delivery doors are good at Denpasar Licensing Agency. This method is a kind of empirical research. It can be concluded from the factors improving services through two procedures with the Front Office and Back Office so you can easily and quickly take care of the permit. And communities in applying for a license must match the application requirements Denpasar owned by the Department of Licensing that the lack of barriers and obstacles in the implementation of One Stop Services and can run well.

Abstract

Travel agency is a business trip planning and tourism services. Theincreasing of knowledge in the field of technology it is now make many travel agienciesare using online media to conduct the transaction.. Therefore, it is need a supervisionby the government against the Travel agency. This paper discuss the issues concerningthe government oversight of online Travel agency that does not have a license tooperate and remedies that can be taken when fraud or breach of contract occurred. Thispaper using an empirical legal research. The conclusion of this paper are first, thesupervision facing difficulty because of the limitation of the number of the supervisingteam and the regulation concerning online travel agencies are unclear, which arecause the growth number of the illegal online travel agencies. Second, remedies thatcan be taken against fraud and breach of contract in an online Travel Agency that doesnot have a license to operate in the province of Bali.

Abstract

Pencatatan Sipil yang diatur dalam Undang-Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan meliputi : Pencatatan Kelahiran, Pencatatan Perkawinan, Pencatatan Perceraian, Pencatatan Kematian, Pencatatan Pengangkatan Anak, Pengakuan Anak, dan pengesahan Anak, Pencatatan atas Perubahan Nama, dan Pencatatan atas Perubahan Status Kewarganegaraan, dalam. Salah satu bidang dalam pencatatan sipil yang mempengaruhi ketepatan data kependudukan adalah Pencatatan Kelahiran. Pencatatan Kelahiran merupakan suatu hal yang penting bagi terlaksananya ketertiban administrasi kependudukan. Kepemilikan atas dokumen catatan sipil dalam hal ini yang berkaitan dengan Pencatatan Kelahiran adalah sangat penting untuk menunjang kevalidan data kependudukan. . Kepemilikan atas dokumen-dokumen catatan sipil ini merupakan suatu kewajiban bagi masyarakat, karena berkaitan dengan berbagai hal seperti mulai dari pendataan penduduk dan sebagai syarat dalam pembuatan akta-akta atau dokumen-dokumen kependudukan lainnya. Pelaksanaan Pencatatan Kelahiran berdasarkan Undang-Undang Nomor 23 Tahun 2006 di Kabupaten Badung belum berjalan secara efektif, berkaitan dengan Pasal 27 ayat (1) Undang-Undang Nomor 23 Tahun 2006 yang mewajibkan untuk melakukan pencatatan setiap kelahiran dan Pasal 32 ayat (1 dan 2) mengenai batas waktu pencatatan Kata Kunci : Pencatatan akte Kelahiran ; Kendala pencatatan akte kelahiran dan akibat hukum

Abstract

Gianyar regency is one of the regencies in Bali which is well known by tourists both foreigner people; it has 59 objects in the form of ancient tourisms, nature tourisms. As it is known that tourism sector is the superior sector in Gianyar regency, than it must have an important component in increasing territory revenue. However, in the implementation, the Department of Tourism found some obstacles in practice, such as incomplete infrastructures. This study using empirical legal research method, than the source of data is field research as the primary data and library research as secondary data. Data analysis techniques used in data processing is qualitative technique, and then the data is analyzed; furthermore, it is presented in analytical descriptive. The conclusion is that Gianyar regency has a great tourism potential and it has tourisms attractive, with the policy of tourism development through the implementation of seven-charm.
