Abstract

The Forest Management Unit (FMU/KPH) Region I Stabat, Langkat Regency, North Sumatra Province has an important role in realizing success and forest management at the site level. The description of the performance of FMU development is required by policy makers as part of the policy evaluation. In the evaluation of the policy, an assessment of the substance, implementation, and impact of the policy can be carried out. Policy evaluation is functional, with the intention of providing input for process improvement and continuous improvement of performance measures. However, there are still problems in the field that must be addressed immediately so that forest resource management can run well, such as the unfinished process of boundary demarcation reconstruction, regional stability, investment mechanisms and so on. The purpose of this research is to assess the performance of the successful level of forest management implementation at the site level. The method used in the assessment is the analysis of the components of the criteria and indicators developed by Forest Watch Indonesia (FWI) Version 2.0, document verification, and in-depth interviews. The results of the assessment show that the FMU Region I Stabat has a fairly good performance in carrying out forest management in accordance with its function as a forest resource manager at the site level. Several criteria need to be strengthened so that these criteria can run well. These criteria include regional stability and investment mechanisms.

Abstract

The community service program for the mandatory lecturer scheme in 2021, Universitas Sumatera Utara, is foc Integrasi Agroforestri dan Sistem Budidaya Lebah Madu (Trigona Sp.) dalam Penguatan Food Estate di Humbang Hasundutan.  used at the food estate location, Humbang Hasundutan Regency. The purpose of this community service program is to develop a group of forest communities around the location of the food estate that are economically independent through the skills of honey bee cultivation of Trigona sp. in strengthening food at food estate locations. This program integrates forestry, agricultural, and honey bees Trigona sp. to form an interrelated cultivation system for the sustainability of ecological, economic, and social aspects. This program is carried out in the form of assistance in providing honey bee sires Trigona sp. and training in honey bee cultivation management. This program is expected to be able to have a positive impact on the community of food estate farmer groups as a companion business in managing food estates based on agricultural commodities.

Abstract

This study aims to evaluate the success of enrichment activities in the National Movement for Forest and Land Rehabilitation program that has been carried out at the Technical Implementation Unit of the Pocut Meurah Intan Forest Park Forest Management Unit. Plant observations were carried out using the Systematic Sampling with Random Start method, with a sampling intensity of 5% or a research area of 5 Ha from a 100 ha enrichment area. The experimental parameters are the type composition, the number of plants, and the state of health of the plant. The results of field observations found that the design of plant types was six: three types of cash plants and three types of Multiple Purpose Tree Species (MPTS). Jackfruit (Artocarpus Integra) is the most dominant growing plant. At the same time, Meranti (Shorea sp) is the plant that grows the least. There were 757 plant stems from the entire plot, with a growing percentage of 37.85% and a healthy percentage of 34.80%. The failure of planting in this program is due to the lack of community involvement in preparing plans for these activities, the lack of continuous supervision, and the timing of implementation does not correspond to the growing season.

Abstract

The Sibolangit Nature Tourism Park (SNTP) holds immense potential as a natural attraction, but effective management faces challenges due to limited resource utilization and community engagement. To address this, a comprehensive stakeholder analysis was conducted. The research was conducted within SNTP, Deli Serdang Regency, between May and June 2021, utilizing questionnaires and in-depth interviews to gather primary data from 25 key informants. Stakeholders represented central and local governments, surrounding communities, and non-governmental organizations (NGOs) such as the Sibolangit Tourism Awareness Group. The collected data underwent thorough analysis to assess stakeholder interest and influence levels. Stakeholders were categorized into key players, context setters, and the crowd. Key players included the North Sumatra Natural Resources Conservation Center, SNTP, and the Deli Serdang Culture and Tourism Office, exerting significant influence in policy formulation and resource allocation. Context setters, represented by local communities, held substantial influence and played crucial roles in decision-making and implementation. The crowd, comprising NGOs, demonstrated high interest but lower influence in management. Collaboration among stakeholders, particularly central and local entities, emerged as pivotal for effective SNTP management. Stakeholders' roles significantly impacted management outcomes. This study highlights the necessity of holistic collaboration and balanced resource utilization for sustainable nature tourism management within SNTP. The findings contribute to a comprehensive understanding of stakeholder dynamics and their roles in achieving the objectives of SNTP management

Abstract

The customary forest area of Tombak Haminjon (incense forest) located in Pandumaan-Sipituhuta Village has high economic value but has challenges related to overlapping land management. This research aims to determine the history, parties, causes, and conflict resolution in this customary forest. This study used a qualitative approach and purposive sampling of key respondents and in-depth interviews with the stakeholders involved. The results showed that the factors causing the conflict were tenure conflicts. On the one hand, the Pandumaan-Sipituhuta customary forest as incense producer belonged to the indigenous peoples. On the other hand, PT Toba Pulp Lestari (TPL) has also claimed its concession area. The parties interested in using this forest area consist of Key actors, the main stakeholders, and the supporting stakeholders. The determination of customary forest in Pandumaan-Sipituhuta Village has met the requirements to be designated as customary forest after going through a data verification and validation mechanism by a multistakeholder team formed by the Ministry of Environment and Forestry. Therefore, as a recommendation, it is necessary to accelerate the demarcation of boundaries and the confirmation of the forest area.

Abstract

Forest Management Units (FMU) are a form of forestry policy that has become a key instrument in reforming Indonesia's forestry industry. North Sumatra Province has 33 FMU units, comprising 15 Production FMUs and 18 Protection FMUs, all grouped into 16 FMU Regions. This study evaluates forest management performance in the FMU Region III Kisaran. The performance assessment used the Forest Watch Indonesia 2.0 (FWI 2.0) instrument and the Technical Guidelines for Assessing the Effectiveness of Forest Area Management from the Ministry of Environment and Forestry. The FWI 2.0 method is oriented towards performance results, benefits, and impacts. The technical guidelines for assessing the effectiveness of FMU organizations are already oriented toward the results, benefits, and impacts of forest management. Both methods used show that the performance of FMU Region III Kisaran is in the medium category. This research indicates that the selection of FMU performance assessment methods should be tailored to the purpose of the assessment

Abstract

Forest Management Units (FMU) are established to realize the effective and sustainable management of forests and other management plans, including organization, implementation management, as well as control and supervision. The management of forests by FMU is closely tied to the role of existing human resources, both qualitatively and quantitatively, as well as the rate of deforestation. To understand the extent of FMU's performance success, an instrument in the form of a Performance Assessment is needed as an evaluation tool for achieving forest management, one of which is by using the questionnaire based on the Technical Guidelines for Assessing Effective Forest Management Institutions in Supporting Independent Communities and Sustainable Forests from the Director of Forest Utilization Planning Development. The performance assessment variables are then processed using cluster analysis to obtain groupings of FMUs in North Sumatra Province based on clusters and the average effectiveness value of FMUs. The research results show that there are 3 Clusters with details for Cluster I consisting of 7 (seven) Units, Cluster II consisting of 11 (eleven) Units, and Cluster III consisting of 15 (fifteen) Units. The characteristics obtained in Cluster 1 indicate that all variables are above the population average, which represents Effective FMUs
