Abstract

Peralihan status perguruan tinggi swasta (PTS) menuju perguruan tinggi negeri baru (PTNB) telah memunculkan persoalan baru. Persoalan tersebut terkait status kepegawaian dosen yang semula sebagai pegawai swasta yang beralih menjadi Aparatur Sipil Negara (ASN). Sejak munculnya kebijakan baru tentang perubahan status perguruan tinggi swasta ke perguruan tinggi negeri. Persoalan pokok yang menjadi perhatian sampai hari ini ialah persoalan peralihan status dosen pada Perguruan Tinggi Negeri Baru (PTNB) menjadi ASN dalam konteks ini ASN yang dimaksud ialah status Pegawai Pemerintah dengan Perjanjian Kerja (P3K). Metode penelitian ini menggunakan pendekatan analisis hukum yuridis normatif. Data yang digunakan dalam penelitian ini ialah peraturan perundang-undangan. Hasil dari penelitian ini menunjukkan bahwa ketentuan tentang peralihan status dosen PTS ke PTNB telah menimbulkan ketidakpastian hukum dan ketidakadilan sosial.

Abstract

This research investigates the coastal spatial planning of Bantul Regency, which is known for its features in geographical, cultural and socio-economic aspects. Bantul Regency faces a number of challenges, including serious coastal erosion, climate change, and the preservation of local cultural values. This research aims to identify holistic solutions that can combine coastal erosion mitigation, adaptation to climate change, and cultural heritage preservation in coastal area management. This research involves collecting geospatial data, abrasion susceptibility analysis, interviews with local stakeholders, and the use of geographic information systems (GIS). The research results show that handling coastal abrasion can be integrated with broader adaptation strategies to climate change. In addition, community involvement in decision making and implementation of coastal spatial planning policies has helped maintain the sustainability of the local environment and culture. The implication of this research is the development of sustainable coastal spatial plans that take into account physical, social and cultural aspects. The results of this research can be a guide for local governments, environmental management institutions and other stakeholders in maintaining the sustainability of the coastal areas of Bantul Regency and similar areas throughout the world that face similar challenges.

Abstract

This study aimed to analyze the existence of Pancasila Education before the issuance of Government Regulation Number 57 of 2021 concerning National Education Standards and analysis of legal certainty for the implementation of Pancasila Education through Government Regulation Number 57 of 2021. This study used a qualitative approach, with normative and empirical legal research types. Sources of data obtained from secondary data and primary data. The study results showed that the existence of Pancasila Education experienced various dynamics before the issuance of Government Regulation Number 57 of 2021. Pancasila began to lose its role after issuing Law Number 20 of 2003 concerning the National Education System by eliminating Pancasila Education from primary education to higher education. The main issue of Government Regulation Number 57 of 2021 was based on the findings of inconsistent legal drafting with one another. The issuance of Government Regulation Number 57 of 2021, which did not include the contents of the Pancasila Education material, created legal uncertainty, which had implications for contradicting the laws and regulations on it.

Abstract

The public's main complaint about public services provided by government officials is that they often do not comply with established procedures, even though there are minimum service standards. This problem highlights the challenges in government implementation. This research discusses efforts to reconstruct government bureaucracy and public services in the context of moving towards Yogyakarta's privileges. This research method is normative juridical by exploring the legal norms that regulate the government sector and public services in the Special Region of Yogyakarta. Research involves identifying relevant legal sources, which include laws, government regulations, and constitutional documents which are then related to bureaucracy and public services. Next, an in-depth analysis of the content of these legal norms was carried out, with a focus on compliance and conformity with the concept of Yogyakarta exceptionalism. This research also carries out comparisons between various legal norms, looking for any inconsistencies that may exist. The research results revealed several key findings. First, it was found that several legal norms needed to be revised or updated to better support the unique vision of Yogyakarta, especially in relation to reform in the bureaucracy and improvements to public services. Second, this research builds a good basis for understanding potential conflicts or obstacles that may arise in the implementation of bureaucratic reconstruction and public services in Yogyakarta. Based on these findings, this research provides recommendations to the government and relevant stakeholders to take concrete steps to support efforts towards making Yogyakarta unique. These recommendations involve policy updates, increased coordination between government agencies, and improved communication with the public. This article makes an important contribution in the context of understanding law and policy related to the reconstruction of bureaucracy and public services in Yogyakarta, as well as its relevance to the vision of Yogyakarta's special features.

