Abstract

This study aims to analyze the optimization of the implementation of the Decent Habitable House (Rumah Layak Huni or RLH) Assistance policy in Sulabesi Tengah District, Kepulauan Sula Regency, North Maluku. The research investigates how the policy, designed to improve housing conditions for low-income communities, aligns with the standards established in Law No. 1 of 2011 on Housing and Settlement Areas. Employing a structured descriptive qualitative approach, data were collected through interviews, observations, and document analysis to assess policy execution, institutional coordination, and social impacts. The findings reveal that the RLH program has contributed positively to the welfare of low-income residents by improving access to livable housing. However, the program also faces several persistent challenges, such as rising construction costs due to increases in fuel prices and limited coordination and communication among central, regional, and village governments. The roles of the Head of the Department and the Head of the Housing and Settlement Area Division are pivotal in overseeing, supervising, and evaluating program implementation. Additionally, social tensions and issues in verifying eligible recipients highlight the need for clearer criteria and more inclusive communication. Periodic evaluations are crucial for addressing these concerns and enhancing program effectiveness. The novelty of this study lies in its detailed examination of housing policy implementation in a remote island regency context, contributing fresh insights into public policy execution in peripheral regions. The study recommends strengthening intergovernmental coordination, improving beneficiary targeting, and institutionalizing regular monitoring and evaluation to support the advancement of social and human sciences in the area of inclusive development policy.

Abstract

resolving the conflict berween Ory Hamlet, Pelauw State and Kariu State. This research was carried oud in Ory Hamlet, Pelauw State and Kariu State. Primary data collection techniques were carried out through interviews with a number of informant who were considered to be involved in the process of resolving the conflict between Ory Hamlet, Pelauw State and Kariu State.The results of this research show that so far in conflicts, women and children have only been considered victims, even though the informal effoots made by women have also made a positive contribution to the peacemaking process. However, in formal spaces, women’s involvement I very minimal, because they are not in strategic positions in the leadersip structure.

Abstract

The aim of this research is to find out how the quality of the service of the Building Permit Entry Letter (IMB) at the office of Waiheru Village, Baguala district, Ambon City. The research method used is descriptive research with a qualitative approach. The findings of this research are that the quality of the service of the building permit registration to the community that carries out the management of the Building License Registration in the Waiheru village office of Baguala district of Ambon has been running effectively, besides it is still a lack of public participation in building permit management (IMB) every year it rises down. And there's still a lot of people who haven't understood and are doing the management of letters of invitation to make building permits.

Abstract

Persons with disabilities are a vulnerable group of people who need special attention from the government, not only in big cities, but also evenly distributed in regions and villages. Accessibility and public service facilities that have been built and provided must be ensured to be suitable and easy to use according to the needs of the community, including people with disabilities. Accessibility is actually not only the responsibility of individuals and the government, but also every level of society with a supportive environment. The public is also required to have awareness of knowledge of the problems of people with disabilities in order to eliminate societal stigma which often creates discrimination against people with disabilities.

Abstract

Penelitian ini bertujuan untuk menganalisis desentralisasi kewenangan dalam pengembangan E-Government, arah kebijakan E-Government, serta memunculakan model pengembangan E-Government dengan menggunakan pendekatan Pentahelix di Kepulauan Banda, Kabupaten Maluku Tengah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Desentralisasi kewenangan dalam pengelolaan E-Government di tingkat daerah diharapkan dapat meningkatkan efisiensi layanan publik dan memastikan kebijakan yang lebih responsif terhadap kebutuhan lokal. Hasil penelitian menunjukkan bahwa desentralisasi kewenangan berperan penting dalam mempercepat implementasi E-Government, meskipun terdapat tantangan dalam hal koordinasi antar pemerintah daerah dan rendahnya tingkat kesadaran tentang pentingnya digitalisasi di tingkat desa. Arah kebijakan E-Government di Kepulauan Banda lebih menekankan pada pengembangan infrastruktur digital dan peningkatan kapasitas sumber daya manusia, meskipun implementasinya terkendala oleh keterbatasan infrastruktur dan literasi digital. Selain itu, model pengembangan E-Government dengan pendekatan Pentahelix yang melibatkan kolaborasi antara pemerintah, akademisi, bisnis, masyarakat, dan media terbukti efektif dalam menciptakan sinergi yang mendukung implementasi E-Government yang lebih inklusif dan adaptif terhadap kondisi lokal. Penelitian ini merekomendasikan pentingnya peningkatan infrastruktur teknologi, pelatihan literasi digital, dan kerjasama lebih intensif antar stakeholder untuk mempercepat transformasi digital di daerah terpencil seperti Kepulauan Banda. Dengan demikian, penerapan model Pentahelix dalam pengembangan E-Government dapat menjadi solusi untuk meningkatkan kualitas layanan publik dan pemerintahan yang lebih transparan dan efisien di Kabupaten Maluku Tengah

Abstract

Community service (PKM) with the theme "Inclusive Village Governance in Tamilouw Village, Central Maluku Regency" was implemented as an effort to increase the capacity of village officials and the community in understanding and applying the principles of inclusivity in village governance. The implementation of the service was carried out through two main stages, namely socialization and training on inclusive village governance, which took place in Tamilouw Village. This PKM stage used a social approach, field assessment, socialization and training. The methods used included material delivery, interactive discussions, case studies, and simulations of inclusion-based village planning. This service involved various elements of society, such as traditional leaders, religious leaders, village officials, women, youth, and representatives of vulnerable groups. Through this service, participants gained a deep understanding of the importance of participatory, transparent, and socially just village governance. The results of the service showed an increase in participants' knowledge, awareness, and practical skills in preparing inclusion-based village work plans and in identifying the needs of vulnerable groups. Furthermore, this community service program fosters a shared commitment and collective awareness to integrate inclusive principles into sustainable village development policies and practices. Overall, this PKM community service program contributes to strengthening inclusive and responsive village governance to community diversity and serves as a first step toward establishing equitable, participatory, and well-being-oriented village policies.
