Abstract

Indeks Supremasi Hukum dari Proyek Keadilan Dunia sangat penting untuk menilai kepatuhan negara terhadap keadilan, akuntabilitas, dan tata kelola hukum. Makalah penelitian ini menganalisis Indeks Negara Hukum Negara-negara Asia Selatan: India, Pakistan, Bangladesh, Sri Lanka, Afghanistan, dan Nepal. Sistem hukum, kesenjangan sosio-ekonomi, dan sejarah yang ada di kawasan ini telah menciptakan tantangan dan peluang unik untuk memajukan supremasi hukum. Penelitian ini menggunakan metodologi penelitian komprehensif yang mengintegrasikan metode kuantitatif dan kualitatif. Secara kuantitatif, studi ini bergantung pada pengumpulan data komprehensif dari Rule of Law Index oleh World Justice Project, yang mencakup beberapa tahun. Tujuan pengumpulan data ini adalah untuk mengidentifikasi dan menganalisis tren dan pola di negara-negara Asia Selatan yang sedang diteliti. Penelitian ini menggunakan wawancara ahli, analisis isi teks hukum, dan studi kasus sejarah untuk meningkatkan aspek kualitatif dari kesimpulan kuantitatif. Pemanfaatan pendekatan metode campuran memungkinkan pemahaman menyeluruh terhadap dinamika supremasi hukum di negara-negara Asia Selatan, sehingga memungkinkan evaluasi yang lebih komprehensif terhadap berbagai elemen yang berdampak pada tata kelola hukum di kawasan. Studi ini mengungkap pola dan tren yang muncul di Asia Selatan dengan menganalisis komponen-komponen Indeks Negara Hukum, termasuk keterbatasan kewenangan pemerintahan, tidak adanya praktik korupsi, pemerintahan yang transparan, perlindungan hak-hak dasar, pemeliharaan hukum dan ketertiban, serta penegakan peraturan yang efektif. Temuan di atas membantu mengidentifikasi kekuatan dan kelemahan yang spesifik pada konteks tertentu.

Abstract

The purpose of this research is to analyze how the comparison between Thailand and the six selected ASEAN countries in this study, namely Singapore, Brunei Darussalam, Malaysia, Thailand, Indonesia, and the Philippines. This study will analyze the data further using Google Data Studio which is correlated between two indicators, namely the World Governance Indicator (WGI) and the E-Government Development Index (EGDI). Based on the six indicators of the World Governance Indicator (WGI), it can be concluded that on the Voice and Accountability indicator, Thailand scored 82.53 because the freedom of expression in Thailand is still not completely free. On the indicator of Political Stability and Absence of Violence/Terrorism Thailand itself experienced several acts of terror in its country. In the Government Effectiveness indicator, Thailand's Government has implemented good regulatory practices and is committed to improving the quality of regulations. On the Regulatory Quality indicator, Thailand has been working to accelerate reforms for three years to set a solid foundation for sustainable regulatory policy intervention.

Abstract

The The purpose of this study was to determine the political participation and community involvement of Dlinggo District in the 2020 Bantul Regency Regional Election. The method used in this study is qualitative with a case study approach in Dlingo District to see political participation. The source of data in the study is primary data, sourced from author interviews conducted with the Division of Socialization, Voter Education, community participation and human resources of the Bantul Regency KPU. Second, secondary data sourced from data documents related to the percentage of political participation and social media data of the Bantul Regency KPU. Data analysis using Computer Asigned Qualitative Data Software (CAQDS) Nvivo 12plus. Data visualization is presented in the form of crosstab analysis graphs and Words Cloud Analysi. The results showed that political participation in Dlingo Subdistrict which included social and economic status, situation, political affiliations of parents, political awareness, organizational experience, trust in the government through mass media socialization and informal discussions in general the value of participation went well because of the high enthusiasm of the residents there. However, factors that have a fairly high influence conclude that from the indicators that have been met, the indicators of political awareness, the situation of trust in the government, and the stimulant of participation through mass media socialization and informal discussions have a value that is more determinant than others. This can be seen in the enthusiasm of residents (engagement) in every socialization carried out by the KPU and through social media, then also data on the level of public trust in the leadership of regional heads which is also a strong foundation in participating in new regional head elections and towards changes in service quality.