Abstract

Civic education in higher education is designed to strengthen students' spirit of state defence through concrete actions that provide benefits to the nation and state. This research seeks to uncover whether the educational materials studied at the higher education level make a positive contribution to inspiring students to make efforts to defend the country. The research method used is a mixture of quantitative and qualitative, the numbers from the questionnaire will be presented quantitatively and the data analysis is presented qualitatively descriptive. The results showed that the lecture material was very influential because 47% ‘strongly inspired’ students to defend the country, then 46% of students rated ‘inspiring’, and 7% ‘moderately inspiring’. As for the answer option ‘less inspiring’, no students chose it. Evidence that the lecture material provides inspiration by compiling an unstructured independent assignment project citizen with a civic engagement approach that has a positive impact on humanity and the natural environment. The evidence is compiled as an individual / group assignment report which is presented in the form of a file in the form of photos / videos accompanied by descriptive explanations and links to uploading the results of activities on social media with the title of the state defence campaign.

Abstract

Program pelatihan dan pendampingan untuk pemberdayaan Industri Kecil dan Menengah (IKM) di Kabupaten Pesisir Selatan bertujuan untuk meningkatkan daya saing dan kapasitas kelembagaan sentra IKM. Fokus utama kegiatan ini adalah Sentra Pengolahan Gambir di Kecamatan Sutera, yang menghadapi tantangan pemasaran, manajemen usaha, dan keterbatasan teknologi. Melalui pendekatan berbasis kebutuhan (needs assessment), pelatihan dirancang untuk memberikan pengetahuan dan keterampilan kepada pengelola IKM dan masyarakat setempat. Materi pelatihan mencakup manajemen usaha, diversifikasi produk, branding, pemasaran digital, serta pengelolaan wisata edukasi berbasis IKM. Metode evaluasi yang digunakan dalam pelatihan ini mencakup pre-test dan post-test untuk mengukur peningkatan pengetahuan peserta, serta observasi langsung dan umpan balik kualitatif melalui kuesioner untuk menilai efektivitas penyampaian materi dan dampak pelatihan terhadap keterampilan praktis peserta. Hasil kegiatan menunjukkan peningkatan kapasitas peserta dalam mengelola usaha, terutama dalam memahami konsep wisata edukasi dan strategi pemasaran digital. Peserta juga mampu menerapkan keterampilan komunikasi publik yang mendukung promosi produk dan perluasan jaringan pemasaran. Program ini berhasil mendorong adopsi teknologi dalam pemasaran produk dan integrasi konsep wisata pada sentra IKM, yang memberikan nilai tambah pada produk dan meningkatkan daya tarik bagi wisatawan. Kendati terdapat keterbatasan, seperti waktu pelatihan yang terbatas dan cakupan peserta yang belum merata, kegiatan ini memberikan dampak positif yang signifikan bagi pengembangan IKM di daerah tersebut. Implikasi dari program ini menekankan pentingnya kolaborasi antara pemerintah, akademisi, dan pelaku IKM untuk menciptakan ekosistem bisnis yang berkelanjutan. Artikel ini mendokumentasikan proses dan hasil pelaksanaan program, serta memberikan wawasan bagi pengembangan model pemberdayaan IKM di wilayah lain.

Abstract

Penelitian ini bertujuan untuk mengungkap kontribusi pendidikan kewarganegaraan di perguruan tinggi sebagai sarana penguatan karakter bela negara. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan data primer berasal dari wawancara, dokumentasi, observasi, serta data kuesioner, sedangkan data sekunder dari referensi ilmiah yang diambil dari web, buku, dan jurnal ilmiah. Upaya yang dilakukan dengan cara memanfaatkan media sosial sebagai sarana edukasi masyarakat terkait dengan pemahaman materi pendidikan kewarganegaraan dan memanfaatkan media sosial untuk menggunggah bukti aktualisasi nyata bela negara, sehingga memberikan inspirasi bagi warga negara lainnya. Selain itu mahasiswa mampu menganalisis berdasarkan kasus-kasus yang disajikan bahwa perilaku warganet di sosial media merupakan bagian dari upaya bela negara di era digital. Terbukti 207 responden menjawab bahwa yang dilakukan oleh warganet terhadap berbagai kasus merupakan bagian dari upaya bela negara. Selanjutnya 11 responden menjawab tidak dan 14 responden menjawab ragu-ragu. Hal yang dilakukan warganet di media social dengan memberikan komentar pembelaan apabila terdapat pemberitaan yang merugikan nama baik Indonesia dan dukungan moral.
