Abstract

Indonesian collaborative governance has been very popular since the year-2000. Amongst public, private organizations, academics, media and societies. However, at present, collaboration amongst those actors have not been popularly conducted with communities, such as hobbies communities or even alumni communities. As the source of budgeting sector resources, those communities are very strategic actors to improve collaboration in a dynamic way as multi helix collaboration. This research uses qualitative approach and descriptive analysis method. The result of this research is that there is a strategic need to improve the role of communities in enhancing the advantages of collaboration in the multi helix concept.

Abstract

One of Merdeka Belajar's products is the Driving School Program. In principle, the Driving School aims to improve the quality of education in Indonesia, and this Driving School is a program that focuses on developing student learning outcomes holistically through realizing and focusing on learning based on the Pancasila student profile. Driving schools have characteristics that are in accordance with the characteristics of the Education Policy. In its implementation, the Driving School Program in Pandeglang Regency encountered various problems such as the lack of a role for supervisors at driving schools in developing and improving school resources, lack of outreach and support from the local government and budget limitations which hampered program implementation. The aim of this research is to determine the implementation of the Driving School Program in the Independent Learning Policy in Pandeglang Regency. The theory used is the theory of George C. Edward III. This research uses descriptive qualitative methods. The data collection techniques used were interviews, observation and documentation. The results of the research show that the implementation of the Mobilizing School Program in Pandeglang Regency has not proceeded according to the existing objectives because efforts are still needed to resolve these problems starting from ongoing communication between all parties concerned. Adequate resources, and the readiness or attitude of policy implementers so that the driving school program policy is implemented in accordance with the rules and is carried out well.

Abstract

This research aims to analyze the evaluation of the Tangerang Regency government's strategic plan for improving regional asset management through reliable and integrated applications, in this case, the ATISISBADA application in 2024, and what efforts are being made to improve performance. The research method used in this research is descriptive research using a qualitative approach. Data collection techniques use primary data obtained through interviews and secondary data obtained through observation and documentation. Researchers used the Miles and Huberman model of qualitative data analysis, namely data reduction, data presentation, and conclusion. This research shows that the ATISISBADA application has significantly increased the effectiveness, efficiency, and transparency of regional asset management while identifying areas that need to be improved regarding staff training and technological infrastructure. Implementing applications such as ATISISBADA (Inventory Management Application and Regional Property Information System) has helped increase the accuracy of asset recording, speeding up the financial administration process and reducing the potential for irregularities in regional property management. Even though it has provided significant benefits, several challenges are still found, such as limitations in integrity with other systems, as well as the need for improvements to a more capable technological infrastructure.

Abstract

The purpose of this research is to investigate and assess the scope of the Regional Revenue Agency and how taxpayers react to this policy. This study's data analysis consists of data reduction, data display, and generating conclusions. The study's findings demonstrate how the West Java Regional Revenue Agency's deployment of regional tax incentive policies can help to accelerate the response to the impact of Covid-19 and achieve community economic stability. Internal and external variables limit the implementation of regional tax incentives, with internal factors impacted by current conditions at the Regional Revenue Agency and external factors influenced by the community, specifically taxpayers. The findings of this study indicate that various hurdles remain in the implementation of regional tax incentive plans. Based on factors of communication, resources, disposition, and organizational structure.

Abstract

Kompetensi merupakan kombinasi  pengetahuan, keterampilan, kemampuan, dan perilaku yang diterapkan seorang pegawai dalam melakukan pekerjaannya dan yang merupakan kunci terkait mencapai hasil yang sesuai dengan tugas pokok dan fungsi dari jabatan yang ia emban. Kepala Seksi Pemerintahan Umum dan Pelayanan Publik kelurahan merupakan garda terdepan dalam mengimplementasikan standar pelayanan minimal di kelurahan. Tujuan penelitian ini adalah untuk mengetahui seberapa dalam pengetahuan Kepala Seksi Pemerintahan Umum dan Pelayanan Publik terhadap pelayanan publik. Metode yang digunakan adalah deskriptif kualitatif dengan Kepala Seksi Pemerintahan Umum dan Pelayanan Publik sebagai informan. Pengumpulan data menggunakan teknik wawancara dan observasi. Temuan dari penelitian menunjukkan bahwa pengetahuan, dalam hal ini pengetahuan terhadap pelayanan publik yang merupakan unsur dari kompetensi masih rendah dan dapat ditingkatkan melalui supervisi dari rekan sejawat dan atasan.