Abstract

his study explores the Open Government Partnership Local Action Plan (RAD) and its contribution to strengthening governance, focusing on maternal health services in Banggai District. The research employs a qualitative, descriptive approach to analyze three key aspects: action planning, implementation, and evaluation. Findings reveal that the RAD program plays a pivotal role in addressing maternal health challenges, particularly in response to a significant rise in maternal mortality rates. One innovative initiative under the RAD program is Ambulance Dering, which transitioned maternal health services from offline to online through the DraivCare application. This application has introduced transparency, inclusiveness, and digital innovation in service delivery. However, the app’s limited adoption, evident from minimal downloads, indicates the need for enhanced socialization and outreach to increase community utilization. In evaluating the program, five governance principles were examined: transparency, participation, innovation, accountability, and inclusiveness. While the DraivCare application has improved openness and inclusiveness, challenges persist in fostering stronger accountability and active community participation. The study highlights the importance of strategic communication, effective program promotion, and active public involvement to optimize the impact of RAD's governance. Further development of the DraivCare application is recommended to improve its accessibility and functionality, ensuring better outcomes for maternal health services and governance in Banggai District.

Abstract

This research aims to examine the implementation of structural landslide disaster mitigation policies in Rejang Lebong Regency. The study is qualitative descriptive research, with data collection carried out through observation. The data analysis technique involves data reduction, data presentation, and drawing conclusions. The findings show that the implementation of landslide disaster mitigation policies in Rejang Lebong Regency has been carried out according to the targets set by the Head of the Agency in the performance agreement, which each relevant sector must implement. However, these targets have not been fully achieved. Despite coordination among agencies to meet the policy goals and evaluation through the Government Agency Performance Report, implementing the landslide mitigation policy has not yet reached optimal results. Therefore, it can be concluded that the implementationof landslide disaster mitigation policies in Rejang Lebong Regency has not been maximized. Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan e-voting di Kabupaten Mempawah dan apa saja faktor penghambat penerapan e-voting di Kabupaten Mempawah. Sumber data berasal dari jurnal – jurnal dan berita – berita yang relevan dengan topik penelitian. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis data kualitatif model interaktif dari Miles & Huberman yang terdiri atas empat komponen proses analisis, yaitu, pengumpulan data, reduksi data, penyajian data, dan penarikan simpulan. Hasil penelitian ini adalah implementasi e-voting dalam pemilihan kepala desa di Kabupaten Mempawah, Kalimantan Barat, sudah dilakukan dua kali tetapi belum efektif. Kendala yang dihadapi meliputi kurangnya persiapan panitia, terbatasnya alat e-voting, dan kurangnya sosialisasi. Masyarakat masih belum terbiasa dengan sistem ini, yang menyebabkan kebingungan saat pemilihan. Meski begitu, komitmen pemerintah terlihat dari suksesnya pemilihan di tiga puluh desa, dengan terpilihnya tiga puluh kepala desa. Untuk peningkatan ke depan, perlu penambahan sumber daya manusia, perbaikan sosialisasi, dan penyediaan peralatan yang memadai.

Abstract

Corruption control is a critical component of effective governance, particularly within local governments in Indonesia. This study examines the relationship between good governance indicators and corruption control within the local government of Yogyakarta City, Indonesia, aiming to identify key governance factors that influence anti-corruption efforts. A quantitative research approach was employed, using descriptive statistical methods to analyze data collected from questionnaires distributed to five local government agencies in Yogyakarta City. A total of 98 respondents were selected through purposive sampling. Data analysis was conducted using Structural Equation Modeling (SEM) with Partial Least Squares (PLS) to assess the reliability, validity, and regression performance of the good governance indicators. Reliability was measured using Composite Reliability (CR), with values above 0.70 indicating strong reliability, and validity was assessed based on Outer Loading, with values above 0.70 considered valid. Regression analysis indicated that control of corruption, political stability, and voice and accountability significantly influence corruption control, with p-values of 0.010, 0.009, and 0.029, respectively. However, government effectiveness and the rule of law did not show a significant impact on corruption control, with p-values of 0.381 and 0.799. These findings suggest that specific governance factors, such as political stability and accountability, play a critical role in addressing corruption within local governments in Indonesia. The study introduces a novel approach by employing a quantitative SEM-PLS method to examine good governance indicators in Yogyakarta City. The findings suggest that government effectiveness and the rule of law may not have a significant influence on corruption control, challenging common assumptions in governance research.
