Abstract

Wilayah perbatasan darat Indonesia dengan Malaysia berada di Provinsi Kalimantan Barat, Kalimantan Timur, dan Provinsi Kalimantan Utara. Wilayah ini sangat rawan terjadinya berbagai pelanggaran batas wilayah. TNI sebagai alat pertahanan negara wajib melakukan pengamanan terhadap wilayah perbatasan. Satgas Pamtas Yonif Raider 301/PKS merupakan satuan TNI AD yang diberikan tugas untuk mengamankan wilayah perbatasan darat Indonesia-Malaysia, dengan wilayah penugasan di Provinsi Kalimantan Barat, khususnya di Kabupaten Sanggau, Kabupaten Sintang, dan Kabupaten Kapuas Hulu, mulai 1 Maret 2019–30 November 2019. Tujuan penelitian ini adalah untuk menganalisis apa saja peran Satgas Pamtas Yonif Raider 301/PKS dalam mengamankan wilayah perbatasan darat Indonesia-Malaysia. Kerangka teoritis yang digunakan adalah teori peran, dimana peran terbagi menjadi peran aktif dan peran partisipatif. Penelitian dilakukan dengan metode kualitatif, melalui teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa peran Satgas Pamtas Yonif Raider 301/PKS dalam mengamankan wilayah perbatasan darat Indonesia-Malaysia diwujudkan dengan peran aktif dan peran partisipatif. Peran aktif berupa pengamanan wilayah perbatasan dari ancaman militer dan non-militer, seperti pengamanan patok batas, pengamanan yang dilakukan satgas pamtas terhadap kejahatan transnasional, illegal logging, illegal mining, kejahatan narkoba, penyelundupan barang. Peran partisipatif berupa kegiatan sosial kemanusiaan (civic mission) yang dilakukan satgas pamtas dalam bidang pendidikan, bidang kesehatan, bidang sosial, dan bidang infrastruktur, sehingga sangat dirasakan oleh masyarakat di wilayah perbatasan. Kata kunci: peran, TNI, perbatasan darat, Indonesia-Malaysia The land border between Indonesia and Malaysia is in the Province of West Kalimantan, East Kalimantan, and North Kalimantan. This region is very prone to various violations of territorial boundaries. The Indonesian Military as a means of national defense is obliged to carry out security against border areas. The task force of Raider Infantry Battalion 301/PKS is an army unit assigned to secure the Indonesia-Malaysia land border area, with assignment areas in West Kalimantan Province, specifically in Sanggau, Sintang, and Kapuas Hulu Regencies, starting March 1, 2019-30 November 2019. The purpose of this study is to analyze the role of the task force of Raider Infantry Battalion in securing the Indonesia-Malaysia land border area. The theoretical framework used is role theory, where roles are divided into active roles and participatory roles. The study was conducted using qualitative methods, through data collection techniques in the form of interviews, observation, and documentation studies. The results showed that the role of the task force of Raider Infantry Battalion 301/ PKS in securing the Indonesia-Malaysia land border area was realized with an active and participatory role. An active role in the form of securing border areas from military and non-military threats, such as security carried out by the task force for transnational crime, illegal logging, illegal mining, drug crimes, smuggling of goods. Participatory role in the form of humanitarian social activities (civic mission) carried out by the task force in the field of education, health sector, social field, and infrastructure, so it is very much felt by the people in the border areas. Abstract

Community service carried out aims to provide an in-depth understanding between theory and practice regarding the smart village concept. This theme was chosen because villages in West Bandung Regency have the opportunity to realize village governance with the concept of smart village government. However, until now not all villages in West Bandung Regency have realized village governance with the concept of smart village government. This is because most of the village heads in West Bandung Regency are not aware of the strategic position and advantages of the infrastructure they have and the village head's weak understanding of strategies for realizing good governance. The method of implementing community service is done by providing material, lectures, focus group discussions, and evaluations. To make the smart village run optimally, the capacity of the village government is needed. Human resources play an important role in the realization of a smart village, of course, supported by facilities and infrastructure in the village. From the results of this community service, the village government in West Bandung Regency wants to make their village smart. For this reason, village government officials hope that education and training related to smart villages are often held.

Abstract

This study aims to analyze the cooperation of the III/Siliwangi Regional Military Command in assisting the West Java Provincial Government to accelerate the covid-19 vaccination since January 2021. The research question is how the III/Siliwangi Military Regional Command cooperates with the Regional Government in accelerating the covid-19 vaccination program in the Province West Java? In answering these questions, the analytical framework of cooperation theory is used, where cooperation carried out by two or more parties to achieve certain goals will be successful if it goes through the stages of communication, coordination, and collaboration. The research method used is a qualitative method with data collection techniques using interviews, observation, and documentation studies. The results of the study found that the cooperation carried out by the Regional Military Command III/Siliwangi with the Regional Government in accelerating the covid-19 vaccination was realized through the following stages: (1) Communication, namely holding formal and informal meetings with regional heads, both governors, regents, and mayors to discuss vaccination plans; (2) Coordination, namely holding a coordination meeting for regional leaders to discuss the division of tasks in the vaccination program; (3) Collaboration, namely carrying out joint actions to hold vaccinations with the theme: "covid-19 vaccination rush".

Abstract

In the history of Indonesia’s foreign policy, there are often differences in attitudes between the Ministry of Foreign Affairs and the Ministry of Defense in responding to international issues. The Ministry of Defense seems to act unilaterally and pays little attention to the Ministry of Foreign Affairs in expressing attitudes and views regarding Indonesia’s foreign policy. There are disagreements between two ministries that cause polemics and pros and cons in government circles which eventually evaporate in public space. This paper analyzes the lack of synergy between the Ministry of Defense and the Ministry of Foreign Affairs in addressing international problems, which seem to work independently. This paper argues that a one-door policy in Indonesian foreign policy is needed, where the Ministry of Foreign Affairs must be positioned as the only door in the formulation and implementation of foreign policy, which the Ministry of Defense must submit to and comply with and synergy with the Ministry of Foreign Affairs in foreign policy issues.

Abstract

The ASEAN Free Trade Area (AFTA) is the first step towards economic liberalization in Southeast Asia. Through AFTA, ASEAN member countries reduce to abolish tariffs on certain products in regional trade schemes. AFTA is a facility for the government to regulate what products will be exported and imported in accordance with applicable tariff rules, it makes the community very dependent on the government and large companies for these products. As technology develops and Southeast Asia's population grows, a digital era is formed in the trade sector that promotes more dynamic e-commerce. E-commerce makes people not dependent on the government and more independent in regional markets. Because it covers each individual and MSME with the convenience of digitalized cross-border transactions. The existence of e-commerce caused the trend to change, from where initially the community was very dependent on the government to becoming independent of the products set by the government. This study uses a qualitative-descriptive method with data collection techniques from literature studies from books, journals, official websites, and so on. The results of the study indicate that there has been a change in the trend of trade in ASEAN. This trend is due to the occurrence of digital transformation which provides opportunities for the MSME community to enter regional and global trade. Participation in regional trade in ASEAN is not only followed by state actors but also enlivened by non-state actors, especially all levels of ASEAN society who take advantage of developing e-commerce platforms.