Abstract

Artikel ini bertujuan untuk mengkaji kontribusi Program Keluarga Harapan (PKH) dalam mendukung pencapaian Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/SDGs), khususnya tujuan pertama yaitu pengentasan kemiskinan. Penelitian ini menggunakan metode studi literatur dengan pendekatan kualitatif melalui analisis sistematis terhadap berbagai sumber jurnal nasional terakreditasi dan jurnal internasional bereputasi yang relevan dalam kurun waktu 2015 hingga 2024. Hasil kajian menunjukkan bahwa PKH memberikan dampak positif terhadap penurunan angka kemiskinan ekstrem, peningkatan akses masyarakat miskin terhadap layanan pendidikan dan kesehatan, serta penguatan ketahanan sosial dan ekonomi rumah tangga penerima manfaat. Selain itu, implementasi PKH dinilai selaras dengan prinsip-prinsip pembangunan berkelanjutan, terutama dalam aspek keadilan sosial, inklusi, dan pemberdayaan masyarakat. Temuan ini memberikan implikasi bahwa program bantuan sosial bersyarat seperti PKH merupakan instrumen penting dalam strategi pembangunan nasional yang berorientasi pada pencapaian SDGs, serta perlu terus diperkuat melalui perbaikan mekanisme pelaksanaan dan koordinasi antar lembaga terkait.

Abstract

Fasilitas publik yang disediakan oleh pemerintah harus dapat digunakan oleh pria, wanita, anak-anak, orang tua, dan orang cacat. Namun dalam kenyataannya kita sering menemukan bahwa fasilitas publik tidak dapat digunakan. Di Kota Serang masih ada fasilitas umum yang tidak ramah anak, tidak ramah kepada orang tua, tidak ramah bagi penyandang cacat, bahkan tidak ramah bagi perempuan atau dapat dikatakan responsif gender. Penelitian ini bertujuan untuk mengetahui seberapa besar tingkat respons gender pada fasilitas publik di Kota Serang. Untuk mengukur tingkat responsif gender dari fasilitas publik ini, peneliti mengambil dari pendapat Setiawati (2013), yaitu pemanfaatan universal, keselamatan, keamanan, kenyamanan, kesetaraan gender untuk kebutuhan dasar, ramah lingkungan. Penelitian ini adalah penelitian kuantitatif dengan metode deskriptif. Populasi penelitian ini adalah masyarakat yang menggunakan fasilitas umum di Kota Serang. Objek penelitian ini adalah Terminal Bus, Trotoar dan Jembatan Penyeberangan Orang (JPO), Pasar, Shelter dan Taman Kota. Teknik pengambilan sampel yang digunakan adalah kuota dimana setiap objek terdiri dari 30 responden sehingga total responden dalam penelitian ini adalah 180 orang. Hasil penelitian menunjukkan bahwa tingkat responsif gender fasilitas publik di Kota Serang adalah 2,09 kategori sedang. Berdasarkan objek penelitian, tingkat respons gender di trotoar adalah 2,31 (sedang), terminal 2,13 (sedang), Taman Kota 2,5 (sedang), Pasar 2,19 (sedang) JPO 1,53 (rendah) dan Berhenti di 1,88 (rendah) ). Dari hasil ini dapat disimpulkan bahwa responsif gender fasilitas publik di Kota Serang adalah moderat.

Abstract

Affirmative action is a solution to reducing gender disparities in various fields including politics. Efforts to increase women's representation are important in providing justice for women for their political rights, by producing policies that protect women's political rights. The indicator set by the Sustainable Development Goals for gender equality is the number of women's representation in parliament. This research is motivated by the condition where the number of members of the Serang City DPRD for the 2019-2024 period is only 8 women from a total of 45 members or 17%, where this number has not met the 30% quota for women. This study aims to determine the affirmative action taken to reduce gender disparities in politics. The research method used in this research is descriptive qualitative with interactive data analysis techniques. This research finds that from a policy perspective, both the central and local governments have made efforts to carry out affirmative action in the political field even though women's participation in politics is still low. This is inseparable from obstacles in the form of public perceptions of the quality of female cadres, women's self-distrust, factors of family support and family background. The study also found that strengthening the role of political parties through socialization, gender-biased political education and the involvement of female cadres in organizational activities and community empowerment activities can have an effect on reducing the stigma of gender disparity in politics
